PILESLAMP中国政府高度重视照明节电工作，1996年启动实施绿色照明工程。2008年，为进一步加大推动力度，中国国家发展改革委和财政部启动财政补贴推广高效照明产品活动，对大宗用户和城乡居民购买节能灯分别给予30%和50%的补贴。TheChinesegovernmenthasbeenundertakingGreenLightingProjectssince1996.Tofurtherstrengthenthepromotionofenergyefcientlighting,in2008theNationalDevelopmentandReformCommission(NDRC)andMinistryofFinance(MOF)jointlyinitiatedanefcientlightingsubsidyprogramme.Thisprogrammeprovidestnancialsupportof50%foreftcientlightingforhouseholdusersand30%forindustrialandcommercialusers.为应对全球气候变化，响应国际社会淘汰白炽灯潮流，推动中国绿色照明工程，中国国家发展改革委和联合国开发计划署、全球环境基金共同开展“中国逐步淘汰白炽灯、加快推广节能灯”合作项目，执行期为2009-2012年。Morerecently,inresponsetoglobalclimatechangeandinrecognitionofanumberofphasing-outactionsbeginningaroundtheworld,NDRC,theUnitedNationsDevelopmentProgramme(UNDP)andtheGlobalEnvironmentFacility(GEF)haveagreedtoco-operatetoenabletheimplementationofthePILESLAMPproject.Theprojectwillbeimplementedbetween2009and2012.12009年7月24日，“中国逐步淘汰白炽灯、加快推广节能灯”项目签字仪式在北京举行。联合国秘书长潘基文、国家发展改革委副主任解振华、中国常驻联合国代表张业遂、财政部副部长李勇出席签字仪式。On24thJuly2009,thesigningceremonyofPILESLAMPprojectwasheldinBeijing.UNSecretary-GeneralBanKi-moon,NDRCViceChairmanXieZhenhua,China'sPermanentRepresentativetoUNZhangYesui,andMOFViceMinisterLiYongattendedthesigningceremony.PILESLAMP2中国是照明产品的生产、消费和出口大国，“中国逐步淘汰白炽灯、加快推广节能灯”项目旨在推动白炽灯企业转型、促进高效照明产品推广以及制定淘汰低效照明产品的行动计划。Chinaistheworld’sleadingmanufacturerandexporteroflightingproducts,bothefficientandinefficient,andisalsooneoftheworld’slargestusersoflightingproducts.TheobjectiveofthePILESLAMPprojectistorestructurethismarketthroughthefurtherstimulationofdemandforhigherefrciencylightingproducts,enablingatransformationofthelightingindustryfromtheproductionofolderproductstotheirmoreef:cientalternativesand,ultimately,creatingascheduleforthephase-outofproductionandsaleofinefcientlighting.促进节能减排，实现可持续发展。项目结束时预计可直接形成约40亿千瓦时的节电能力，项目结束后10年间预计可累计形成约1600-2160亿千瓦时的节电能力，将为中国乃至全球的可持续发展发挥积极作用。Environmentalbenefitsthroughelectricitysavingsof4billionkWhbytheendoftheproject,and160-216billionkWhinthe10yearsfollowingprojectcompletion.ThuscontributingtothesustainabledevelopmentofChinaandtheworld.完善推广机制，促进地区发展。通过建立健全节能灯推广机制，加快小城市和农村低收入地区节能灯推广，促进地区经济发展。Improvedeconomicwelfareandpovertyalleviationthroughthedevelopmentofmarketingchannelsandnancialmechanismsthatopenaccesstoefcientlightinginsmallcitiesandruralcommunities.推动企业转型，加快产业升级。通过技术和资金支持，引导白炽灯生产企业加快转型步伐，推动中国照明行业的优化升级。Technicalandfinancialsupportwillspeedtheconversionofmanufacturerstoproductionofnewer,moreefficientproducts.3第一部分：推动照明行业健康发展选择白炽灯生产企业开展转型试点，总结推广成功转型最佳实践案例，同时为其它白炽灯企业提供转型指导和技术培训。控制节能灯用汞含量，支持开展清洁生产审核，研究废旧照明产品回收处理机制，减少有毒有害物质。Component1:LightingIndustryCapacityEnhancementThelightingindustrycapacityenhancementcomponentsupportsmanufacturersofineftcientlightingproductsintheirtransformationtotheproductionofeffcientalternatives.Theprojectwilldirectlysupportthetransitionofproducers.Additionallyitwillprovidetechnicalandbusinesssupportandtrainingtoalargenumberofotherproducersbasedonthelessonslearnedthroughthepilotconversions.Inaddition,thiscomponentwillsupporttheauditsofcleanerproductiontechnologiesenablingproducerstoreduceexposureoftheiremployeestoharmfulsubstances;supportthedevelopmentoftechniquestolimitmercurycontentinCFLs;andinvestigaterecyclingandotherdisposaloptionsattheendofproductlife.白炽灯生产线Incandescentlampsproductionline节能灯老炼线CompactluorescentlampsaginglinePILESLAMP4第二部分：加快完善节能灯推广机制开拓小城市和农村地区的高效照明产品市场。通过融资机制研究和推广渠道建设，完善市场推广机制，加快高效照明产品在小城市和农村地区的普及。提高大中城市高效照明产品的使用率。通过大力开展推广活动、提高地方渠道推广能力，加速高效照明产品在大中城市的广泛使用。Component2:EfscientLightingMarketDevelopmentandProductPromotionThedrstelementfocusesondevelopmentofamarketforefncientlightinginsmallcitiesandruralcommunities.Traditionallyexcludedfromadoptionofefacientlightingthroughthehigherpurchasepriceandlackofmarketinganddistributionchannels,thisparticularlyneedygrouphasnotbeenabletoaccessthebenefitsofferedbyefficientlighting.Theprojectwillaimtosignpostthemosteffectivemarketmechanismstoenableadoptionofefficientlightingbythesecommunitiesthroughtheexperimentaluseofvariousfinancingoptionsandthroughsupportforthedevelopmentofdistributionchannelsaccessingthesemoreremoteconsumers.Thecomponentalsoseekstoenhanceratesofadoptionofefrcientlightinginthemoreaffluentareasthroughincreasingpromotionalactivityandstrengtheningtheabilityoflocalactorstomaximisedemandatthelocallevel.第三部分：建立政策保障体系，促进项目可持续发展研究制定逐步淘汰白炽灯、加快推广节能灯的配套政策，以及适合中国国情的逐步淘汰白炽灯、加快推广节能灯的路线图和专项规划，为“十二五”推动中国绿色照明工程提供建议。Component3:EfficientLightingPolicyandInstitutionalSupportThethirdPILESLAMPcomponentisdesignedtolockintheprogressmadebytheothertwocomponents.Throughthecreationofaroadmaptothephase-outofinefficientlighting,theprojectwillassistNDRCandotherinstitutionalactorscreatetheframeworkwhichwillguidethepublicandprivatesectortotheultimategoalofphasing-outinefgcientlighting.Inparticular,activitieswithinthiselementwillseektoassistNDRCandotheractorswithactionsrelatedtotheNational12thFive-YearPlan.高效照明产品推广活动现场Theactivitysceneofefficientlightingpromotion高效照明产品推广新机制简介Introductiontothenewpromotionalmechanism财政补贴推广高效照明产品EftcientLighti
