TowhomitmayconcernFINALDATEOFENTRYINJTOFORCEISRAEL:CornliancewithISPM15standardforfumiaationofwoodpackaQjngmaterialswillbegin1stOctober2009OnOctober1,2009Israelimplementstheinternationalstandardscriterionforimportingandexportingwoodpackaging,knownasIsPM15.ThisrulestatesthatonOctober1,2009allregulatedWoodPackagingMaterial(WPM)enteringIsraelmustbeappropriatelytreatedandmarkedundertheofficialprogram.Withthis,Israeljoinsanextensiveandemerginglistof65countries,requiringadherencetotheISPM15Standards.CompliancewithIsPM15allowsfortwowoodtreatmentoptions:.MethylBromide(MB)FumigationorHeatTreatment.WiththeMBtreatment,thewoodpackagingmaterialisfumigatedwithmethylbromide..HeatTreatment(HT)ofwoodpackagingmaterialmustbeheatedinaschedulethatachievesaminimumcoretemperatureof560Cforaminimumof30minutes.Israel'sofficialgazettepublishedtheruleon25thMarch2009andannounceditwillbeenforcedasfromOctober1st2009.AsfromthisdayallimportedWoodpackagingmaterial,seebelow,mustbesubjecttoIsPM15.WoodpackagingmaterialmustbesubjecttoeitheraheattreatmentorfumigationasperIsPM15..Woodpackagingmaterial:intheformofpackingcases,boxes,crates,drumsandsimilarpackings,pallets,boxpalletsandotherloadboards,palletcollars,actuallyinuseinthetransportofobjectsof.allkinds,exceptrawwoodof6mmthicknessorless,andprocessedwoodproducedbyglue,heatandpressure,oracombinationthereof..Woodusedtowedgeorsupportnon-woodcargo,includingthatwhichhasnotkeptitsnaturalroundsurface,exceptrawwoodof6mmthicknessorlessandprocessedwoodproducedbyglue,heatandpressure,oracombinationthereof.Undertheregulations,foreignexportersmustusewoodpackagingcertifiedbyanauthorizedagency.Tocertifytreatment,theWPMmustbemarkedwiththeInternationalPlantProtectionConvention(IPPC)logo.Papercertificatesoftreatmentwillnolongerberequiredoraccepted.ISPM15compliantstampTimberpackinganddunnagebearingthemarkbelowiscertifiedashavingbeensubjectedtoanISPM15approvedtreatment.ISPM15markAnISPM15compliantmarkmustinclude:.IPPCcertificationsymbol..XX:representsthetwoletterISOcountrycode(e.g.ILforIsrael,AUforAustralia,USforUnitedStates,NZforNewZealand,GBforUnitedKingdom)..000:representstheuniquecertificationnumberissuedbyAQIStothetreatmentproviderorwoodpackagingmanufacturer.InclusionofthiscertificationnumberensuresthatthewoodpackagingmaterialcanbetracedI.....p.....pXX-000.....c.::vyybacktothetreatmentproviderand/ormanufacturer..YY:isthetreatmentabbreviationwhere:-HTisthecodeforheattreatmenttoaminimumof56°Cforaminimumof30minutes-MSisthecodeformethylbromidefumigation.Theletters'DB'representdebarking.DBmaybeaddedtotheabbreviationoftheISPM15approvedtreatment.Forexample,'HTDB'representsheattreatmentanddebarkingand'MBDB'representsmethylbromidefumigationanddebarking.NoteWPMthatdoesnotmeettheserequirementswillbedelayedattheportofentry.Importerswhoseconsignmentsdoesnotmeettheserequirementswillhavetheoptiontohavetheshipmentre-exported.ShipmentscontainingWPMthatviolatetherulemaybeallowedentryonlyiftheIsraeliCustomsAuthorityorThePlantProtectionandInspectionServices(PPIS)()determinesthatitispossibletoseparatetheapprovedmaterialfromthenoncompliantportionoftheshipment.ArrangementstohavethenoncompliantWPMexportedfromIsraelortreatedwouldberequiredbeforetheapprovedcargocanbereleasedtotheconsignee.Allcostsassociatedwiththisprocessaretheresponsibilityoftheimporter.Faithfullyyours
