AIIBPartIIntroductionPartIIThereasonofcreatingAIIBPartIIIKeymembersoftheAIIBPartIVInvestmentDirectionandOperatingmechanismPartVTheControversyofAIIBPartVIThereactionsPartVIILatestnewsaboutAIIBPartVIIITheSignificanceandimpactofAIIBAIIB----TheATMofasiaInvestmentdirectionElectricitygridsEnergydevelopmentTransportationTelecommunicationRuralinfrastructureandagriculturedevelopmentUrbandevelopmentOperationmechanismGoverancemode:Joint-stockBanksBusinesspositioning:Quasi-commercialAIIBThecouncilTheboardofdirectiorsBankheadquartersPresidentGeneralbusinessRiskmanagementorganizationframeworkOperationmechanismSetupthenon-residentboardHoldregularmeetingeveryyearSetupeffectivesupervisionmechanismOperationmechanismBussinesssideProvidesovereignloansIntroducethepublic-privatepartnershipmodelSetuptrustfund,shareriskandrewardswithprivatesectorMobilizemoresocialcapitalintotheconstructionofinfrastructureThreecontroversiesaboutAsianInfrastructureInvestmentBankAccordingtotheestimatesofAsianDevelopmentBankthatfrom2010to2020,inordertokeepthecurrentlevelofeconomicgrowth,theinternalinfrastructureinvestmentofAsiancountriesneedsatleast8trillionDuetothelimitedfundsforconstruction.AsianInfrastructureInvestmentBank(AIIB)bringsadditionalfinancingforAsianinfrastructure.Thefirstbigcontroversy:AsiaalreadyhastheAsianDevelopmentBank(ADB),whyChinaestablishesaNewWorldBank?ChinahasrepeatedlyreiteratedthatthenewbankwillusetheWorldBank'smanagementtotransparentlyrun.Somecountries,suchastheUSanditsalliesstillkeepanskepticalattitude,theyclaimedthatthepurposeoftheestablishmentoftheAIIBistohelpChinabecomethedominantunilateralagencyeventually.Thesecondbigdebate:howtomanagethenewbank?TheUnitedStatespreventitsalliesaddedintheAIIB,themostconcernisthatChinawillusetheAIIBenhanceditsstrengthinAsia,whichaffectthebalanceoftheregion.OthersbelievethattheestablishmentofAIIBwilldirectlychallengetheBrettonWoodssystem.Thethirddispute:Itmayleadtodiplomaticdisputes.TheEuropeanUnionThereaction1234TheUnitedStatesTheEuropeanUnionJapanIMF,WorldbankAIIBAIIBTheUnitedStates'officialshaveexpressedconcernsaboutwhethertheAIIBwouldhavehighstandardsofgovernance,andwhetheritwouldhaveenvironmentalandsocialsafeguards.AseniorObamaadministrationofficialquotedbythepapersaidtheTreasuryDepartmenthadconcludedthatthenewbankwouldfailtomeetenvironmentalstandards,procurementrequirementsandothersafeguards.AIIBGermanFinanceMinisterWolfgangSchäublestated,Wewanttocontributeourlong-standingexperiencewithinternationalfinancialinstitutionstothecreationofthenewbankbysettinghighstandardsandhelpingthebanktogetahighinternationalreputation.BritishchancelloroftheexchequerMrOsbornestated,JoiningtheAIIBatthefoundingstagewillcreateanunrivalledopportunityfortheUKandAsiatoinvestandgrowtogether.AIIBTokyo'senvoyinBeijing,statedpreviouslythatJapanmightjointheAIIB.JapaneseFinanceMinistepreviouslyindicatedinterestinjoiningtheAIIB,butlaterswitchedhisstance.ButonApril8th,Japanannouncedclearlythattheamountofinvestmentwillbeuptoa$1.5billion(9.3billionyuan)ifJapanjointheAIIBinthefuture.AIIBChristineLagarde,thepresidentofIMF,statedthatsupportingthecreationofAIIBshouldbeencouraged,whichisbenficialtothedevelopmentofchinaandothercountries,andcomplainedthatAmericahasfailedtopasstheIMFreform.WorldBankPresidentJimYongKimsaidthathewelcomedthesettingupoftheChina-backedAsianInfrastructureInvestmentBank(AIIB),adayafterBritainbecamethefirstWesternnationtoembracetheinstitution.ChinarejectedTaiwan’sbidtobecomeafoundingmemberofthenewChinese-ledinfrastructurebankforAsia.InrebuffingTaiwan,Beijing’sTaiwanAffairsOfficesaidinastatementMondaythattheislandmayapplyformembershiplaterandthatfurtherconsultationsarelikelytoyieldan“appropriatename”underwhichTaiwancanjointheAsianInfrastructureInvestmentBank.ShouldthebickeringoverTaiwan’sparticipationpersist,analystssaiditcouldhighlightadeeperissueaboutthebank:Willitbeaprofessionallyrunfinancialinstitution,asBeijingsaysitwillbe,orwillitbeatoolofChina’sgeopoliticalambitions“Beijing’sinsistenceinsettingtheconditionsforTaiwan’sparticipationisjustoneofthewaysthatChinacouldusethebankforpoliticalpurposes,”saidHaoPei-chih,apublicpolicyprofessoratNationalTaipeiUniversity.Ms.HaosaidtheinfrastructurebankisseenasChina’sattempttoredesigntheworld’seconomicorderfrombeingwestern-centrictoAsia-centric,withChinabeingthecoreleader.In1986,afterBeijingjoinedtheAsianDevelopmentBank,theinstitutionchangedTaiwan’smembershipnameto“Taipei,China,”from“theRepublicofChina”—Taiwan’sformalname.ThechangeisstillunderprotestbyTaiwan,whichsaidthenamesuggestsTaiwanwasunderChina’sjurisdiction.Butthechangewentintoeffect,andTaiwanisstillamemberoftheADB.WhileeconomicrelationsbetweenChinaandTaiwanhavedrawncloser—thetwogovernmentshavemanagedtoreach21tradeagreements—manyTaiwaneseremaindeeplysuspiciousofBeijing’sultimateintentions,andtheinfrastructurebankplaysintothatskepticism.Therejectionhighlightstwofacts:China’sgrowinginfluenceoverTaiwanandtheurgencyforbothsidestofindasuitableexplanationofTaiwan’spoliticalstandinginrelationstoC
