对外经济贸易大学硕士学位论文对中创信测公司组织结构变革问题的研究姓名:王屹申请学位级别:硕士专业:企业管理指导教师:林汉川2003100120034200310-2-83001212341-3-23345-4-SUBJECTThestudyoftheorganizationtransformationofZhongChuangTelecomTestCo.,Ltd.KEYWORDSSmall-scaledcompanyorganizationtransformationinformationsystemMAJOREnterprisemanagementDIRECTIONHi-techsmall-scaledcompanySTUDENTWangYiSUPERVISORLinHanchuan,professorWRITINGPERIODApr.2003toOct.2003.WANGYIThestudyoftheorganizationtransformationofZhongChuangTelecomTestCo.-2-1.ObjectiveofthethesisTheboomingofsmall-scaledhi-techprivatecompanyisahighlightoftheeconomyinChinaaftertheimplementingoftheopeningandreformingpolicy.Meanwhile,managementproblemsarewidelyexitinginthesecompanies.Themostdistinctisthewronglydesignedorganizationstructure,whichhasseverelyaffectedtheorganizationefficiency.ItisofpracticalsignificancetostudyhowtheHi-Techprivatecompanycandesigntheirorganizationscientificallyandeffectivelyduringtheinitiatingperiodandthegrowingperiodaswell.Zhongchuangtelecomtestco.Ltd(usecompanyZtostandforthiscompanyinthefollowingsections)isahi-techprivatecompanyinBeijing,devotingitselfintheindustryoftelecommunicationnetworktestingequipment.Itsmajorcustomersarethosebigtelecomcompanies.8yearshaspassedsinceitssetup,itnowhasmorethan300employees,itsannualsalesarebeyond100million.Butcomparedtothefastgrowingspeed,thequalityofmanagementlagsbehindgreatly.Thenegativeeffectoftheunsuitableorganizationstructuredesignwhichwasoncecoveredbythehighgrowingspeedhasgraduallyemerged.Bystudyingthetransformationdesignoftheorganizationofthiscompany,thisthesistriestomakeanexplorationoforganizationstucturedesigninsmallhi-techprivatecompanies.2.Primaryviewpoints1)Smallcompanyshouldtransformitsorganizationstructuretimelytoadapttothechangingoftheinnerandouterenvironments.Fromtheinitialinformalityduringthestartingperiod,theorganizationofsmallscaledcompanykeepsfacingthetransformingrequirements.Theserequirementsderivesfromthechangingofenvironments,suchasthecompetingsituation,organizationscaleandproducts.Inordertokeepthehighefficiencyoftheorganization,itisobligedtotune,adjustortransformthestructuretimely.2)Anintegrativeconsiderationofstrategy,externalenvironments,technicsandproductionmanners,organizationscalesandlifecyclesisneededtobeginaorganizationtransformation.Organizationstructureisaffectedbyseveralweightedfactors,itshouldsatisfytherequirementsofthesefactorsandmakeabalanceamongthem.a.StrategiesThedifferentialandanalyticalstrategyofcompanyZrequiresanadaptableandflexibleorganizationstructure,thatis,beingelasticinthevertical,andwithintensivecommunicationsinthehorizontal.b.EnvironmentsCompanyZisconcentratedinthefieldoftelecommunicationtest.Fastgrowingandblazingcompetitionbringuncertaintytothetelecommunicationsindustryintermsofmarketingandtechnology.Thisdemandsthecompanytoenhancetheinterfacetoexternalenvironment,internalcollaborationandemphasizesthattheinternalprocessisorganic,notmechanistic.c.TechnicWANGYIThestudyoftheorganizationtransformationofZhongChuangTelecomTestCo.-3-AdvancedandcomplextechnicaswellasstronginterdependencewithintheR&Dfunctionrequiretheorganizationtoemphasizeoninformality,highlyscatteredauthorities,coordinationandcommunications,withhorizontalstructureacrossfunctionaldepartmentstoaccommodatetotheinterdependence.d.OrganizationscaleandlifecycleCompanyZisonthewayofstandardizing.Thecomplexityoftheexternalenvironmentwillnotgiveherthetimetofirstestablishnormalizedorganizationthenovercomethebureaucracycomingwiththenormalization.Flexibilityandquickresponseareneededfromnowon.TheabovefactorspointoutthedirectionoforganizationstructuredesignforcompanyZ.a.Thetargetofthedesignistoestablishastructureinwhichteamsareacrossdepartmentsinorderthathorizontalcommunicationsandcoordinationwithinthecompanywillbestrengthened.ThestructurecanmakethecompanyorganicandtheinternalfunctionsconcordanttoadapttotheexternalrapidchangingenvironmentandtheinternalinterdependentR&Dactivities.b.Thereshouldbethestructurewhichensuresthatthecompanyisproduct-oriented,ratherthanfunctional-oriented.Suchastructureemphasizestheviewpointfromthewholeproductandproductlifecyclecontrol.Itinternallyhelpsimprovecollaborationandresourceusagewhileexternallymeetscustomers’demands.c.Differentfunctionswillbedesignedbasedondifferentcriteriaandtenets,eitherflexibilityornormative.3)Considertheorganizationtransformfromtheviewofinformationflow,strengtheningthespreadofinformationandtheefficiencyoftheresourcecombinationbystructuraladjustmentsandplaning.Therunningoforganizationisacontinuousprocessofinformationprocessing.Themanneroftheinformationspreadingaffectstheefficiencyofinformationprocessingindifferentpartsoftheorganization.Somekindsofinformationtransfermodemayrestricttheabilitytoacquireusefulinformationintimeforsomepartsoftheorganization,orcausesomepartstoobtainmoreinformationthanneededtoperformtheirfunctions.Meanwhile,informationtransfermodeaffectstheinteractionandcoordinationamongdifferentpartsoftheorganization.Informatonjamsimpactontheefficiencyfortheorganizationtorunasawhole.IncompanyZ,bysettingupstru
