UNSecretary-GeneralBanKi-moon’sRemarkstotheGeneralAssemblyafterBeingElectedforaSecondTerm潘基文在获选连任联合国秘书长大会上的就职演说NewYork,21June20112011年6月21日纽约，联合国大会PresidentoftheGeneralAssembly,PresidentsoftheSecurityCouncil,theEconomicandSocialCouncilandtheTrusteeshipCouncil,ForeignMinisteroftheRepublicofKorea,VicePresidentsoftheGeneralAssembly,RepresentativesoftheFiveRegionalGroups,PermanentRepresentativeoftheUnitedStates,Excellencies,Distinguishedguests,Ladiesandgentlemen,联合国大会主席，安理会、经济及社会理事会、托管理事会各位主席，大韩民国外交部长，联合国大会各位副主席，五大区域组织的代表，美国常驻联合国代表，诸位代表，嘉宾，女士们，先生们，Withyourdecisionthisafternoon—withyourwarmwords—youdomeaverygreathonour,beyondexpression.Standinginthisplace,mindfuloftheimmenselegacyofmypredecessors,Iamhumbledbyyourtrustandenlargedbyoursenseofcommonpurpose.今天下午你们做出的决定，以及给我的溢美言辞，令我感到无尚的荣耀，难以言表。站在这里，回想起历届秘书长做出的贡献，我对大家给予我的信任深感谦卑，更对我们的共同目标而信心倍增。Thissolemnoccasionisspecialinanotherrespect.Onbeingswornin,afewmomentsago,IplacedmyhandontheUnitedNationsCharter—notacopy,buttheoriginalsignedinSanFrancisco.OurFoundingFathersdeemedthisdocumentsopreciousthatitwasflownbacktoWashington,strappedtoitsownparachute.Nosuchconsiderationwasgiventothepoordiplomataccompanyingit;hehadtotakehischances.WethanktheUnitedStatesNationalArchivesfortheirgenerosityinlendingittoday,andfortheircareinpreservingit.今天这一庄严的时刻尤为特殊，在刚刚进行的宣誓仪式中，我将手放在了联合国宪章之上——不是副本，而是当年各国在旧金山签署的原件。我们当年的创立者对这份文件无比珍视，专门用飞机将它送回华盛顿，仅有的降落伞也系在了文件上，甚至没有留给运送它的外交官。我们感谢美国国家档案馆今天再次把它带到联合国，也感谢他们对这份原件长期以来的精心保护。TheCharteroftheUnitedNationsistheanimatingspiritandsoulofourgreatinstitution.For65years,thisgreatOrganizationhascarriedtheflameofhumanaspiration—“Wethepeoples”.Fromthelastofthegreatworldwars,throughthefalloftheBerlinWallandtheendofapartheid,wehavefedthehungry,deliveredcomforttothesickandsuffering,broughtpeacetothoseafflictedbywar.ThisgreatOrganization,dedicatedtohumanprogress—theUnitedNations.联合国宪章是我们这个伟大机构的精神象征。65年来，这个伟大的组织一直维系着人类理想的火焰——“我们即联合国人民”。从世界大战之末，到柏林墙的倒塌，再到种族隔离政策的结束，我们一直致力于消除贫穷与饥饿，战胜疾病与苦难，维护世界稳定与和平。这个伟大的组织，致力于人类的进步与发展，这就是联合国。Webeganourworktogether,fourandahalfyearsago,withacallfora“newmultilateralism”—anewspiritofcollectiveaction.Wesaw,inourdailywork,howalltheworld’speoplelookmoreandmoretotheUnitedNations.Weknewthen—andmoresonow—thatweliveinaneraofintegrationandinterconnection,anewerawherenocountrycansolveallchallengesonitsownandwhereeverycountryshouldbepartofthesolution.Thatistherealityofthemodernworld.Wecanstrugglewithit,orwecanlead.四年半前，我们秉持“新多边主义”的精神，力求在国际事务上采取协同一致的行动。从我们的日常工作中，我们能感受到世界人民对联合国越来越多的期待与关注，从过去到现在，我们愈加意识到世界各国越来越相互融合、密不可分，每一个国家都无法独立应对全部挑战，每一个国家都需要为解决问题做出贡献。这就是当今世界面对的现实问题，我们或者纠缠其中，或者发挥起领导作用。TheroleoftheUnitedNationsistolead.Eachofusheretodaysharesthatheavyresponsibility.ItiswhytheUnitedNationsmattersinadifferentanddeeperwaythaneverbefore.Tolead,wemustdeliverresults.Merestatisticswillnotdo.Weneedresultsthatpeoplecanseeandtouch,resultsthatchangelives—makeadifference.联合国扮演的角色就是领导。今天在座的各位都肩负这一重要的责任。正是因为如此，联合国比以往任何时候都更加重要，其影响力也有别于往昔。要领导，就要取得成果。单纯的统计数据是不够的；我们需要看得见、摸得着的成果，需要能改变人们生活、不同凡响的成果。Workingtogether,withgoodwillandmutualtrust,wehavelaidafirmfoundationforthefuture.Whenwebegan,climatechangewasaninvisibleissue.Today,wehaveplaceditsquarelyontheglobalagenda.Whenwebegantoworktogether,nucleardisarmamentwasfrozenintime.Today,weseeprogress.Wehaveadvancedonglobalhealth,sustainabledevelopmentandeducation.Weareontracktoeliminatedeathsfrommalaria.Withafinalpush,wecaneradicatepolio,justaswedidsmallpoxlongago.Wehaveshieldedthepoorandvulnerableagainstthegreatesteconomicupheavalingenerations.Amiddevastatingnaturaldisasters,wewerethere,savinglives—inHaiti,Pakistan,Myanmar.通过合作、友好和相互信任，我们为未来奠定了坚实的基础。创始之初，气候变化还是个无形的问题，而今天，我们已将它确立在全球的议程之中；核裁军一度停滞不前，而今天我们取得了进展。我们在全球医疗、可持续发展以及教育方面取得了进步；我们在消除疟疾致死的工作上继续前行；只要再做最后一点冲刺，我们便可以消除脊髓灰质炎的发生，正如我们当年彻底根除了天花这一病种。我们在历次经济动荡的时期保护贫困和弱势群体，我们在破坏性的自然灾害面前抢救生命——无论是在海地，在巴基斯坦，还是在缅甸，都有联合国的身影。Asneverbefore,theUnitedNationsisonthefrontlinesprotectingpeopleandalsohelpingbuildthepeace—inSudan,theDemocraticRepublicoftheCongoandSomalia;inAfghanistan,IraqandtheMiddleEast.Wehavestoodfirmfordemocracy,justiceandhumanrights—inCôted’Ivoire,NorthAfricaandbeyond.Wehavecarvedoutanewdimensionforthe“responsibilitytoprotect”.WecreatedUNWomentoempowerwomeneverywhere.ThatincludestheUnitedNationssystemitself.Andyet,weneverforgethowfarwehavetogo.Wemustcontinuetheimportantworkthatwehavebeguntogether.联合国前所未有的站在了保护民众和维护和平的最前线——从苏丹，到刚果民主共和国，到索马里，从阿富汗，到伊拉克，到中东地区。我们坚定的捍卫着民主、公正与人权——从科特迪瓦，到北非，到世界各地。我们还打开了“保护责任”的新层面，我们成立了联合国妇女属以加强世界各地的妇女权利，也包括在联合国系统内部。然而，我们永远不会忘记我们还有很长的路要走。我们必须继续已经开始进行的各项重要工作。Aswelooktothefuture,werecognizetheimperativefordecisiveandconcertedaction.Ineconomichardtimes,wemuststretchresources—dobetterwithless.Wemustimproveourabilityto“DeliverasOne”.Wemustdomoretoconnectthedotsamongtheworld’schallenges,sothatsolutionstooneglobalproblembecomesolutionsforall—onwomen’sandchildren’shealth,greengrowth,moreequitablesocialandeconomicdevelopment.Acleartimeframeliesahead:thetargetdatefortheMillenniumDevelopmentGoalsin2015;nextyear’s“Rio+20”Conference;thehigh-levelmeetingonnuclearsafet
