Educationinchinaisfacingagreatchanllenge.Comparedwiththeadvancededucationsystem,theproblemofchineseeducationisobvious.Nowdevelopingtheeducationsystemforablitytrainingshouldbethemostimportantafteraseriesofsocialproblemsresultedfromtheunlogicaleducationmethodsandover-pursuitforstudents'highscore.First,oureducationconceptfocusontheresultbutnottheprocedureoflearning;Weallstudyforscoresfromprimaryschooltocollege.Second,diplomaistheonlymeasurementofourablity;wecan'tobtainagoodjobwithoutarich-enoughdiploma,saynothingofpromotion.Undersuchpressure,wearebusywiththepostgraduateexamination,studyingabroadtobecomeawhitecollarthushavelittletimeorenergytoconsiderthethingsirrelativetous,saynothingofthebenefitofourcountry.So,regardingtosuchresultsofchineseeducation,thereformofeducationshouldfocusontwobasicaspects.First,payattentiontotheeducationprocedures.Thecountryshouldrefreshtheviewofthetraditionalvaluesofhumanresources,weshouldabandonthethoughtofscorebeingthemostimportant.Theschoolshouldfocusontheprocedureofstudyandtrytoimprovetheintegratedablityofstudents.Secod,improvethecapalityoftheteachers.Agoodteachershouldtreatthestudentskindlyandgivethemadvicesinvariousfieldsforateacherisduetonotonlyenhancetheimaginationandcreativityofthestudents,butalsotellthemtherightwayoflivingandtreatingtheworld.Insummary,weshouldstraightlyfacetheproblemsoccuredinthepastyears,andlearnalessonfromthemtospeedupthedevelopmentofeducationinChina.ASurveyoftheDevelopmentofBasicEducationBasiceducationinChinaincludespre-schooleducation,primaryeducationandregularsecondaryeducation.BeforethefoundationofthePeople'sRepublicofChinain1949,basiceducationinChinawasextremelybackward.In1946,thepeakyearofeducationaldevelopment,thecountryhadonly1,300kindergartens,289,000primaryschoolsand4,266secondaryschools.After1949,thecentralandlocalgovernmentsattachedgreatimportancetobasiceducationandbegantoinputalotoffinancial,humanandmaterialresourcesineducation.Withtheadoptionofthepolicyofreformandopeningtotheoutsideworldin1978,basiceducationenteredaneweraofprogress.In1985,theCentralCommitteeoftheChineseCommunistPartyissuedtheDecisionontheReformoftheeducationalStructure,layingdowntheprinciplethatlocalgovernmentsshouldberesponsibleforbasiceducation.Thenewpolicywasanincentiveforlocalgovernments,especiallythoseofthecountiesandtownships.In1986,theNationalPeople'sCongresspromulgatedtheCommpulsoryEducationLawofthePeople'sRepublicofChina,thusplacingbasiceducationinthecountryonafirmlegalbasis.In1993theCPCCentralCommitteeandtheStateCounciljointlyissuedtheGuidelinesfortheReformandDevelopmentofEducationinChina,clarifyingthedirectionsandbasicpoliciesforthedevelopmentofbasiceducationtilltheearlyyearsofthe21stcentury.Inearly1999,theStateCouncilratifiedtheActionPlanforEducationalVitalizationFacingthe21stCenturyformulatedbytheMinistryofEducation(MoE),layingdowntheimplementationofthestrategyofInvigorateChinathroughScience,TechnologyandEducationanddrawingtheblueprintofreformanddevelopmentforthecrosscenturyeducationbasedontheEducationLawofthePeople'srepublicofChinaandtheGuidelinesfortheReformandDevelopmentofEducationinChina.INJune1999,theCPCCentralCommitteeandtheStateCounciljointlypromulgatedtheDecisionontheDeepeningofEducationalReformandtheFullPromotionofQualityEducation,clarifyingthedirectionfortheestablishmentofavitalsocialisticeducationwithChinesecharacteristicsinthe21stcentury.Duringthepast50yearssincethefoundingofthePeople'sRepublicofChina,basiceducationinChinahasgainedtremendousachievements.Bytheendof1998,Chinahad181,400kindergartenswithatotalenrollmentof24,030,300pupils,609,626primaryschoolswithatotalenrollmentof139,538,000students,63,940regularjuniorsecondaryschoolswithatotalenrollmentof53,630,300students,13,900regularseniorsecondaryschoolswithatotalenrollmentof9,380,000studentsand1535specialschoolswithatotalenrollmentof358,400students,amongwhom225,500studentsjointhespecialeducationclassorotherregularclassintheregularsecondaryschools.22222Thecentralgovernmentexercisesmacroguidanceoverbasiceducation,leavingitsactualdailymanagementtolocalgovernmentsatvariouslevelswithappropriatedivisionoflabor.TheMOEisresponsibleforformulatinglawsandregulations,policiesandoverallplanning,andthebasicelementsoftheeducationsystem;forestablishingspecialfundsforteachertraining,andeducationinpoorandminorityareas,andforgeneralsupervisionandguidanceoftheworkofthelocaleducationaladministrativedepartments.Theresponsibilitiesofprovincial-levelgovernmentsaretoimplementbasiceducationinareasundertheirjurisdiction,includingthedesignofdevelopmentplansandteachingplansforlocalprimaryandsecondaryschools;theorganizationofevaluationandacceptanceofaccomplishmentofcompulsoryeducation;theestablishmentofeducationalspecialfundstohelppoorandminorityareasandtheprovisionofsubsidiestocountieswithinadequateeducationalexpenditure.County-levelgovernmentsbearthemainresponsibilitiesforimplementingcompulsoryeducation,includingtheoverallmanagementofeducationalfinance,thedeploymentandmanagementofschoolprincipalsandteachers,andtheprovisionof
