1Q/GDW11421—2015电能表外置断路器技术规范Technicalspecificationofexternalcircuit-breakerforelectricitymeters2016-01-05发布2016-01-05实施国家电网公司发布ICS29.240Q/GDW国家电网公司企业标准Q/GDW11421—2015I目次前言··································································································································································Ⅱ1范围······························································································································································12规范性引用文件··········································································································································13术语与定义··················································································································································14分类、控制方式及特性要求·······················································································································25型式结构······················································································································································46技术要求······················································································································································77试验方法····················································································································································108包装、运输、存储····································································································································13附录A(规范性附录)电能表外置断路器外形尺寸图············································································14附录B(资料性附录)控制及信号反馈线接线头型式············································································15附录C(规范性附录)电能表外置断路器试验项目················································································18编制说明··························································································································································19Q/GDW11421—2015II前言为了进一步提高用电信息采集系统费控可靠性,加强电能表外置断路器的质量管控,确保电力系统安全稳定运行,特编制本标准。本标准由国家电网公司营销部提出并解释。本标准由国家电网公司科技部归口。本标准起草单位:中国电力科学研究院、国网江苏省电力公司、国网重庆市电力公司、国网湖北省电力公司、国网冀北电力公司、国网天津市电力公司、国网河北省电力公司、国网北京市电力公司、南瑞集团。本标准主要起草人:张蓬鹤、翟峰、杜蜀薇、杜新纲、徐英辉、葛得辉、刘鹰、曹永峰、薛阳、陈盛、成达、石二微、纪峰、侯兴哲、杨芾黎、唐登平、刘建华、袁瑞铭、张卫欣、任鹏、吴晓林、徐和平、付义伦、许佳佳。本标准首次发布。本标准在执行过程中的意见或建议反馈至国家电网公司科技部。Q/GDW11421—20151电能表外置断路器技术规范1范围本标准规定了国家电网公司选用的电能表外置断路器分类、控制方法及特性要求、型式结构、技术要求、试验方法和包装、运输、存储。本标准适用于国家电网公司选用的电能表外置断路器(以下简称断路器)的验收、检测及全性能试验。2规范性引用文件下列文件对于本文件的引用是必不可少的。凡是注日期的引用文件,仅注日期的版本适用于本文件。凡是不注日期的引用文件,其最新版本(包括所有的修改单)适用于本文件。GB/T1804—2000一般公差未注公差的线性和角度尺寸的公差GB10963.1—2005电气附件家用及类似场所用过电流保护断路器第1部分:用于交流的断路器GB/T17626.2—2006电磁兼容试验和测量技术静电放电抗扰度试验GB/T17626.4—2008电磁兼容试验和测量技术电快速瞬变脉冲群抗扰度试验GB/T17626.5—2006电磁兼容试验和测量技术浪涌(冲击)抗扰度试验GB/T19334—2003低压开关设备和控制设备的尺寸在成套开关设备和控制设备中作电器机械支承的标准安装轨GB/T20645—2006特殊环境条件高原用低压电器技术要求GB/T21706—2008模数化终端组合电器GB/T26572—2011电子电气产品中限用物质的限量要求Q/GDW1364—2013单相智能电能表技术规范Q/GDW11008—2013低压计量箱技术规范IEC62055—2005电能计量-付费系统-第31部分:静止式付费电能表(1和2级)(electricitymetering–paymentsystems–part31:particularrequirements-staticpaymentmetersforactiveenergy(classes1and2))3术语与定义GB10963.1—2005界定的以及下列术语和定义适用于本文件。3.1断路器circuit-breaker能够闭合、承载和分断正常电路条件下的电流,而且在规定的异常电路条件下,诸如短路电流,也能闭合、承载一定时间和自动分断电流的开关装置。3.2自动分、合闸automaticopeningandclosing通过主站或其它系统发出控制信号对断路器进行分、合闸操作的一种自动控制方式。3.3自动合闸时间remoteautomaticclosingtime从收到控制命令到断路器完成合闸过程所需要的时间。Q/GDW11421—201523.4手动控制方式manualcontrolmode合闸和分闸过程均通过手动完成的方式。3.5半自动控制方式remotesemiautomaticcontrolmode合闸过程由手动完成,分闸过程通过远程控制由断路器自动完成的方式。3.6全自动控制方式remoteautomaticcontrolmode合闸和分闸过程均通过远程控制由断路器自动完成的方式。3.7内轴传动方式innershaftdrivemode靠断路器内部一体化轴线实现各极联动的传动方式。3.8上电延时power-updelay断电后,系统重新上电,断路器不响应控制信号保持初始状态的时间。4分类、控制方式及特性要求4.1分类4.1.1按极数分断路器按级数分为:a)1P+N:带一个保护极的二极断路器;b)2P:带两个保护极的二极断路器;c)3P:带三个保护极的三极断路器;d)3P+N:带三个保护极的四极断路器;e)4P:带四个保护极的四极断路器。注:不是保护极的是“开闭中性极”。4.1.2按安装方式分按照断路器的安装方式分为:a)平面安装式;b)嵌入式安装;c)面板式,也称为配电板式安装。注:这些安装方式均可安装在安装轨上。4.1.3按控制方式分按照断路器的控制方式分为:a)手动控制方式:手动合闸、手动分闸的控制方式;b)半自动控制方式:自动分闸,手动合闸的控制方式;c)全自动控制方式:自动分闸,自动合闸的控制方式;d)半自动和全自动选择控制方式:设置有半自动、全自动模式选择开关,当选择半自动模式时功能与半自动控制方式相同,当选择全自动模式时功能与全自动控制方式相同。4.1.4按固定体系的接线方式分按照断路器的固定体系接线方式分为:a)电气连接与机械安装无关的断路器;b)电气连接与机械安装有关的断路器。Q/GDW11421—20153示例:插入式、螺栓式、螺旋式。4.2特性要求4.2.1控制信号控制信号为AC220V电平。4.2.2瞬时脱扣电流C型。4.2.3额定电压(Ue)额定电压优选值见表1。表1额定电压优选值断路器断路器的供电电路在230V、230/400V、400V系统使用的断路器的额定电压V在240V系统使用的断路器的额定电压(V)单相(相线对中性线或相线对相线)230—三相四线230—单极单相(相线对中性线)或三相,使用三个单极断路器(三线或四线)230/400—单相(相线对中性线或相线对相线)230—单相(相线对相线)400240单相(相线对相线,三线)—240二极三相(四线)230—三极三相(三线或四线)400240四极三相(四线)400—注1:凡涉及到230V和400V的地方,可分别理解为220V或240V、380V或415V。注2:凡涉及到240V的地方,可理解为200V。4.2.4额定绝缘电压(Ui)不应低于500V。4.2.5额定冲击耐受电压(Uimp)不应低于6kV。4.2.6额定电流(In)额定电流优选值:40A、63A、80A、100A、125A。4.2.7额定频率(Fn)额定频率标准值为50Hz或60Hz。4.2.8额定短路能力(Icn)不低于6000A。4.2.9自动合闸时间(tc)tc≤3s。4.2.10上电延时(td)4s≤td。4.2.11额定控制电平电压(Uc)AC220V。Q/GDW11421—201544.2.12控制电平电流(Ic)Ic≤1mA。4.2.13相线泄漏电流(IL)控制单元合闸后,每相线消耗的稳态电流应小于0.2mA。4.2.14功耗断路器每极最大功耗应满足表2的要求。表2每极最大功耗额定电流范围InA每极最大功耗W10<In≤16316<In≤25425<In≤32532<In≤406.540<In≤50850<In≤6311.563<In≤10013.5100<In≤125184.2.15污染等级适用于污染等级为2的环境。5型式结构5.1尺寸和接线方式应按照GB/T
