西坡煤业有限公司————————————————————专项应急救援预案批准:审核:编制:1目录1、地震灾害应急预案··········································································22、矿井停电应急预案··········································································33、矿井停风应急预案··········································································54、调度室停电应急预案·······································································65、地面洪涝灾害应急预案····································································76、雷电应急预案················································································87、中毒应急预案················································································98、人员伤病应急预案········································································109、地面煤仓自燃着火应急预案····························································1310、地面皮带着火应急预案································································1311、油库着火应急预案·······································································1412、地面公共场所着火应急预案··························································1513、地面工业建筑及车间厂房着火紧急预案···········································1614、地面材料仓库着火应急预案··························································1715、局部停风应急预案······································································1816、掘进工作面顶板冒落应急预案·······················································1917、综采工作面上下出口顶板冒落应急预案···········································2018、井下火灾应急预案······································································2019、井下皮带着火应急预案································································2420、井下电气设备着火应急预案··························································2522、井下采空区自燃发火应急预案·······················································2723、通风设施损坏应急预案································································3024、井下CH4超限应急预案································································3025、井下CO超限应急预案·································································3226、井下瓦斯涌出应急预案································································3327、井下煤尘燃烧、爆炸应急预案·······················································3328、井下瓦斯燃烧、爆炸应急预案·······················································3629、井下透水应急预案······································································3930、大气污染应急预案······································································4031、水污染应急预案·········································································4132、失窃应急预案············································································4233、传染病应急预案·········································································4221、地震灾害应急预案1.1抗震救灾组织机构及职责:抗震救灾办公室下设:(1)主任:安全矿长(2)副主任:安监部长、办公室主任、工会主席主要职责:负责了解、收集和汇总震情、灾情,及向上级指挥部报告;负责抗震救灾现场指挥和各应急工作组保持联络,掌握、检查和协调应急工作情况。(3)抗震救灾抢险救灾组:组长:后勤部长主要职责:负责营救、寻找受伤、失踪和遇难人员及个人国家财产的抢救和保护工作;协助其它组进行工程抢险和扑救次生灾害;配合交通运输部抢修道路、桥梁等设施;帮助受灾员工恢复正常生产与生活。(4)抗震救灾医疗救护组:组长:矿医疗部负责人主要职责:配合上级医疗和防疫队伍进入灾区工作;组建震区临时医院或急救站;抢救、转运和临时处置伤病员;对饮用水源和食品及时进行检查和监测,控制疫情;向受灾人员提供精神、心理卫生方面的帮助。(5)抗震救灾交通运输保障组:组长:车队队长主要职责:负责组织抢修遭受破坏的公路交通设施等,组织运输力量,保证运送救援人员、伤员、救灾物资和疏散灾民的需求。(6)抗震救灾治安安保部门:组长:安保部门门负责人主要职责:负责维护震区社会治安、制止违法犯罪动;维护交通秩序;保证震区各部门和救灾物资的安全,保证抢险救灾工作顺利进行。1.2汇报程序:地震发生后,抗震救灾办公室应及时将震情、灾情报告集团公司总调度室,3请求指示和紧急援助。并由矿长下达启动应急预案命令。1.3破坏性地震发生后应采取的应急措施:(1)调度室在抗震救灾办公室的统一指挥下,迅速集合抢险救灾队伍。抢险人员要携带挖掘器械,尽快到指定地点,以救人为中心开展工作。(2)安保部门门要严密监视灾区火灾的发生,及时组织实施以抢救人员和重要物资为重点的灭火救灾工作。(3)机电部要保障供电管理,注意控制再生灾害;对遭受破坏的供水、供电设施,要责成相关部门和单位尽快组织修复;要努力保证矿区生活、消防用水和用电急需,必要时可报请上级指挥部调度车辆运水应急。(4)医疗救护组要立即组织急救队伍,利用各种医疗设施和建立的临时治疗点抢救伤员,加强矿区卫生防疫工作,采取有效措施防止和控制传染病,并向受灾人员提供精神、心理卫生方面的帮助,要及时提供救灾所需药品和器械物品。(5)治安安保部门应加强灾区的治安管理和重要设施、目标的安全保卫工作,预防和制止各种破坏活动,尽快稳定社会秩序。(6)震后应急期间,对来自非灾区提供的紧急救援,由抗震救灾办公室负责接受和安排。2、矿井停电应急预案2.1应急组织机构:应急指挥部:由当时在矿的最高职务机电管理人员、当班调度员和其他有关机电工作人员组成指挥部,机电矿长为总指挥。主要职责:①出现停电现象时,确定停电影响范围,以及因停电可能出现的紧急情况,及时采取应对措施。②及时组织、指挥人员排除故障、恢复供电。③针对停电事故,会同相关人员,分析停电原因,采取相应的预防措施。指挥部设在调度室,指挥员由当班调度员担任。2.2汇报程序4矿井出现停电,应由第一知情者立即将停电线路、停电范围、停电原因等相关的情况详细汇报矿调度室,由矿调度室向分管领导和值班领导汇报,必要时向上级供电管理部门汇报。2.3应采取的应急措施①对于主扇风机、主排水泵的停电应急措施由于这些设备是一类用电设备,这类设备都采用不同电源双回路、单母线分段的供电方式,并有备用设备,所以,当这类设备出现停电现象时,由调度员下令、由主扇风机房的当班运行工直接切换电源到另一回路或启用另一台备用设备;安排机运队查明停电原因,排除线路或电气设备故障,恢复该线路的正常供电。②对于井下各变电所的停电应急措施井下变电所的电源都是由地面35KV变电所不同电源经电缆送到井下的不同电源;当因某一段的电源线路的线路或设备故障停止供电时,可由当班巡视人员操作联络柜,切换到另一回路供电,由该段母线承担停电母线段的全部负荷;同时,安排机运队检修人员查明停电原因,排除线路或电气设备故障,恢复该线路的正常供电和原有的供电方式。③综采、综掘工作面的停电应急预案当综采、综掘工作面出现停电时,要及时安排有关人员检查停电原因,排除故障,尽快恢复供电;对于掘进工作面要保证通风良好的情况下、方可在该巷道内作业;否则,必须按照《煤矿安全规程》的规定执行;属于变电所内高压开关柜的故障停电时,由机运队负责查找、排除故障;属于高压供电线路故障时,由矿方机电部门责查找、排除故障;属于工作面用电设备故障时,由各综采、综掘用电单位负责查找、排除故障。④地面设施停电应急预案对于地面供主井皮带机及生产系统皮带机和其它设备电源的井口变电所高、低压开关柜出现停电时,要立即安排机运队值班电工更换备用驱动器(或开关柜),尽快恢复供电;当电缆出现故障停电时,要安排机运队值班电工立即查找、5排除故障;当上级供电系统出现故障停电时,要由调度员通知供电站调度要求其安排处理故障,并汇报总调;当地面的三类用户的用电设备出现停电故障时,由调度员安排生活服务部安排电工处理故障,同时通知锅炉房、加热站做好停电时的补水工作。⑤做好计划停电工作,最大程度地减少不必要的非计划停电的影响;加强供电设备、电缆的日常点检工作,搞好设备的预防性检修,保证设备的可靠、完好运行,严禁设备带病运行,降低设备故障率;备用部分设备的关键部件和易损部件,以备急用。⑥加强机电运行、检修人员的业务培训工作,不断提高员工的业务素质和技术水平,缩短处理故障的时间。⑦严格执行《停送电制度》等相关的机电管理制度,避免不必要的事故扩大化,保证人身安全;做好相关的检修记录、机电故障记录、停送电记录等相关的记录,分析故障原因,总结经验教训,避免类似事故的再次发生。⑧加大机电管理干部的现场监督、检查、指导力度,及时发现、解决现场存在的问题,防患于未然。3、矿井停风应急预案3.1组织机构及职责①总工程师:签发矿井停电停风措
