高密度发展与环境质量的平衡吳恩融教授香港中文大學建築系摘要2003年，香港遭遇了非典型性肺炎的打擊，多人由此喪生。隨后，香港政府成立了“全城清潔小組”，力圖研究傳染性疾病預防的可能方法和政策，并將這一具體任務委任于香港政府規劃署。為此，規劃署專門設立了以“空氣流通評估（AVA）方法可行性研究”為題的研究課題。該研究推導出了評估城市通風環境的基本方法。與許多國家的以解決強風環境問題為目標的設計指引不同，空氣流通評估（AVA）是針對弱風環境，尤其是擁擠的高密度城市環境的一套方針指引。AVA為項目開發者建立了一個評估方法，用于客觀評價其設計對于城市風環境的影響。2006年7月香港政府正式采納了這一評估系統，并已從2006年12月起要求所有重要的政府開發項目必須接受并通過AVA的評估。TowardsaBalancedApproachDesigningourHighDensityUrbanEnvironmentProfessorEdwardNgDepartmentofArchitecture,CUHKABSTRACT:In2003,HongKongwashitbySevereAcuteRespiratorySyndrome(SARS)fromwhichmanypeopledied.TheHongKongGovernmentsubsequentlysetupaTeamCleanCommitteetoinvestigatepossibleinfectiousdiseasepreventionmeasuresandpolicies.TeamCleanchargedthetasktothePlanningDepartmentoftheHongKongGovernment.ThePlanningDepartmentinitiatedastudytitled:“FeasibilityStudyforEstablishmentofAirVentilationAssessment(AVA)System”.ThestudyledtothemethodologyofAirVentilationAssessment(AVA).Unlikemanycountrieswithguidelinesfordealingwithstrongwindproblems,theAVAisasetofguidelinesfortheweakwindconditionsspecificallydesignedtodealwiththecongestedurbanenvironment.TheAVAestablishesamethodforprojectdeveloperstoobjectivelyassesstheimpactoftheirdesignstotheurbanwindenvironment.InJuly2006,theGovernmentofHongKongadoptedthesystem,andsinceDec2006hasrequiredallmajorgovernmentalprojectstoundertaketheAVA.123456789101112131415161718192021
