成都是大熊猫的故乡，中国西南特大中心城市，面积1.2万平方公里，人口1700万，是国务院确定的西南地区科技、商贸、金融中心和交通、通信枢纽，是全国统筹城乡综合配套改革试验区、国家信息化试点城市、首批中国软件名城、国家信息消费试点城市、国家下一代互联网示范城市、国家级互联网骨干直联点。经过多年发展，成都城市综合竞争力显著增强，2013年，地区生产总值9108.9亿元，在全国15个副省级城市排名第三位。Chengdu,hometownofthegiantpanda,isamegacityinthesouthwestofChina.Itcovers12,000km2andhasapopulationof17million.RecognizedbytheStateCouncilasSouthwestChina'scenterofscience,commerceandfinance,andhubfortransportationandtelecommunication,ChengduhasbeenapprovedtobeNationalExperimentalZoneforIntegratedRural&UrbanComprehensiveCoordinatedReform,NationalPilotcityforInformatization,oneoftheFirstbatchofChina’sSoftwareCities,NationalPilotCityInformationConsumption,NationalPilotCityofNextGenerationInternetandNationalInternetBackboneStraightPoint.Afteryearsofdevelopment,thecomprehensivecompetitivenessofChengduhasbeensignificantlystrengthened.In2013,itsGDPwas910,890,000,000Yuan(910.89billionYuan),rankingthethirdamongthe15Sub-provincialcitiesinChina.近年来，成都市政府一直致力于信息化与产业提升、市民生活、公共管理的同步推进，在工信部等国家部委的支持和指导下，着力推进智慧城市建设，取得了一些初步成效。Inrecentyears,ChengduMunicipalGovernmenthasbeenfocusingonincorporatinginformationtechnologyintoindustrialupgrade,citizens’living,andpublicadministration.UndertheguidanceoftheMinistryofIndustryandInformationTechnologyandotherMinistries,ithasmadesomeinitialprogressinbuildingasmartcity.一、进展和成效Firstly,ProgressesandEfficiency（一）基础设施更加智能化1.MoreIntelligentInfrastructures信息基础设施方面，目前，成都拥有向省外辐射的光缆通达方向达到8个，干线出省光缆30多条，城域网出口总带宽超过1.5T，开通了国际直达专用数据电路，通信骨干网络通达传输能力名列中西部前列；全市居民光纤接入覆盖440万户，无线通信网络覆盖100%行政村，Wi-Fi覆盖城市大部分热点区域，在中西部率先迈入移动通信4G时代，初步形成较为完备的传输交换、存储、计算及运营服务体系。建立了全市统一的电子政务网络、机房、计算、IntherespectofInformationInfrastructuresconstruction,Chengdunowownsupto8inter-provincialcablesandmorethan30inter-provincialcabletrunks.TherearetotalbandwidthattheoutletofMANexceeds1.5Tbps,morethan4,400,000householdscanaccesstoopticalfibers,withhouseholdbroadbandpenetrationofmorethan63%,andbuildingaunifiedtechnologysupportsystemincludinge-governmentnetwork,machineroom,computing,datastorageand数据存储及灾备等技术支撑体系。backupfordisasterrecoveryhasbeenbuiltforthecity.城市交通方面，初步构建起智能交通框架。建成基于GPS调度的公交运营管理和信息服务系统，通过1300余个电子站牌、公众出行服务系统、公交快信APP应用等渠道为市民提供乘车信息服务，提高了公交服务质量，缩短了市民出行时间。IntherespectofUrbanTraffic,Chengduestablishedtheapplicationsubsystemsincludingtrafficincidentdetection,trafficCCTV,trafficguidance,rampcontrol,laneinstructions,signalcontrol,trafficflowcollectionatimportantcrossroadssoastoimprovetrafficoperationefficiency.ThebusoperationmanagementandinformationservicesystemsbasedonGSPdispatchhavebeenbuiltforprovidingbusinformationservicesforcitizensthrough1,300electronicbus-stopboards,publictransportservicesystemsandAPPs,therebyimprovingbusservicequalityandshorteningthetraveltime.城市公共安防方面，建成具有20000多个监控点位的“天网”城市公共视频信息系统，提供有价值信息共40余万条，其中协助破获刑事案件6260余件、治安案件37950余件，通过天网发现治安纠纷89000余件、群体性事件2600余件、交通事故4500余件、火灾报警720余件，为群众求助，寻找走失儿童、老人等提供贴心服务9000余起。IntherespectofCityPublicSecurity,Chengduestablishedthe“Skynet”urbanpublicvideoinformationsystemwithmorethan20,000monitoringpoints,whichisplayingapositiveroleinrescueandreliefwork,publicemergencydisposal,majoreventssecurity,publicsecuritypreventionandcontrolandroadtrafficmanagement,administrativelawenforcement,environmentalmonitoring,firesafetyandservingthepeople.6,260criminalcases,37,950casesofpublicsecurityweredetectedandsolvedthrough”Skynet”,and89,000publicdisputecases,4,500trafficincidents,720firealarmswerefound.Itprovidedcluesto9,000casesinseekingmissingchildrenandseniorpeopleandotherpublicservices.（二）城市运行更加高效2.MoreEfficientCityOperation食品药品安全方面，建成肉类蔬菜流通追溯系统，覆盖全市肉类、蔬菜溯源点位11259个，实现了肉菜产品从屠宰、批发、零售到餐桌全程信息化监管，提高了市民对食品安全的满意度。建成中药材质量溯源系统，在10家中药材种养殖基地、荷花池中药材市场所有商户、20家中药饮片生产企业、40家中药材经营企业、19家医院和50家药店进行试点，实现中药材从种植到零售药店、医疗机构的流通追踪溯源，保障了药品安全。InthefieldofFoodandDrugSafety,Chengduestablishedthetraceabilitysystemformeatandvegetablecirculationwithcovering11,259traceabilitypointsthroughthewholecitytorealizetheentiresupervisionandinformationtraceabilityformeatandvegetableproducts.ThequalitytraceabilitysystemforTCMhasbeenbuilt,whichispilotedin10plantingandbreedingbases,allmerchantsinHehuachiMarket,20manufacturersofTCMherbalpieces,40businesses,19hospitalsand50drugstorestotracetheTCMfromplantingtoretailingtomedicalinstitutionsandguaranteethedrugsafety.在城市燃气运行管理方面，建成基于地理信息系统的燃气监控与数据采集系统（SCADA系统），实现对燃气系统进气、计量、输配、调压全过程的监控、管理和调度，促进燃气生产、输配管理更加安全、高效。完成1.5公里燃气管防第三方破坏试点和50个管井密闭空间泄漏监测和户内泄漏监控试点，提高了智能化管理水平。TheGIS-basedgasmonitoringanddataacquisitionsystemhasbeenbuilt,therebymonitoring,managinganddispatchingthewholeprocessesofairintake,metering,transmissionanddistributionandpressureregulation.Testpointsforpreventingthegaspipeof1.5kmfrombeingdamagedbythethirdparty,supervisingtheleakageofenclosedspaceof50tubewellsandmonitoringtheindoorleakagehavebeencompleted.在城市供电管理方面，实施了智能电网成都配电自动化试点工程，配电自动化主站系统覆盖试点区域所有配网支撑电源（变电站），实现对配电网运行实时监控、优化运行、故障定位与隔离、非故障区域的负荷转移等自动化管理。InrespectofUrbanPowerSupplyManagement,Alldistributionnetwork-supportedpowersupply(substation)inpilotareaiscoveredbymainstationsystemofdistributionautomationtomonitorthedistributionnetworkinrealtime
