1机具制造(大连)有限公司保税区新建工厂工程防汛防台专项应急预案机具制造(大连)有限公司保税区新建工厂工程项目部编制二○一一年7月10日1防汛防台专项应急预案目录1总则···············································11.1编制目的·········································11.2编制依据·········································11.3适用范围·········································11.4工作原则·········································12概况···············································22.1自然地理与社会经济·······························22.2防汛风险分析·····································22.3防汛防台设施·····································42.4重点防护对象·····································43组织体系···········································43.1领导机构·········································43.2工作机构·········································43.3其他·············································43.3工作职责·········································44防范与预警·········································54.1防汛准备工作·····································54.2预警信息含义·····································64.3主要防御方案·····································65应急响应···········································75.1应急响应的总体要求·······························75.2应急响应分级与行动·······························75.3人员转移撤离方案·································135.4信息报送·········································1425.5应急结束········································146后期处置··········································146.1灾后救助········································146.2抢险物资补充····································156.3水毁工程修复····································156.4调查与总结······································157应急保障··········································157.1通信与信息保障··································167.2抢险与救援保障··································167.3专业保障········································167.4治安与医疗保障··································167.5物资与资金保障··································167.6社会动员保障····································168监督管理··········································178.1培训············································178.2演习············································178.3奖惩············································178.4预案管理········································179附则··············································179.1数量概念········································179.2名词定义········································179.3有关图表········································181防汛防台专项应急预案1总则1.1编制目的按照国家规定的“蓝、黄、橙、红”四色预警和四级响应的要求,结合项目部的实际,为进一步提高防汛指挥调度、最大限度的保证应急抢险的顺畅和本项目现场人员财产的安全1.2编制依据根据《中华人民共和国防洪法》、《中华人民共和国防汛条例》等国家相关法律、规章、规范性文件,结合大连市地方性法规和规章制定本预案。1.3适用范围本预案适用于本项目部内防汛防台突发事件。本预案指导项目部的防汛防台突发公共事件应对工作。本预案应当根据实际情况变化,及时修订并报上级审定、备案,预案构成种类将不断补充、完善。1.4工作原则以人为本,预防为主;统一领导,分级负责;依法规范,加强管理;快速反应,协同应对;依靠科技,资源整合。防汛防台预案要以“实行全面规划、统筹兼顾、预防为主、及时抢险、局部利益服从全局利益”的原则,切实实现“三个转变”,按照新时期防汛防台的要求,确保项目施工的人员生命和财产安全,营造一个稳定、祥和、安全的环境。2概况2.1自然地理与社会经济2.1.1地理位置、高程范围、地形、地貌特点等本项目部地处大连保税区,是防讯防台的重点位置。2.1.2行政区划、面积、人口、重要设施等铭伸机具制造(大连)有限公司保税区新建工厂工程为框架以及钢构结构,建筑面积综合楼为3954m2、办公楼为907.2m2、机具车间为3593.52m2、制造部以及库房为7789.9m2、建筑总高度20m。内有塔式起重机1台,中小型机械10余台,另有办公区、生活区等临时设施。施工人员高峰为200人左右,低谷为80人左右2.2防汛风险分析2影响本项目部的防汛防台突发事件主要是台风、暴雨2.2.3特征和趋势从地理位置看施工地处沿海,位属东亚季风盛行范围,在海潮和季风的影响下自然因素会给我区带来不太频繁的涝、台潮灾害,如果上述灾害组合出现,会加剧本地区的灾情。2.3防汛防台设施项目部配备了潜水泵10台,担架一付,手电筒10只,急救箱一只,麻袋100只,还有木材等物资。2.4重点防护对象生活区、办公区等临时设施和塔式起重机等大型机械。3组织体系本项目部防汛防台突发公共事件应急管理工作由项目部管理人员和本项目施工人员组成3.1领导机构根据规定,项目部成立防汛指挥部,总指挥由项目经理龙少峰担任,副指挥由李春辉、王家彬担任。3.2工作机构项目部成立防汛指挥部,负责领导本项目部的防汛防台工作。3.3其他建立防汛抢险小分队,平时进行应急救援演练;发生突发事件时,参与应急处置工作。3.4工作职责:3.4.1指挥部各成员职责:1、龙少峰任务是了解掌握险情,组织现场抢救指挥。2、王家彬任务是根据指挥组指令,及时布置现场抢险,保持与当地防抬、防汛部门、建设行政主管部门的沟通。3、李春辉任务是维护现场秩序、做好周围人员的问讯记录、保持与当地上级部门的沟通。4、王述金负责妥善处理好善后工作,按职能归口负责保持与当地相关部门的沟通联系。34防范与预警4.1防汛准备工作4.1.1预防预警准备工作4.1.1.1思想准备。加强宣传,增强现场施工人员预防洪涝台风灾害和自我保护的意识,做好防大汛抗大灾的思想准备。4.1.1.2组织准备。建立健全防汛组织指挥机构,落实防汛责任人、防汛队伍和低洼易积水区域的监测网络及预警措施,加强防汛抢险队伍建设。4.1.1.3工程准备。配备一定的防汛应急物资,按时完成上级下达的防汛工程建设任务。4.1.1.4预案准备。修订完善各类台风暴潮防御预案、人员安全转移预案。4.1.1.5物资准备。按照分级负责的原则,储备必需的防汛物料,合理配置。在防汛重点部位应储备一定数量的抢险物料,以应急需。4.1.1.6通信准备。充分利用社会通信公网和自建通讯系统,确保防汛通信专网、预警反馈系统完好和畅通。4.1.1.7防汛检查。按照“六不放过”的原则,发现薄弱环节,要明确责任、限时整改。4.1.1.8防汛日常管理工作。加强防汛日常管理工作,对应急物资定期检查,确保完好。4.1.2预防和预警机制4.1.2.1经常上网查看和收看电视,随时收集掌握防汛防台信息。4.1.2.2健全预报机制。建立信息的监测和通报系统。4.2预警信息含义按照突发公共事件可能造成的危害程度、紧急程度和发展势态,从低到高依次分为蓝、黄、橙、红四色预警信号,本区的防汛防台预警级别将按市防汛指挥部的要求分为四级,由有关部门统一发布。建立突发公共事件预警制度、明确预警级别和发布程序后,从其规定。4.3主要防御方案4.3.1现场人员应立即上报项目部指挥小组。4.3.2现场下水道疏通。4.3.3生活区、宿舍后勤生活保障、救护。44.3.4施工现场塔吊、施工电梯、井架、脚手架、模板等的检查与检修。4.3.5施工用电、各部位配电箱、现场高空照明灯及架空线路的检查、加固及抢修。4.3.6立即拨打“120”急救中心与医院联系或拨打“110、119”救助,详细说明事故地点、严重程度及本部门的联系电话,并派人到路口接应。4.3.7事故调查报告,并上报公司及有关上级机关。5应急响应5.1应急响应的总体要求5.1.1按洪涝、台风等灾害的严重程度和范围,将应急响应行动分为四级。5.1.2进入汛期,防汛指挥机构应实行24小时值班制度,全程跟踪风情、雨情、水情、工情、灾情,并根据不同情况启动相关应急程序。5.1.3洪涝、台风等灾害发生后,由防汛指挥部向区县人民政府和市防汛指挥部报告情况。造成人员伤亡的突发事件,可越级上报,并同时报市防汛指挥部。任何个人发现海塘、水闸发生险情时,应立即向有关部门报告。5.1.6因洪涝、台风灾害而衍生的疾病流行、水陆交通事故等次生灾害,防汛指挥机构应组织有关人员全力抢救和处置,采取有效措施切断灾害扩大的传播链,防止次生或衍生灾害的蔓延,并及时向保税区人民政府和市防汛指挥部报告。5.2应急响应分级与行动本区防汛防台突发公共事件按照其性质、严重程度、可控性和影响范围等因素,分为四级:即Ⅳ级(一般)、Ⅲ级(较重)、Ⅱ级(严重)、Ⅰ级(特别严重)四个响应等级,应对一般较大、重大、特大突发公共事件。(见附表一)5.2.1Ⅳ级响应(蓝色预警)5.2.1.1Ⅳ级响应标准出现下列情况之一者为Ⅳ级响应,由区防汛指挥部处理,并报市防汛指挥部备案:(1)发布台风蓝色预警信号后;(2)发出暴雨蓝色预警信号后,即预报局部地区24小时雨量超过50毫米;(3)可能造成一般灾害的其他汛情(居民进水100户以下、农田受淹1000亩以下,房屋倒塌5间以下、死亡2人以下)。5.2.1.2Ⅳ级响应行动(1)区
