NoticeoftheStateCouncilonIssuingtheActionPlanforPreventionandControlofWaterPollutionApril16th,2015GF[2015]No.17People’sgovernmentsofprovinces,autonomousregionsandmunicipalitiesdirectlyundertheCentralGovernment,andministries,commissionsanddepartmentsdirectlyundertheStateCouncil:ActionPlanforPreventionandControlofWaterPollutionisnowprintedanddistributedtoyouforseriousimplementation.TheStateCouncilApril2nd,2015(ForPublicRelease)ActionPlanforPreventionandControlofWaterPollutionWaterenvironmentprotectionconcernsvitalinterestsofthemasses,constructionofawell-offsocietyandrealizingtheChinaDreamofgreatrejuvenationoftheChinesenation.Currently,someareasinourcountrysufferpoorwaterenvironmentquality,heavilydamagedwaterecology,alargenumberofenvironmentalrisksandotherprominentproblems,whichimpactanddamagepeople’shealthandimpedesustainableeconomicandsocialdevelopment.TheActionPlanisherebyformulatedtopracticallystrengthenpreventionandcontrolofwaterpollutionandguaranteenationalwatersafety.Generalrequirements:tofullyimplementthespiritofthe18thNationalCongressoftheCommunistPartyofChina,theSecond,ThirdandFourthPlenarySessionsofthe18thCPCCentralCommittee,vigorouslypromoteecologicalcivilizationconstruction,andundertheprincipleof“watersavingfirst,spatialbalance,systemictreatmentandstrivingfromtwoaspects”andfollowingthepolicyof“beingsafe,cleanandhealthy”withimprovementofwaterenvironmentqualityatitscore,reinforcesourcecontrol,giveoverallconsiderationtolandandwater,riversandseas,carryoutscientificcontrolbybasin,areaandstageforrivers,lakesandseas,andsystematicallypromotewaterpollutioncontrol,waterecologicprotectionandwaterresourcesmanagement.Toinsistoncollaborationbetweenthegovernmentandmarket,emphasizeonreformandinnovation;insistonoverallandlegalimplementationandpursuethestrictestenvironmentalprotectionsystem;insistonfulfillmentofrespectiveresponsibilitiesandconductstrictassessmentandaccountability;insistonparticipationbyallpeople,promotethateverybodyisresponsibleforwatersavingandcleanwater,formanewmechanismforwaterpollutionpreventionandcontrolfeaturedby“ledbygovernments,implementedbyenterprises,drivenbymarketandparticipatedbythepublic”toachievemulti-winofenvironmental,economicandsocialbenefitsandstriveforbuildingabeautifulChinawith“everlastingbluesky,greenmountainsandclearwater”.Objectives:by2020,waterenvironmentqualitynationwidewillbeperiodicallyimproved,withheavilypollutedwaterbodiesdramaticallyreduced,drinkingwatersafetyguaranteecontinuouslyimproved,groundwateroverexploitationstrictlycontrolled,groundwaterpollutionaggravationpreliminarilycurbed,environmentalqualityinoffshoreareasgettingbetter,andwaterecologicalenvironmentinBeijing-Tianjin-HebeiRegion,YangtzeRiverDelta,PearlRiverDeltaandotherareassomewhatimproved.By2030,itisexpectedthatoverallwaterenvironmentqualitywillbebetterandwaterecosystemfunctionswillpreliminarilyrecover.Bythemiddleofthiscentury,overallecologicalenvironmentqualitywillbeimprovedandvirtuouscyclingofecosystemwillbeachieved.Keyindices:by2020,theoverallproportionofwaterqualityofsevenbasins,includingYangtzeRiverbasin,YellowRiverbasin,PearlRiverbasin,SonghuaRiverbasin,HuaiheRiverbasin,HaiheRiverbasinandLiaoRiverbasinbeingaboveaverage(reachingorexceedingClassⅢ)willbe70%orabove,quantityofblackandodorouswaterbodiesinbuilt-upareasincitiesatprefecturelevelandabovewillbecontrolledwithin10%,theoverallproportionofcentralizeddrinkingwatersourcequalityincitiesatprefecturelevelandabovereachingorexceedingClassⅢwillbelargerthan93%,theproportionofextremelypoorgroundwaterqualitynationwidewillbecontrolledaround15%,andtheproportionofaboveaverage(ClassIandII)waterqualityinoffshoreareaswillreachabout70%.Theproportionofunusable(belowClassV)watersectionsinBeijing-Tianjin-HebeiRegionwillbeabout15%lower,andeffortsshouldbemadetoeliminateunusablewaterbodiesintheYangtzeRiverDeltaandPearlRiverDelta.By2030,theoverallproportionofwaterqualityinsevenkeybasinsnationwidereachingaboveaveragewillreach75%orabove,withblackandodorouswaterbodiesinurbanbuilt-upareasgenerallyeliminatedandtheproportionofurbancentralizeddrinkingwatersourcequalityreachingorexceedingClassIIIbeingabout95%generally.I.OverallControlofPollutantDischarge(1)Payingspecialattentiontopreventionandcontrolofindustrialpollution.Toclosedown“tencategoriesofsmall”enterprises.Tofullyscreensmallindustrialenterpriseswithlowequippedlevelandpoorenvironmentalprotectionfacilities.Beforetheendof2016,productionprojectswhichheavilypollutewaterenvironment,suchassmallpapermills,tanneries,printinganddyeingmills,dyestuffplants,cokingplants,sulfurplants,arsenicplants,refineries,platingfactories,pesticidefactories,etc.,shouldbebannedinaccordancewithrequirementsinlawsandregulationsforwaterpollutionpreventionandcontrol.(ItisrequiredthatthesebeledbyMinistryofEnvironmentalProtection,participatedbyMinistryofIndustryandInformationTechnology,MinistryofLandandResources,NationalEnergyAdministration,etc.,andimplementedbylocalpeople’sgovernmentsatdifferentlevels.Localpeople’sgovernmentsatdifferentlevelsshouldberespon
