招标编号:DDZX-1011-11东北电网有限公司2010年第11批生产、科技等项目物资集中规模招标丰满培训中心新建远动自动化实训室工程变电站监控仿真培训系统技术规范书招标人:东北电网有限公司招标代理:沈阳东北电力工程咨询有限公司二〇一〇年十一月2技术通用条款本规范对应的专用技术规范目录序号名称编号1330kV~750kV变电站计算机监控系统专用技术规范11040010330/0500/0750014330kV~750kV变电站计算机监控系统采购标准技术规范使用说明1.本标准技术规范分为通用部分、专用部分以及本规范使用说明。2.采购标准技术规范通用部分原则上不需要设备招标人(项目单位)填写,更不允许随意更改。如对其条款内容确实需要改动,项目单位应填写《项目单位通用部分条款变更表》并加盖该网、省公司招投标管理中心公章及辅助说明文件随招标计划一起提交至招标文件审查会。经标书审查同意后,对通用部分的修改形成《项目单位通用部分条款变更表》,放入专用部分,随招标文件同时发出并视为有效。3.采购标准技术规范专用部分分为标准技术参数、项目单位需求部分和投标人响应部分。《标准技术参数表》中“标准参数值”栏是标准化参数,不允许项目单位和投标人改动。项目单位对“标准参数值”栏的差异部分,应填写“项目单位技术差异表”,“投标人保证值”栏应由投标人认真逐项填写。项目单位需求部分由项目单位填写,包括招标设备的工程概况和招标设备的使用条件。对扩建工程,可以提出与原工程相适应的一次、二次及土建的接口要求。投标人响应部分由投标人填写“投标人技术参数偏差表”,提供销售业绩、主要部件材料和其他要求提供的资料。4.投标人填写“技术参数和性能要求响应表”时,如与招标人要求有差异时,除填写“技术偏差表”外,必要时应提供相应试验报告。5.有关污秽、温度、海拔等需要修正的情况由项目单位提出并在专用部分的“项目单位技术差异表”明确表示。6.采购标准技术规范的页面、标题等均为统一格式,不得随意更改。7.对于保护测控一体化装置,其保护部分的技术要求参见相关保护装置的技术规范。目次330kV~750kV变电站计算机监控系统采购标准技术规范使用说明·············································831总则·························································································································851.1引言···················································································································851.2供方职责··············································································································852技术规范要求·············································································································852.1使用环境条件·········································································································852.2工作条件··············································································································862.3标准和规范···········································································································872.4技术性能要求·········································································································882.5屏体及其他要求······································································································983试验·························································································································983.1工厂试验··············································································································983.2现场试验··············································································································993.3启动投运试验·······································································································1004技术服务、设计联络、工厂检验和监造··········································································1004.1技术服务············································································································1004.2设计联络············································································································1034.3培训·················································································································1044.4工厂验收············································································································104附录A计算机监控系统监控范围····················································································106A.1模拟量··············································································································106A.2状态量··············································································································106A.3控制量··············································································································10761总则1.1引言投标人应具有ISO9001质量保证体系认证证书、宜具有ISO14001环境管理体系认证证书、宜具有OHSAS18001职业健康安全管理体系认证证书,并具有AAA级资信等级证书,宜具有重合同守信用企业证书并具备良好的财务状况和商业信誉。必须具备国家电网公司检验检测机构检验合格证书。提供的计算机监控系统装置应在国家或电力工业检验检测机构通过动模试验、电磁兼容及型式试验。投标人应满足《国家电网公司十八项电网重大反事故措施(试行)》以及《国家电网公司输变电工程通用设备(2009年版)》。招标方在技术规范书专用部分提出的要求投标人也应满足。提供的产品应有省级鉴定文件或等同有效的证明文件。投标人应提供设备近三年运行业绩表。1.1.1本规范书提出了对330kV~750kV变电站计算机监控系统的系统结构、技术参数、功能、试验等方面的技术要求。1.1.2本规范书提出的是最低限度的要求,并未对一切技术细节做出规定,也未充分引述有关标准和规范的条文,供方应提供符合本规范书和工业标准的优质产品。1.1.3如果投标人没有以书面形式对本规范书的条文提出差异,则意味着投标人提供的设备完全符合本规范书的要求。如有与本规范书要求不一致的地方,必须逐项在“投标人技术差异表”中列出。如果没有不一致的地方,必须在“投标人技术差异表”中写明为“无差异”。1.1.4本规范书所使用的标准如遇与投标人所执行的标准不一致时按较高的标准执行。1.1.5本规范书将作为订货合同的附件,与合同具有同等的法律效力。本规范书未尽事宜,由合同签约双方在合同谈判时协商确定。1.1.6本规范书中涉及有关商务方面的内容,如与招标文件的商务部分有矛盾时,以商务部分为准。1.1.7本规范书中通用部分各条款如与技术规范专用部分有冲突,以专用部分为准。1.2供方职责供方的工作范围将包括但不限于下列内容。1.2.1提供标书内所有设备及设计说明书及制造方面的说明。1.2.2提供国家或电力工业检验检测机构出具的型式试验报告,以便确认供货设备能否满足所有的性能要求。1.2.3提供设备安装、使用的说明书。1.2.4提供试验和检验的标准,包括试验报告和试验数据。1.2.5提供图纸,制造和质量保证过程的一览表以及标书规定的其他资料。1.2.6提供设备管理和运行所需有关资料。1.2.7所提供设备应发运到规定的目的地。1.2.8如标准、规范与本规范书的条文有明显的冲突,则供方应在制造设备前,用书面形式将冲突和解决办法告知需方,并经需方确认后,才能进行设备制造。1.2.9现场服务。2技术规范要求2.1使用环境条件2.1.1海拔<3000m。2.1.2环境温度(室内)最高气温:45℃;最低气温:-5℃;最大日温差:25℃。2.1.3最大相对湿度日平均:95%;月平均:90%。2.1.4工作温度间隔层设备:-25℃~55℃;站控层设备:-5℃~45℃。2.1.5抗振能力水平加速度:0.3g;垂直加速度:0.15g;同时作用。2.1.6安装方式计算机室和控制室设在主控制楼内,为无屏蔽措施房间;继电器室为简单屏蔽措施房间,室内设有空调。2.1.7装置的温度特性室内温度:1)最高温度:35℃;2)最低温度:10℃;3)平均湿度(25℃时)不高于:90%。装置应能满足规范书所规定的精度,室内温度在-5℃~+45℃时,装置应能正常工作。2.2工作条件2.2.1额定值2.2.1.1站控层工作电源额定值:1)额定交流电压:380、220V;2)额定直流电压:220V;3)U
