1G20MinisterialStatementonTradeandDigitalEconomy1.We,theG20TradeMinistersandDigitalEconomyMinisters,meton8and9June2019inTsukubaCity,IbarakiPrefecture,Japan,underthechairmanshipofH.E.Mr.HiroshigeSeko,MinisterofEconomy,TradeandIndustry,H.E.Mr.MasatoshiIshida,MinisterforInternalAffairsandCommunications,andH.E.Mr.TaroKono,MinisterforForeignAffairs,oftheGovernmentofJapan,tofurtherstrengthenG20tradeanddigitaleconomicpolicycooperation.2.TheG20MinisterialMeetingonTradeandDigitalEconomygatheredallG20membersaswellasguestsfromChileas2019APEChosteconomy,EgyptonbehalfofAU,Estonia(forDigitalEconomy),Netherlands,Nigeria(forTrade),SenegalonbehalfofNEPAD,Singapore,Spain,andVietNam.InternationalOrganizations1alsoparticipatedintheMeeting.3.Wediscussedtheneedtodomoretoachieveourcommonobjectivesforglobalgrowth.Internationaltradeandinvestmentshouldcontinuetobeimportantenginesofgrowth,productivity,innovation,jobcreationanddevelopment.4.Innovativedigitaltechnologiescontinuetobringimmenseeconomicopportunities.Atthesametime,theycontinuetocreatechallenges.5.ThisMeeting,whichgatheredbothTradeMinistersandDigitalEconomyMinisterstogetherforthefirsttime,presentedanopportunitytodeepenourunderstandingoftheinterfacebetweentradeandthedigitaleconomy.6.Wediscussedhowwecanworktogethertowardtherealizationofasustainableandinnovativeglobalsociety,bymakingfulluseofdigitaltechnologies,togetherwithtradeandinvestment,andharnessingthebenefitsoftechnologicaltransformationandglobalization,takingintoconsiderationnationalneeds,prioritiesandcircumstances.I.DigitalEconomy1.Overview:Human-centeredFutureSociety7.We,G20MinistersfortheDigitalEconomydiscussedhowwecandesignandimplementourdigitalpoliciestomaximizebenefitsandminimizethechallengesfromthedevelopmentofthedigitaleconomy,andtoovercomechallengeswithspecialattentiontodevelopingcountriesandunderrepresentedpopulations.8.TheG20startedthepolicydiscussiononthedigitaleconomyundertheChinesePresidencyintheHangzhouSummitprocessin2016,inwhichG20membersengagedincomprehensivediscussionondigitaleconomy,innovationandnewindustrialrevolution.GermanyestablishedthefirstG20DigitalEconomyMinisterialMeetingandcreatedanoverallperspectiveondigitalpolicywiththeG20RoadmaponDigitalEconomyandtheMinisterialDeclaration.In2018,Argentinafocusedondigitalgovernment,thedigitalgenderdivide,infrastructuredeployment1InternationalOrganizations:APT(forDigitalEconomy),ERIA,IMF,ITC(forTrade),ITU(forDigitalEconomy),OECD,UNCTAD,WorldBank,andWTO.2andthemeasurementofthedigitaleconomy,inadditiontocreatingtheG20RepositoryofDigitalPolicies.TheDigitalEconomyMinistersissuedadeclaration,whichnotedthatitisessentialtocontinuetheworkonfurtherunderstandingofthemarketimpactofemergingtechnologiesandnewbusinessmodels,likeonlineplatformsandtheneedtoadvanceafair,predictable,transparent,competitiveandnon-discriminatorybusinessenvironment.9.Recallingthesediscussions,weexchangedviewsonhowtoachieveaninclusive,sustainable,safe,trustworthyandinnovativesocietythroughdigitalization.Wesharethenotionofahuman-centeredfuturesocietywhichisbeingpromotedasSociety5.0inJapan.Society5.0isavisionofhuman-centeredfuturesocietypromotedbytheJapanesegovernmenttoachieveanadvancedsociety,whichrealizeseconomicgrowthandsolvessocialchallenges,byadvancingtowardsSustainableDevelopmentGoals(SDGs)throughtheincreasingconvergenceofthephysicalworldandthevirtualworld.10.Digitalizationisexpectedtocontinuecreatingbenefitsforoureconomiesandsocietiesasawhole.Thebenefitsbroughtbyincreasedproductivitythroughtheuseofemergingtechnologiessuchasartificialintelligence(AI),fifth-generationmobiletelecommunicationtechnologies(5G),theInternetofThings(IoT),DistributedLedgerTechnologies(e.g.blockchain)willempowerallindividualsandfirmsbycreatingnewopportunities,andgeneratenewservicesandemployment,allofwhichcanleadtogreaterwell-beingandfurtherinclusivenessforindividualsandfirms.11.Whiledigitalizationhastremendouspotentialtodeliverbenefitstosociety,italsoraisescertainconcerns.Digitaldivideshouldbeaddressedwithacommitmenttoevidence-basedpolicyapproachestogetherwiththeeffortstoimprovethemeasurementofthedigitaleconomythatenablethewidestpossibleadoptionanduseofinnovativetechnology.Weshouldcometogethertopromotetrustinthedigitaleconomytoharnessthebenefitsbroughtbydigitalizationaswellastomitigatetheassociatedchallenges.12.TheG20alsoreaffirmsitscommitmenttofightingexploitationoftheInternetforviolentextremistandterroristpurposes,aswellaspromotingafree,openandsecureinternet,andencouragesthedigitalindustrytocontinuetoworktogetherwithallstakeholdersinfightinguseoftheInternetandsocialmediaforviolentextremistandterroristpurposes,andaddressingcontentthatincitesterroristacts.13.Wesharetheviewthatthedigitalsocietymustbebuiltontrustamongallstakeholdersincludinggovernments,civilsociety,internationalorganizations,academicsandbusinessesthroughsharingcommonvaluesandprinciplesincludingequality,justice,transparencyandaccountabilitytakingintoaccounttheglobaleconomyandinteroperability.WenotetheviewsgivenattheG20DigitalEconomyMulti-stakeholderConfe
