****有限公司综合预案*******有限责任公司预案版本号(修订次数):颁布日期:2008-12-20批准时间:2008-12-24实施日期:2009-01-01批准人(签字):签发人(签字):2-1-目录1总则····················································································································································32生产经营单位的危险性分析···············································································································3组织机构及职责··································································································································4预防与预警···········································································································································5应急响应···············································································································································6信息发布··············································································································································7后期处置··············································································································································8保障措施··············································································································································9培训与演练··········································································································································10奖惩····················································································································································11附则·····················································································································································12附录····················································································································································-2-煤矿企业安全生产事故综合应急预案1.总则1.1编制目的煤矿事故应急预案编制的目的,就是通过应急计划和应急措施,防止事故发生,在煤矿发生重大事故之后,实现应急救援快速、有序、有效的目的,确保事态的迅速控制,搞好自救、互救和避灾,规范煤矿企业应急管理和应急响应程序,保障企业员工和公众的生命安全,有效地控制和处理煤矿重特大事故,最大限度地减少煤矿事故造成的人员伤亡和财产损失。1.2编制依据《中华人民共和国安全生产法》、《中华人民共和国矿山安全法》、《煤矿安全规程》、《中华人民共和国煤炭法》、《中华人民共国突发事件应对法》、《煤矿安全监察条例》、《生产安全事故报告和调查处理条例》、《煤矿企业安全生产许可证实施办法》、《国家安全生产事故灾难应急预案》、《生产经营单位安全生产事故应急预案编制导则》、《煤矿安全规程》等。1.3适用范围本预案适用于中井煤矿企业发生的重特大安全事故,包括瓦斯爆炸事故、透水事故、矿井火灾事故、煤尘爆炸事故、冒顶片帮事故、煤与瓦斯突出事故等中井煤矿的各类灾害事故的处置和抢险救灾工作。本预案含盖符合Ⅰ、Ⅱ、Ⅲ、Ⅳ级响应条件的所有事故(响应分级标准见附录)1.4应急预案体系煤矿企业应急预案体系包括综合预案、专项预案和现场处置方案。其中,专项预案主要有煤矿瓦斯爆炸事故专项应急预案、煤矿煤尘爆炸事故专项应急预案、煤矿重大火灾事故专项应急预案、煤矿重大顶板事故专项应急预案、煤矿重大水灾事故专项应急预案、煤矿重大瓦斯突出事故专项应急预案等。1.5应急工作原则煤矿事故救援坚持以人为本、预防为主、常被不懈的方针;贯彻统一指挥、分级负责、区域为主、煤矿自救与社会救援相结合的原则。充分发挥生产矿井专业救援队伍应急救援第一响应者的作用,会同社会应急救援协同应对,将日常管理同应急救援工作想结合。-3-(1)以人为本,安全第一。安全生产应急工作要始终把防止事故发生放在第一位,确保人民群众的生命安全,控制事故规模的扩大,切实加强抢险救灾人员的安全防护,最大限度地减少安全生产事故灾难造成的人员伤亡和财产损失。(2)统一领导,分级管理。在属地人民政府及各级安全生产职能部门的统一领导下,在各级安全生产应急救援指挥中心的指导协调下,本企业各级单位按照各自职责和权限,负责事故灾难的应急管理和应急处置工作。(3)条块结合,属地为主。按照国家应急管理的原则,安全生产事故灾难应急救援工作实行地方各级人民政府行政领导负责制,事故现场应急救援指挥由地方人民政府统一领导,相关部门依法履行职责,专家提供技术支持,企业充分发挥自救作用。(4)依靠科学,依法规范。遵循科学原理,充分发挥专家的作用,实现科学民主决策。依靠科技进步,不断改进和完善应急救援的装备、设施和手段。依法规范应急救援工作,确保预案的科学性、权威性和可操作性。(5)预防为主,平战结合。贯彻落实安全第一,预防为主,综合治理的方针,坚持事故应急与预防相结合。按照长期准备、重点建设的要求,做好应对安全生产事故的思想准备、预案准备、物资和经费准备、工作准备,加强培训演练,做到常备不懈。训练与救援工作相结合,充分利用现有专业力量,努力实现一队多能,培养兼职应急救援力量并发挥其作用。2.生产经营单位的危险分析2.1生产经营单位概况主要包括煤矿的地址、经营性质、从业人数、煤矿的设计能力和设计产量,矿井的开拓方式、通风方式、通风方法、反风方式、提升方式、供电方式、落煤方式、支护方式、顶板处理方法,矿井的瓦斯等级、煤尘的自燃发火期、煤尘爆炸指数、矿井相对瓦斯涌出量、矿井最大综合排水量以及矿井的水文地质条件等。一、交通位置中井煤矿位于纳雍县勺窝乡,行政区划属纳雍县勺窝乡管辖,矿区内交通以公路为主,有纳雍至六盘水(省道)公路从井田南东经过,勺窝乡至六盘水市约80km,东距纳雍县城约35km,西距纳雍电厂约37km,距贵昆线滥坝火车站86km,交通条件较好。1、地形地貌井田属以构造剥蚀山地地貌为主的低—中山地区,标高一般在+1950——-4-2000m。最高点位于井田西南部边界处附近山顶,标高约+2229m左右,最低点位于矿区北西部边界中部冲沟中,标高约+1840m左右,相对高差约为389m。2、气象该区属亚热带季风湿润气候区,冬无严寒,夏无酷暑,气候宜人。根据1994~2003年有关气象资料记载:冬季有冰冻和降雪天气,秋季有霜冻天气,每年5~9月为降雨季节,其中6~8月时有暴雨和大暴雨出现。10年中,最高气温31.9℃(2002年5月1日),最低气温-12.6℃(1999年1月12日),年平均气温12.7℃;年降水量最大1362.5mm(1997年),最小1029.9mm(1999年),年平均1148.0mm;年蒸发量1000~1260mm;年平均相对湿度82%;年日照时数1090~1260小时;年无霜期254天。3、地震根据《地震动参数区划图》(GB18306-2001),矿区动参数加速度为0.05g。本区及邻近区域近年来未发现有强震活动,矿区属无震害区,区域稳定性良好。4.经济概况区内工业生产基础薄弱,改革开放以来乡镇企业有了一定的发展。区内农业以种植业为主,主要农作物有水稻、玉米、小麦等,经济作物以油菜籽等为主。近年来,由于经济的飞速发展,区内得天独厚的煤炭资源及优越的自然气候条件给矿区带来了勃勃生机。三、矿区总体概况1.矿区总体规划情况中井煤矿(21万吨/年)由大箐煤矿(3万吨/年)、原中井煤矿(3万吨/年)、扬发煤矿(3万吨/年)和宏远煤矿(3万吨/年)整合从新设置矿权,属于纳雍县总体规划中的矿井,生产能力21万吨,根据矿井开拓方式、工作面采煤方法、机械设备配置情况及定员情况,矿井全日产量636t。全员效率3.17t/工,全矿201人,其中原煤生产人员为156人,矿井劳动定员详见表12-1-1。2.本矿区与国家规划矿区、相邻矿区范围的关系该矿由纳雍县中井煤矿由大箐煤矿(3万吨/年)、原中井煤矿(3万吨/年)、扬发煤矿(3万吨/年)和宏远煤矿(3万吨/年)整合成为15万吨/年矿井,但因该矿地质储量远远高于15万吨/年矿井服务年限,整合为21万吨/年矿井-5-二、劳动定员估算根据《煤炭工业小型矿业设计规范》及其他有关文件之规定,结合矿井井型,年工作制度及全员效率以及小型煤矿管理制度,估算矿井劳动定员260人(详见矿井劳动定员配备表12-1-1)表12-1-1矿井劳动定员表序号人员类别各班出勤人数(人)合计(人)在册系数在册人数一班二班三班一生产工人525252156其中:井下4343431291.3168地面999271.1532二管理人员666181.018三技术人员11131.018原煤生产人员合计595959177236三服务人员33391.09四其他人员555151.015全矿定员合计6767672012603.矿井建设的资源条件量较高,靠近地表岩石容易遭受风化、剥蚀而形地残积土,地下深部则岩石较完整,岩石多为薄~中厚层状,少量碎裂结构,岩体质量中等,工程地质条件中等。该类岩石中掘一、三.地质构造及煤层特征矿区属织纳煤田,位于扬子准地台黔北台隆遵义断拱纳雍北东向构造变形区,地处加戛背斜南西翼。区内地层走向呈北西~南向东,倾向南西,倾角8~18°,一般为8°~11°,沿走向和倾向产状变化不大,煤层产状与地层产状一致。地表未发现断层及褶曲。矿区总体上为单斜构造。断层:在煤矿生产中,于工作面及巷道发现落差1~3.5m的小断层5条,走向呈北东~南西向3条,其中倾向北西2条,倾向南东1条,倾角47-72°;走向呈北西~南东向2条,倾向南西,倾角40-80°。性质全
