Q/GDW1902—2013ICS29.240备案号:CEC668-2012Q/GDW国家电网公司企业标准Q/GDW1914—2013继电保护及安全自动装置验收规范Acceptancespecificationforrelayprotectionandsecurityautomaticequipment2014-05-01发布2014-05-01实施国家电网公司发布Q/GDW1914—2013目次前言···································································································································································II1范围······························································································································································12规范性引用文件··········································································································································13术语和定义··················································································································································14一般规定······················································································································································25技术原则······················································································································································26验收管理······················································································································································47出厂验收······················································································································································48隐蔽工程验收··············································································································································59竣工验收······················································································································································5附录A(规范性附录)出厂验收内容及要求································································································6附录B(规范性附录)等电位接地网连接示意图························································································7附录C(规范性附录)竣工验收内容及要求································································································8编制说明··························································································································································21IQ/GDW1914—2013II前言为统一继电保护和安全自动装置及其二次回路验收标准,根据《2012年度国家电网公司技术标准修订计划》(国家电网科〔2012〕66号)要求,制定本标准。本标准的附录A、附录B、附录C为规范性附录。本标准由国家电网公司电力调度控制中心提出并解释。本标准由国家电网公司科技部归口。本标准主要起草单位:山西省电力公司本标准主要起草人:蔡伟伟、樊丽琴、闫江海、王小琪、宋述勇、慕国行、李社勇、牛云戈、车文妍、任希广本标准首次发布。Q/GDW1914—2013继电保护及安全自动装置验收规范1范围本标准规定了继电保护和安全自动装置及其二次回路(以下简称保护装置)验收的内容及要求。本标准适用于国家电网公司110kV及以上电压等级新建、改扩建工程保护装置的验收。110kV以下电压等级保护装置的验收可参照执行。本标准不适用于智能变电站、直流输电系统和串联补偿设备保护装置的验收。2规范性引用文件下列文件对于本标准的应用是必不可少的。凡是注日期的引用文件,仅注日期的版本适用于本文件。凡是不注日期的引用文件,其昀新版本(包括所有的修改单)适用于本文件。GB/T7261继电器及装置基本试验方法GB50168电气装置安装工程电缆线路施工及验收规范GB50171电气装置安装工程盘、柜及二次回路结线施工及验收规范GB/T14285继电保护和电网安全自动装置技术规程GB/T15149电力系统远方保护设备的性能及试验方法DL/T364光纤通道传输保护信息通用技术条件DL/T478继电保护和安全自动装置通用技术条件DL/T524继电保护专用电力线载波收发信机技术条件DL/T559220kV~750kV电网继电保护装置运行整定规程DL/T58435kV~110kV电网继电保护装置运行整定规程DL/T587微机继电保护装置运行管理规程DL/T995继电保护和电网安全自动装置检验规程Q/GDW161线路保护及辅助装置标准化设计规范Q/GDW175变压器、高压并联电抗器和母线保护及辅助装置标准化设计规范3术语和定义下列术语和定义适用于本文件。3.1竣工验收completionacceptance竣工验收,指工程项目按批准的文件、设计图纸、国家及行业主管部门颁布的有关电力工程的现行法规、规程、标准及反事故措施要求以及在建设过程中经过批准的设计变更等内容施工完成,并调试合格以后,由有关部门组织进行的综合评价和鉴定工作。3.2隐蔽工程concealedwork隐蔽工程,指某一工序的结果被下一工序所覆盖,在随后的检验中不易查看其质量、工程量的工程。3.3随工验收acceptancefollowingconstruction随工验收,指保护装置在安装过程中,验收单位随施工调试同步进行的验收。1Q/GDW1914—20133.4自查验收self-examinationandacceptance自查验收,指施工单位在其质检部门组织和监督下,按照质量管理体系进行的质量检查。4一般规定4.1保护装置验收工作应分阶段组织实施,按工程进展阶段一般分为出厂验收、隐蔽工程验收、自查验收和竣工验收。竣工验收应在施工单位自查验收合格后进行。4.2国家行政或行业主管部门根据现行相关法规组织的其他方式的验收,不宜替代竣工验收。4.3保护装置不经验收或验收不合格不能投入电网运行。4.4竣工验收采用查阅资料、调试报告(或现场试验记录)和现场检验的方式进行;一般情况下不宜采用随工验收方式。4.5保护装置调试所使用的仪器、仪表必须经检验合格,并满足GB/T7261中的规定。定值检验所使用的仪器、仪表的准确级应不低于0.5级。调试报告应记录试验中所用仪器、仪表的型号、编号。4.6保护装置调试报告应有明确的结论,有调试人员、调试负责人、审核人员的签名,并加盖调试单位公章。4.7验收时,应制定合理的验收工期,不应为赶工期而减少验收项目,缩短验收时间,降低验收质量。4.8与保护装置功能相关的其它设备技术指标应满足继电保护专业的规定和要求。4.9工程分期进行时,每期工程均应对公用保护装置进行验收。4.10发电企业或用户变电站接入国家电网系统,应按本标准对其相关保护装置进行验收。4.11验收时,可根据现场实际需要、设计图纸、装置技术说明书及有关规程、规定增加验收项目。4.12本标准未涉及的保护装置,可根据现场实际需要、设计图纸、装置技术说明书,参照本标准及有关规程进行验收。5技术原则5.1保护装置验收时,应依据下列文件:a)国家及行业主管部门颁布的有关电力工程现行法规、规程、标准;b)工程项目批复文件、订货合同、技术协议、设计图纸;c)本标准和反事故措施等;d)装置技术说明书等。5.2保护装置验收项目根据验收内容的不同,保护装置验收项目可分成以下8类:a)资料验收,包括保护装置和相关一次设备的技术资料、调试报告等;b)备品、备件验收c)安装、施工工艺验收;d)装置硬件、元器件指标验收;e)保护装置配置验收;f)电流、电压互感器验收;g)二次回路验收;h)单体功能(含技术性能)验收和系统功能验收。5.3出厂验收非标准的继电保护及安全自动装置、分布式稳定控制装置应进行出厂验收;220kV及以上继电保护及安全自动装置宜进行出厂验收;110kV及以下电压等级的继电保护及安全自动装置根据具体情况确定是否出厂验收。2Q/GDW1914—20135.3.1非标准的继电保护及安全自动装置应重点验收技术协议、设计联络会纪要中的主要项目和逻辑功能。5.3.2分布式稳定控制装置应采用主站、分站装置联调方式对其控制策略进行验收。5.3.3装置使用的芯片、电容器和其他元器件应达到工业级及以上水平。5.3.4装置的型号、规格、配置、软件版本号、校验码和程序生成时间等满足使用要求。5.3.5装置的准确度应满足DL/T478技术条件要求。5.3.6装置应通过省部级及以上质检中心的动模试验和型式试验检测,相应的检测报告齐全。5.3.7装置标明的使用年限应满足昀新标准要求,逆变电源模件应单独标明使用年限。5.3.8应依据技术协议、设计联络会纪要和装置技术(使用)说明书对装置功能进行验证。5.4隐蔽工程验收保护装置隐蔽工程宜采用随工验收的方式进行,其中包括二次电缆埋管敷设、电缆头制作、等电位接地网安装、变压器和电抗器套管端子盒内接线等工程。5.5竣工验收保护装置竣工验收应重点检查装置主要功能、保护压板及二次回路接线正确性,并用模拟试验的方法验证保护装置之间、保护装置与断路器之间配合关系的正确性;软件版本核查宜通过查阅资料和现场检查方式进行。5.5.1应对保护装置主保护、本体保护等主
