VALUEMETHODOLOGYSTANDARDMay,1997RevisedMay,1998RevisedOctober,1998SAVEInternationalgratefullyacknowledgesJohnW.Bryant,CVS,FSAVE,andthePaulRevereChapterfortheircontributionstothedevelopmentofthisStandard.TableofContentsPageNo.FOREWORD1VALUEMETHODOLOGYAPPLICABILITY1VALUESTUDYTEAM2THEVALUEMETHODOLOGYJOBPLAN3PRE-STUDY4VALUESTUDY5POST-STUDY8VALUEPROFESSIONALPROFILE9CERTIFIEDVALUESPECIALIST10BODYOFKNOWLEDGE10TYPICALDUTIESOFAVALUEPROGRAMUNIT13GLOSSARY14APPENDIX171VALUEMETHODOLOGYSTANDARDFOREWORDSince1947themethods,technologyandapplicationoftheValueMethodology(VM)hasgreatlyincreasedandexpanded.VMincludestheprocessesknownasValueAnalysis,ValueEngineering,andValueManagement.ItissometimesalsoreferredtoasValueControl,ValueImprovementorValueAssurance.ThisStandarddefinescommonterminology,offersastandardizedJobPlan-whileallowingthegreatdiversityofindividualpracticesthathavebeensuccessfullydeveloped-andisofferedtoreduceconfusiontothosebeingintroducedtoVM.TheStandardincludestheapprovedJobPlan,theBodyofKnowledgeasdevelopedbytheSAVEInternationalprofessionalCertificationBoard,typicalprofilesoftheValueSpecialistandValueManager,dutiesofaValueOrganization,aglossary,andanappendixofreferences.VALUEMETHODOLOGYAPPLICABILITYA.TheValueMethodologycanbeappliedwherevercostand/orperformanceimprovementisdesired.Thatimprovementcanbemeasuredintermsofmonetaryaspectsand/orothercriticalfactorssuchasproductivity,quality,time,energy,environmentalimpact,anddurability.VMcanbeneficiallybeappliedtovirtuallyallareasofhumanendeavorB.TheValueMethodologyisapplicabletohardware,buildingorotherconstructionprojects,andto“soft”areassuchasmanufacturingandconstructionprocesses,healthcareandenvironmentservices,programming,managementsystemsandorganizationstructure.Thepre-studyeffortsforthese“soft”typesofprojectsutilizesstandardindustrialengineeringtechniquessuchasflowcharting,yieldanalysis,andvalueaddedtaskanalysistogatheressentialdata.C.Forcivil,commercialandmilitaryengineeringworkssuchasbuildings,highways,factoryconstruction,andwater/sewagetreatmentplants,whichtendtobeonetimeapplications,VMisappliedonaprojecttoprojectbasis.Sincetheseareone-timecapitalprojects,VMmustbeappliedasearlyinthedesigncycleasfeasibletoachievemaximumbenefits.Changesorredirectionofdesigncanbeaccomplishedwithoutextensiveredesign,largeimplementationcost,andscheduleimpacts.Typicallyforlargeconstructionprojects,specificvaluestudiesareconductedduringtheschematicstageandthenagainatthedesigndevelopment(upto45%)stage.Additionalvaluestudiesmaybeconductedduringtheconstructionorbuildphase.D.Forlargeoruniqueproductsandsystemssuchasmilitaryelectronicsorspeciallydesignedcapitalequipment,VMisappliedduringthedesigncycletoassuremeetingofgoalsandobjectives.Typicallyaformalizedvaluestudyisperformedafterpreliminarydesignapprovalbutbeforereleasetothebuild/manufacturecycle.VMmayalsobeappliedduringthebuild/manufacturecycletoassurethatthelatestmaterialsandtechnologyareutilized.E.VMcanalsobeappliedduringplanningstages,andforproject/programmanagementcontrolbydevelopingfunctionmodelswithassignedcostandperformanceparameters.Ifspecificfunctionsshowtrendstowardbeyondcontrollimits,valuestudiesareperformedtoassurethefunction’sperformanceremainswithinthecontrollimits.2VALUESTUDYTEAMAkeytothesuccessfulapplicationofavaluestudyistheskillsandexperienceofthoseapplyingthemethodology.Whilethemethodologycan,andoftenis,usedbyindividuals,forsignificantprojectsithasbeenproventhatawellorganizedteamobtainsthebestvalueforeffortperformed.TheTeamLeaderperformsakeyroleandisasignificantfactorinthedegreeofsuccess.TheTeamLeadermusthavethoroughtraininginboththeValueMethodologyandteamfacilitation.Therequirementsincludestrongleadership,communicationskills,andexperienceworkingwithusers/clients.Thesizeandcompositionoftheteamisprojectdependent.Themembersshouldrepresentadiversebackgroundandexperiencethatincorporatesalltheknowledgerequiredtofullycovertheissuesandobjectivesoftheproject.Typicallytheseincludecost,estimating,procurement/materials,andthosetechnicaldisciplinesuniquetotheprojectsuchasdesign,manufacturing,construction,environmental,andmarketing.Itismostadvantageousfortheteamleader,orateammember,toimplementtheapprovedvalueproposalsatstudycompletion.Decisionsbasedprimarilyupononetechnicaldisciplinewilloftenhavesignificanteffectsonotherdisciplineswithintheproject.Inadditiontobeingtechnicallycompetent,teammemberselectionshouldincludeindividualswhorepresenttherangeofdisciplinesandendusersthestudyresultswillimpact.Theymustbeindividualswhogeneratepositiveattitudesandarewillingtoinvestigatenewideasandthenrationallyevaluatethem.3THEVALUEMETHODOLOGYJOBPLANTheValueMethodologyusesasystematicJobPlan(figure1).TheJobPlanoutlinesspecificstepstoeffectivelyanalyzeaproductorserviceinordertodevelopthemaximumnumberofalternativestoachievetheproduct’sorservice’srequiredfunctions.AdherencetotheJobPlanwillbetterassuremaximumbenefitswhileofferinggreaterflexibility.PRE-STUDYCollectUser/CustomerAttitudesCompleteDataFileDetermineEvaluationFactorsScopetheStudyBuildDataMod
