中图分类号：F83密级：公开UDC：336学校代码：11832河北经贸大学硕士学位论文（学历硕士）特色小镇建设的PPP融资模式研究——以庞口镇旅游项目为例StudyonPPPfinancingmodeoftheconstructionofcharacteristicsmalltown——Takethetouristprojectinpangkou作者姓名：董翠倩指导教师：刘颖教授学科专业名称：金融学论文完成日期：2018年3月二〇一八年三月二十二日I中图分类号：F83密级：公开UDC：336学校代码：11832河北经贸大学硕士学位论文（学历硕士）特色小镇建设的PPP融资模式研究——以庞口镇旅游项目为例StudyonPPPfinancingmodeoftheconstructionofcharacteristicsmalltown——Takethetouristprojectinpangkou作者姓名：董翠倩指导教师：刘颖教授学科专业名称：金融学论文完成日期：2018年3月III摘要我国经济进入新常态以来，整体发展态势良好，但部分实体经济领域投资下降的局面不容乐观。近年来国家陆续的批准了若干特色小镇建设项目，不仅是作为加快新型城镇化的一个重要突破口,同时也是期望从镇域层面上发展实体经济并将其作为产业升级的新载体。特色小镇建设强调高生活环境质量要求，并集特色产业、旅游文化、金融商贸等多种业态为一体，需要聚集各行各业专业技术人才，尤其需要投入巨额的建设资金。而这些要求单纯依靠各级政府的投入是难以企及的。PPP融资模式与特色小镇建设要求比较契合。PPP的本质是政府部门与社会资本针对某个项目而创立的合作契约关系。通过这种方式，项目各参与方能够更好地施展各自的优势，共担风险、共享收益，从而达到共赢。自十八届三中全会提出允许采用PPP模式参与项目建设以来，受到了广大社会公众的关注，截止到2017年9月底，财政部已记录PPP项目14220个，共投资17.8万亿元。目前PPP模式的发展趋势愈加猛烈，应用领域也愈加广泛，在一些特色小镇的建设中也有了一些尝试。2016年，河北省保定市高阳县庞口镇被批准建设国家级特色小镇，其特色目标是建设工贸、旅游小镇。本文基于对庞口镇的实地调研，认为引入PPP融资模式建设庞口镇的特色旅游项目具有必要性和可行性，成功的关键在于PPP模式具体方案的设计与条件保障。本文一共分为五个章节：第一章为绪论，主要介绍了本文的研究背景及意义、相关文献综述、研究思路与方法、主要创新与不足等。第二章是相关理论基础。主要介绍了几个关键概念以及将PPP融资模式运用到特色小镇建设中的理论依据。第三章是根据庞口镇的调研结果归纳出庞口镇建设项目融资需求分析。具体包括庞口镇的特色建设目标、项目融资现状、旅游资源开发融资特征及其适用PPP融资模式的必要性与可行性。第四章是庞口镇旅游项目PPP模式的设计。首先，归纳了庞口镇旅游项目建设引入PPP模式的三种类型选择并筛选出DBOO模式是最优选择；其次，设计出庞口镇旅游项目DBOO模式的具体运作方案。IV第五章分别从完善法律法规建设、增强高阳县政府公信力以及提升项目公司的专业性三个方面提出运用DBOO融资模式对庞口镇旅游项目进行多功能化建设的保障条件。关键词：PPP特色小镇庞口镇旅游DBOOVAbstractSinceenteredintothenewnormal,theoveralldevelopmentoftheeconomyofchinaiswell,buttherehaveadecreasedinvestmentinsomerealeconomyareas.Inrecentyears,countrieshaveapprovedsomeprojectsabouttheconstructionofthecharacteristicofsmalltown,whichisnotonlyanimportantbreakthroughtospeedupthenewurbanization,butalsoexpectstodeveloptherealeconomyfromthetownlevelandtakesitasthenewcarrierofindustrialupgrading.Theconstructionrequirementsofthecharacteristictownemphasizethattheenvironmentislivableandbeautiful;theindustryisrich,integratingleisuretourism,finance,tradeandlogistics,traditionalcultureandsoon.Besides,itneedstogatherprofessionalandtechnicaltalentsfromallwalksoflife,especiallyneedshugeamountsofconstructionmoney.Thesedemandsarehardtoreachbytheinvestmentofgovernment.ThePPPiscompatiblewiththeconstructionrequirementsofthecharacteristicofsmalltowns.ThenatureofPPPisbuildingagoodrelationshipbasedonaprojectbetweengovernmentandsocialcapital.Throughthewayofcooperation,theparticipantsoftheprojectcanbetterplaytheirrespectiveadvantages;sharetherisksandbenefits,soastoachieveawin-winsituation.SinceitwasallowedtoputPPPinprojectconstructionduringthethirdplenarysessionoftheeighteenthcentralcommittee,PPPattractsamassofthesocialpublicattention.BytheendofSeptember2017,ministryoffinancehasputting14220casesintoPPPwarehousingproject,whichhaveatotalinvestmentof17.8trillion.ThetrendofthedevelopmentofPPPwillbecomefierierandmorewidelyusedinthefuture,andtherehavebeensomeattemptsattheconstructionofcharacteristictowns.In2016,thetownofpangkou,gaoyangcounty,baodingcity,hebeiprovincewasapprovedtobuildanationalcharacteristictown,whichcharacteristicconstructiontargetisthetrade,tourismtown.Thispaperisbasedontheresearchofthetownofpangkou,explainsthatitisnecessaryandfeasibletointroducePPPintotheconstructionofcharacteristictourismprojectofpangkou,andthekeytosuccessliesinthedesignandconditionguaranteeofPPP.Thisarticleisdividedintofivechapters:Thechapteroneistheintroduction,mainlyintroducingtheresearchbackgroundandVIsignificanceofthisarticle,thereviewofrelatedliterature,theideasandmethodsofresearch,themajorinnovationsanddeficiencies,etc.Thesecondchapterismainlyabouttherelatedtheoreticalbasis.ThispartmainlyintroducesseveralkeyconceptsandthetheoreticalbasisofapplyingthePPPtotheconstructionofcharacteristictowns.Thethirdchapterismainlyaboutthefinancingdemandanalysisoftheconstructionofpangkoutown.Includethattheconstructionobjectivesofthetownofpangkou,thesituationofprojectfinance,thefinancingcharacteristicsofthedevelopmentoftourismresourcesandthenecessityandfeasibilityofPPPparticipateinthetourismresourcesofpangkou.ThefourthchapteristhedesignofthePPPparticipatinginthetourismresourcesofpangkou.Firstofall,itconcludesthreetypesofPPPandtheDBOOisthebestchoiceforthetourismresourcesofpangkou;secondly,itdesignstheDBOOparticipatinginthetourismresourcesofpangkou.Thefifthchapterrespectivelyfromthelawsandregulationsconstruction,enhancethecredibilityofthegovernmentofpangkouandtheprofessionalismoftheprojectcompanytoputforwardthesecurityconditionsofusingDBOOtotheconstructionofthetourismresourcesofpangkou.KeyWords:PPPthecharacteristicsofsmalltownthetownofpangkouTourismDBOOVII目录摘要................................................................IIIAbstract................................................................V1绪论.................................................................11.1研究背景与意义....................................................11.1.1研究背景......................................................11.1.2研究意义......................................................11.2国内外文献综述........................................
