NoticeoftheMinistryofFinance,theStateAdministrationofTaxationandthePeople’sBankofChinaonPrintingandDistributingtheExecutivePlanfortheHorizontalNetworkingamongFinanceDepartments,TaxationAuthorities,theTreasuryandCommercialBanksfortheElectronicPaymentofTaxRevenuestotheTreasuryPromulgationdate:06-06-2007Department:MinistryofFinance,StateAdministrationofTaxation,People'sBankofChinaEffectivedate:06-06-2007Subject:Banking&Finance,IndustrialManagementNoticeoftheMinistryofFinance,theStateAdministrationofTaxationandthePeople’sBankofChinaonPrintingandDistributingtheExecutivePlanfortheHorizontalNetworkingamongFinanceDepartments,TaxationAuthorities,theTreasuryandCommercialBanksfortheElectronicPaymentofTaxRevenuestotheTreasury(No.49[2007]oftheMinistryofFinance)Thefinancedepartments(bureaus),statetaxationbureaus,andlocaltaxationbureausofallprovinces,autonomousregions,municipalitiesdirectlyundertheCentralGovernmentandcitiesunderseparatestateplanning;ShanghaiHeadquarters,allbranches,businessmanagementdepartments,allcentralsub-branchesintheprovincialcapitalcities,Dalian,Qingdao,Ningbo,XiamenandShenzhencentralbranchesofthePeople’sBankofChina;andalltheexclusivelystate-ownedcommercialbanksandjoint-stockcommercialbanks:Inordertoregulateandpromotetheelectronicpaymentoftaxrevenuestothetreasuryandestablishaninformationsharingsystemamongthefinancedepartments,taxationauthorities,thetreasuryandcommercialbanks,theMinistryofFinance,theStateAdministrationofTaxationandthePeople’sBankofChinahaveformulatedtheExecutivePlanfortheHorizontalNetworkingamongFinanceDepartments,TaxationAuthorities,theTreasuryandCommercialBanksfortheElectronicPaymentofTaxRevenuestotheTreasury,whichareherebyprintedanddistributedtoyou,pleaseimplementthemaccordingly.Thehorizontalnetworkingamongfinancedepartments,taxationauthorities,thetreasuryandcommercialbanksfortheelectronicpaymentoftaxrevenuestothetreasurywillbeconduciveforsimplifyingbusinessoperations,facilitatethetaxpaymentoftaxpayers,conduciveforenhancingthespeedofpayingtaxrevenuestothetreasury,realizingtheinformationsharingamongfinancedepartments,taxationauthoritiesandthetreasury,andprovidingastrongsupporttotherelevantdepartmentsinstrengtheningtheirtaxcollectionandpaymentadministrationandmakingstatisticalanalysisandforecasting.Alltherelevantdepartmentsshallattachgreatimportancetoandactivelysupportthiswork.In2006,thehorizontalnetworkingforelectronictaxpaymenthasbeenimplementedasapilotinsomeprovinces,andrelevantpreparationsbeforeimplementationhavebeenorganized.In2007,theimplementationscopewillbefurtherenlargedonthebasisofsummingupexperiences,improvingmeasuresandoptimizingoperations.Alltheregionsshall,instrictaccordancewiththisExecutivePlanandbyconsideringtheirownactualities,activelypromotethehorizontalnetworkingamongfinancedepartments,taxationauthorities,thetreasuryandcommercialbanksfortheelectronicpaymentoftaxrevenuestothetreasuryinsidetheirownjurisdictions,andrealizeacomprehensiveimplementationofthehorizontalnetworkingamongfinancedepartments,taxationauthorities,thetreasuryandcommercialbanksfortheelectronicpaymentoftaxrevenuestothetreasuryacrossthecountrybefore2010.Thehorizontalnetworkingamongfinancedepartments,taxationauthorities,thetreasuryandcommercialbanksfortheelectronicpaymentoftaxrevenuestothetreasuryinvolvesawidecoverageandcomplicatedcircumstances,andtheregionsanddepartmentsfortheimplementationthereofshallstrengthentheleadership,andmakemeticulousorganizationanddeployment,timelyfeedbackrelevantcircumstancesandproblemstotheMinistryofFinance,theStateAdministrationofTaxationandthePeople’sBankofChina,andensurethatthehorizontalnetworkingamongfinancedepartments,taxationauthorities,thetreasuryandcommercialbanksfortheelectronicpaymentoftaxrevenuestothetreasurycanbesmoothlyimplemented.ShanghaiHeadquarters,allthebranchesandsub-branchesofthePeople’sBankofChinashalltimelyforwardthisNoticetotherelevantfinancialinstitutionswithintheirownjurisdictions.Annex:ExecutivePlanfortheHorizontalNetworkingamongFinanceDepartments,TaxationAuthorities,theTreasuryandCommercialBanksfortheElectronicPaymentofTaxRevenuestotheTreasuryMinistryofFinanceStateAdministrationofTaxationPeople’sBankofChinaJune6,2007Annex:ExecutivePlanfortheHorizontalNetworkingamongFinanceDepartments,TaxationAuthorities,theTreasuryandCommercialBanksfortheElectronicPaymentofTaxRevenuestotheTreasuryInordertostrengthenthepublicservicecapacityofgovernmentdepartments,regulatetheadministrationoftheelectronicpaymentoftaxrevenuestothetreasury,enhancethespeedofturningovertaxrevenuestothetreasury,establishandimproveaninformationsharingmechanismamongfinancedepartments,taxationauthorities(includingstatetaxationbureausandlocaltaxationbureaus,similarlyhereinafter)andthetreasuryofthePeople’sBankofChina(hereinafterreferredtoasthetreasury),thisExecutivePlanisenacted.I.NecessityforImplementingtheHorizontalNetworkingamongFinanceDepartments,TaxationAuthorities,theTreasuryandCommercialBanksfortheElectronicPaymentofTaxRevenuestotheTreasuryThe“horizontalnetworkingamongfinancedepartments
