筑龙网南京林业大学研究生硕士学位论文论文题目:中国监理企业发展模式研究作者:蔡雷波专业:森林工程研究方向:工程管理指导教师:杨平教授二○○五年四月分类号F271学位代码308密集:GK学校代码10298学号020073筑龙网年的发展,虽然取得了明显的社会、经济效益,但其自身也存在许多问题,监理业务范围单一,监理方式落后等严重制约着工程监理企业的发展。特别是在我国加入WTO新形势下,以我国目前监理企业的现状,监理企业将难以面对国外工程咨询公司的竞争。基于上述现象,本文从企业发展模式角度,探讨了我国监理企业的发展方向问题,可为我国建设监理企业改革发展提供参考。本论文研究的内容主要包括以下几个方面:(1)阐述了我国工程监理与国外工程咨询在概念上的区别,深入研究了我国建设监理企业现阶段的发展状况,并运用管理学原理分析了我国监理企业的竞争力状况。同时详细分析了我国在加入WTO特定的历史背景条件下给监理企业带来的机遇与挑战。(2)从企业发展的内外部环境因素角度综合分析了影响我国建设监理发展存在的主要问题,指出法律法规不完善、工程监理市场发育不成熟、监理取费标准低、人员素质低下、业主行为不规范、管理水平落后等导致工程监理发展落后于我国建筑业整体经济发展,并严重制约着工程监理企业的发展。(3)对国内、外工程监理企业发展存在模式进行了综合分析,提出了PM/PMC项目管理型公司和专业化型监理公司是当前适合我国国情的工程监理企业的发展模式。应从过程性和阶段性两个方面来解决我国监理企业模式发展的层次问题。(4)分别论述了我国监理企业向PM/PMC项目管理公司和专业化型监理企业两个方向发展,这是本文的核心部分。研究了PM/PMC项目管理型公司的组织结构,指出我国监理企业向项目管理型企业转变所具备的优势,并提出申请新的业务资质、行业内企业重组和企业之间战略联盟是监理企业向PM/PMC项目管理型公司转变的三种主要方式。根据监理企业向PM/PMC项目管理公司方向转变,从宏观上提出了国家应建立与之相配套的措施,完善法律法规框架体系和建筑市场监管体系,完善市场准入和严格清出制度,建立项目管理人才培养体系,加强工程咨询行业协会建设,通过研究项目管理合同与监理合同的区别,解决项目管理合同模板,对国内外咨询行业取费模式进行研究,解决我国项目管理公司的取费问题:中标价加酬金和固定总价合同;从微观上指出了我国监理企业自身应建立健全企业内部职能结构和创立企业人才激励机制。(5)监理企业向专业化型企业转变,主要论述了监理企业在向其转变过程中的发展定位问题,并运用企业管理原理对其制定了差别化策略、重点集中策略和企业联盟策略。关键词:监理企业、发展模式、PM/PMC、项目管理公司、专业化监理ResearchonsupervisionenterprisedevelopingpatternofChina筑龙网’restillalotofproblems.Solidbusinessrangeandpoormeansofsupervisionarebadlyrestrainingthedevelopmentofengineeringsupervisionenterprises.EspeciallyunderthenewsituationofChina’sjoiningWTO,inconsiderationofcurrentsituationofsupervisionenterprises,it’sveryhardforChinesesupervisionenterprisestocompetewiththeconsultantfirmsoftheforeignproject.Becauseofabove-mentionedphenomena,thistextwillprobeintothedevelopingdirectionquestionofengineeringsupervisionenterprisesinourcountryintermsofenterprisedevelopmentmodel,andofferreferenceforthereformanddevelopmentofconstructionsupervisionenterprisesinourcountry.Themaincontentthisthesisincludesareasthefollowingseveralrespects:(1)Itexplainstheconceptdifferencesbetweenprojectsupervisionofourcountryandforeignprojectconsultant,studiesdeeplythecurrentdevelopmentsituationofourcountryinbuildingsupervisionenterprises.Underthemanagementprinciplesitanalyzesthecompetitivenessofthesupervisionenterprisesinourcountry,andindetailanalyzestheopportunitiesandchallengesthatChina’sjoiningWTOwillbringtothesupervisionenterprises.(2)Itanalyzessyntheticallyintermsofinternalandexternalenvironmentalfactorofenterprisedevelopmentthatthemainproblemswhichinfluenceourcountryindevelopingconstructionsupervisionenterprises,pointingoutthatincompletelawsandregulations,un-matureprojectsupervisionmarket,andlowchargestandardofsupervisionandlowpersonnelquality,un-criterionofowneractionetc.leadtothatthedevelopmentofprojectsupervisionlagbehindthewholeeconomicdevelopmentofconstructioninourcountry,andrestrainthedevelopmentofengineeringsupervisionenterprisesbadly.(3)ItcomprehensivelyanalyzestheexistinganddevelopingmodelsofChineseandforeignprojectsupervisionenterprises,andpointsoutthatPM/PMCprojectmanagementfirmsandspecializedsupervisionenterprisesarethemodelsthatfitthecurrentsituationofourcountryandcanhelpdevelopChineseprojectsupervisionenterprises.ThelevelproblemsexistinginthedevelopingmodelsofChineseprojectsupervisionenterprisesshouldbesolvedonbothprocessandphase.筑龙网(4)Itrespectivelyexpoundsprojectsupervisionenterprisesinourcountryaredevelopingintwodirections---PM/PMCprojectmanagementfirmsandspecializationsupervisionenterprises.Thisisthekeypartofthistext.ItstudiesframeworkofPM/PMCprojectmanagementfirms,andpointsoutadvantageofthesupervisionenterprisestransformingintoPM/PMCprojectmanagementfirmsandthatapplyingfornewoperationaptitudeenterpriseregroupingstratagemallianceinenterprisearethreemainlymannersofsupervisionenterprisestransformingintoPM/PMCprojectmanagementfirms.TransformingintoPM/PMCprojectmanagementfirms,supervisionenterpriseshavearousedthatthecountryshoulddosomethingcorrespondingly---perfectinglawsandregulations,buildingupasupervisionandmanagementsystemforconstructionmarket,perfectingmarketaccessandclearingoutsystem,settingupprojectmanagementandpersonneleducationsystem,strengtheningconstructionofprojectconsultantassociation.Throughstudyingdifferenceofthecontractofprojectmanagementandsupervision,itmakesoutprojectmanagementcontracttemplate.Studyingallkindsofchargingpattern,itmakesoutchargingpattern.Itpointsoutfrommicrocosmicthatthesupervisionenterprisesthemselvesshouldsetupandcompletethefunctionstructureinsideandcreatetalent'sincentivemechanism.(5)Thesupervisionenterprisestransformingintospecializationonesmainlyexpoundstheorientationproblemoftheenterprisesduringitstransformation.Anditundertheenterprisesmanagementprinciplesbuildsoutthedifferencestrategy,centralizationstrategy,andenterpriseassociationstrategy.Keyword:supervisionenterprise,developmentmodel,PM/PMC,projectmanagementfirm,specializationmanagement筑龙网引言..
