资兴市综合治税平台的设计与实现申请上海交通大学工程硕士学位论文资兴市综合治税平台的设计与实现学校代码:10248作者姓名:曹凯学号:1110379154第一导师:唐新怀第二导师:郑明才学科专业:软件工程答辩日期:2015年1月5日上海交通大学软件学院2015年1月资兴市综合治税平台的设计与实现ADissertationSubmittedtoShanghaiJiaoTongUniversityforMasterDegreeofEngineeringTHEDESIGNANDIMPLEMENTATIONOFCOMPREHENSIVETAXADMINISTRATIONPLATFORMFORZIXINGUniversityCode:10248Author:CaoKaiStudentID:1110379154Mentor1:TangXinhuaiMentor2:ZhengMingcaiField:SoftwareEngineeringDateofOralDefense:January5,2015SchoolofSoftwareShanghaiJiaotongUniversityJan,2015资兴市综合治税平台的设计与实现I资兴市综合治税平台的设计与实现摘要近年来,随着计算机技术的蓬勃发展与网络应用的迅速普及,信息化技术已在政府各单位、各部门中得到了广泛应用。在信息化税收征管过程中,税务部门对纳税人的管理必须协同社会力量共同治理,这要求税务部门能准确、全面、及时地掌握外部单位、部门的有效涉税信息。目前,资兴市政府没有一个综合性的信息化平台作为支撑,各单位、各部门之间的信息交流渠道不通畅,“信息孤岛”问题十分严重,传递数据的准确性、规范性与及时性无法满足信息化税收征管的基本要求,丰富涉税信息难以被利用,这不仅给税收征管造成了严重的漏洞,还影响了财税收支缴拨的监控、分析和预测。为了解决这一问题,改善社会治税信息化环境,资兴市政府决定搭建资兴市综合治税平台。本文针对社会治税的特点,讨论了资兴市综合治税平台的开发背景和研究意义,结合实际业务对平台进行了需求分析,在JavaEE架构,SSH框架下,设计并实现了资兴市综合治税平台,同时进行了详细的系统测试。该平台为资兴市实施综合治税提供了完整的解决方案。首先,对资兴市综合治税平台的核心业务活动、功能需求以及非功能需求进行了详细分析。采用UML为需求分析进行建模,利用用例图进行描述。其次,在需求分析的基础上,对平台的整体架构、网络架构、各功能模块以及数据库进行了详细的设计,采用关系类图表示平台的静态结构,采用时序状态图表示平台的动态结构。采用SSH架构,使用Struts2、Spring和Hibernate技术,重点研究并实现了资兴市综合治税平台的涉税数据模块下的数据集中、税源监控、数据比对与税收分析这四项功能。特别是,设计并实现了针对企业用电(水)量分析的税收分析模型,能对企业申报数据是否正常进行判断。最后,通过功能性测试和性能测试充分验证了综合治税平台的有效性与可靠性。系统与税收业务联系紧密,达到了预期要求。本文设计与实现的资兴市综合治税平台较好地满足了综合治税的业务需要,达到增加税收收入,堵塞征管漏洞,有效监控税源,规避税收征管风险,强化税收征管手段的目的,为领导决策提供准确的数据支持,实现税征管方式的信息化转变。关键词综合治理,涉税数据,SSH框架,数据比对资兴市综合治税平台的设计与实现IITHEDESIGNANDIMPLEMENTATIONOFCOMPREHENSIVETAXADMINISTRATIONPLATFORMFORZIXINGABSTRACTInrecentyears,withtherapiddevelopmentofcomputertechnologyandthewidespreadofnetworkapplications,informationtechnologyhasbeenwidelyusedinvariousgovernmentalagenciesanddepartments.Intheprocessofinformation-basedtaxcollectionandmanagement,thetaxdepartment’smanagementofthetaxpayersmustworktogetherwithsocialforcesforjointcontrol,whichrequiresthatthetaxdepartmentshouldaccurately,comprehensivelyandopportunelygraspeffectivetax-relatedinformationofexternalagenciesanddepartments.Currently,themunicipalgovernmentofZixingcitydoesn’thaveanintegratedinformationplatformasthesupport,resultinginobstructedchannelsforinformationexchangebetweeneachagencyanddepartment.Therefore,theproblemof“informationisolatedislands”issoseriousthattheaccuracy,normalizationandtimelinessofdatatransferareunabletomeetthebasicrequirementsofinformation-basedtaxcollectionandmanagement.Thus,abundanttax-relatedinformationcouldnotbemadethebestuse,whichnotonlycausesseriousloopholestothecollectionandmanagementoftax,butalsoinfluencesthemonitoring,analysisandpredictionoftherevenue,expenditure,collectionandallocationofthefiscaltaxation.Tosolvethisproblemandimprovethesocialtaxationinformationenvironment,thegovernmentofZixingcitydecidestobuildanintegratedplatformtogovernitstaxationsystem.Inthelightofthecharacteristicsoftaxgovernance,thispaperdiscussesthedevelopmentbackgroundandresearchsignificanceoftheintegratedtaxgovernanceplatformforZixingcity.Demandanalysisoftheplatformisconductedincombinationwithrealcases.Moreover,undertheframeworksofJavaEEandSSH,theintegratedtaxgovernanceplatformforZixingcityisdesignedandbuilt.Anddetailedsystemtestsarecarriedouttothisplatformaswell.TheplatformhasprovidedacompletesolutionforZixingcitytoimplementitsintegratedtaxgovernance.资兴市综合治税平台的设计与实现IIIFirst,thecoreoperationalactivities,aswellasthefunctionalandnon-functionalrequirementsconcerningtheintegratedtaxgovernanceplatformofZixingcitywereanalyzedindetail.AndtheusecasediagramandtheUMLwereadoptedrespectivelyforthedescriptionandthemodelingforthedemandanalysis.Second,onthebasisofthedemandanalysis,theoverallarchitecture,thenetworkarchitecture,variousfunctionalmodulesandthedatabaseoftheplatformweredesignedindetail.Furthermore,therelationshipclassdiagramandthetime-statemethodwereusedtoshowthestaticandthedynamicstructuresoftheplatformrespectively.Third,SSHframework,Struts2,SpringandHibernateweretakentostudyandrealizethefourfunctionsincludingdataconcentration,monitoringofrevenuesources,datacomparisonandtaxationanalysisunderthetax-relateddatamoduleofZixingcity’sintegratedtaxgovernanceplatform.Inparticular,thetaxationanalysismodelonpower(water)consumptionofenterpriseswasdesignedandimplemented,whichcouldjudgewhetherthedatareportedwerenormalornot.Andlastbutnotleast,throughfunctionalandnon-functionaltests,theeffectivenessandreliabilityoftheintegratedtaxgovernanceplatformwerefullyverified.Characterizedbyhighrunningvelocity,highdegreeofparallelism,etc.,theplatformcouldachievethedesiredrequirements.TheintegratedtaxgovernanceplatformdesignedandimplementedforZixingcityinthispapercouldwellmeettherequirementsoftheoperationalactivitiesconcerninggoverningthetaxcomprehensivelyandachievethepurposesofincreasingtaxrevenues,blockingthecollectionandmanagementloopholes,effectivelymonitoringthesourcesofrevenue,avoidingtheriskoftaxcollectionandmanagementandstrengtheningthetaxcollectionandmanagementtools,soastoprovideaccuratedatatosupportleaders’decision-making,whichwillrealizetheinformation-basedtransformationofthetaxationc
