EstablishingtheUbiquitousNetworkEnvironmentinJapan—Frome-JapantoU-Japan—No.66July1,2003TeruyasuMURAKAMICopyright2003byNomuraResearchInstitute,Ltd.1ITheFutureoftheITEnvironmentIIProgressintheShifttoBroadbandandReviewingthee-JapanStrategy1ProgressinShiftingtowardsBroadbandandMeasuresBeingTakenbyVariousCountries2BasicDirectionsforRevisingthee-JapanStrategyIIIITEnvironmentRealizedbytheU-JapanStrategy1U-JapanStrategyAimedatAchievingtheUbiquitousNetworkEnvironment2BetterConnectedConsumers3CorporationsCreatingNewAddedValue4PublicServicesThatReachConsumer’sRealNeedsIVConceptualFormulationoftheUbiquitousNetwork1TheUbiquitousNetworkasaNewITUtilizationEnvironment2TheUbiquitousNetworkandUbiquitousComputing3FromP2PtoP2OandO2O4UbiquitousNetworkIandUbiquitousNetworkIIVPolicyMeasuresundertheU-JapanStrategy1ThreeAreastoPromotetheU-JapanStrategy2PolicyMeasurestoPromotetheU-JapanStrategyVIObjectivesofPolicyMeasuresfortheU-JapanStrategy1StepstoConstructtheUbiquitousNetworkInfrastructure2SpecificMeasuresforEstablishingtheUbiquitousNetworkUtilizationInfrastructure3PromoteExtensiveUtilizationoftheUbiquitousNetworkVIIImpactofU-JapanStrategyNRIPapersNo.66July1,2003EstablishingtheUbiquitousNetworkEnvironmentinJapan—Frome-JapantoU-Japan—TeruyasuMURAKAMITheJapanesegovernmentispresentlyreviewingitse-JapanStrategy.Whiletheconceptoftheubiqui-tousnetworkwillbeincorporatedintoitsnext-stagenationalIT(informationtechnology)strategies,thisisnotnecessarilythesinglestrategicconcepttobeencompassedinthenextroundofthee-JapanStrategy.Inordertocontributetoafutureexerciseinestablishingwhatcanbecalleda“U-JapanStrategy”toreplacethee-JapanStrategy,thispaperproposesasetofstructuralmeasuresthatwillberequiredatthetimeofpromotingaunifiedandconsistentapproachtoubiquitousnetworking.Thethreespecificareasoffocusincludeconstructinganewubiquitousnetworkinfrastructure,establishingaubiquitousnetworkusageinfrastructure,andpromotingtheutilizationoftheubiquitousnetwork.ItisimportantthatfutureITstrategiesbedesignedtomeetspecificobjectives;namely:(1)toputJapanonestepaheadofothercountriesinITratherthansimplytocatchupwiththem;(2)toestablishanITuti-lizationenvironmentthatfullydrawsonthestrengthofJapan’scontinuingeffortsandadvancesineveryfieldofIT;and(3)tohaveimpactnotsimplywithintheITindustrybutinawiderangeofmanufacturingandserviceindustries.Withrespecttonetworkinfrastructure,inadditiontofurtherpromotingashifttowardsbroadbandforwiredsystemsitisnecessarytoorganizeabroadbandnetworkinfrastructureforwirelessandmobilesys-temsonasystematicandintegratedbasisthatenvisionsthemovementtowardsubiquitousnetworking.Thekeytosettingupanappropriateutilizationframeworkwillbethemodule-baseddevelopmentofubiquitousterminalsthatcanbetterconnectpeopletopeople,peopletoobjects,andobjectstoobjects.Itisalsonecessarytoestablishanext-generationpaymentsettlementinfrastructureandsecurityandprivacymechanisms.Fromthestandpointofusageandutilization,effortsmustbemadeinthefollowingcoreareas:(1)estab-lishingadistributionandproductionstructurethatallowsforhighlydiverseandprofusedigitalcontent;(2)promotingadvancedubiquitouselectronicsthatcanconnecttoconsumersanywhereandatanytimethroughbroadbandnetworksthattakeinvariousindustriessuchashomeinformationappliances,automo-biles,IT,andentertainment;and(3)implementingahostofubiquitousservicesthatcanattentivelyrespondtoabroadrangeofneedsinthefieldsofmedicine,welfare,education,transportation,andtheenvironment.Copyright2003byNomuraResearchInstitute,Ltd.2ITheFutureoftheITEnvironmentThedeterminationofnationalITstrategiesinJapanstartedwiththe“BasicITStrategies”thatwereorigi-nallyproposedinNovemberof2000.TheseobjectiveswereannouncedinJanuary2001asthe“e-JapanStrat-egy,”andtheyweresubsequentlynarroweddowntospecificmeasuresthatwereenumeratedinthe“e-JapanPriorityPolicyProgram,”whichwasreviewedin2002.IntermsofITstrategies,thee-Japanschemeessen-tiallyfocusedonthepromotionofbroadbandcapabili-ties.Themainobjectiveofthespecificmeasureswastodeveloptheenvironmentforthediffusionofsuperhigh-speedInternetaccessto10millionhouseholds,aswellasthediffusionofhigh-speedInternetaccessto30mil-lionhouseholdsbyimprovingthecommunicationsinfrastructurethroughderegulatingeffortsandpromot-ingcompetitionpolicy.Inthe2002reviewofthePriorityPolicyProgramwhichisscheduledtoendin2005,itwasconsideredthattheobjectiveofimprovingthenet-workinfrastructureitselfhadbeenachievedbythemiddleoftheplan,andthatthisobjectivewasseparatefromdevelopingaframeworkforITusageandutiliza-tion.Accordingly,ithasbecomenecessarytosetnewobjectivesinthenationalITstrategies.Undersuchanenvironment,inNovemberof2002thegovernmentorganizedanExpertStudyCommitteeonFutureITStrategiesundertheITStrategicHead-quarters,andthisCommitteehasstartedtoreviewthee-JapanStrategywiththeaimoffinishingitsworkaroundJune2003.IamparticipatingintheExpertStudyCommittee,chairingtheNewValueCreationSubcommittee1(whichisoneoffoursubcommittees),andIamcarryingoutactivitiesinordertohelpformu-latethenationalITstrategiesbasedupontheubiqui-tousnetworkstudiesthatNomuraResearchI
