1.INTRODUCTIONTheArizonaDepartmentofRevenue(DOR)isseekingabusinesspartnertoprovidethetechnology,knowledgeandworkingcapitalnecessarytoallowtheagencytogreatlyimprovethecorebusiness(tax)processesoftheagency.Inreturnforthisexpertiseandcapitalinvestment,DORwillsharetheincrementalbenefitsofintegratedtaxsystemsbasedonestablishedperformancemeasures(benefits-sharing).InJuly2000,theStateofArizonaformallyauthorizedthistypeofarrangementinArizonaRevisedStatutes§41-2559.TheStateexpectsthatabenefits-sharingarrangementwillhelpfinancethebusinesspartner'sactivities,resultingindecreasedcoststotheState.TheStatebelievesthatapartnershipofthistypewillpromotethesuccessoftheprojectandaligntheactivitiesofboththebusinesspartnerandtheStatetowardimplementationofanefficient,effectivesystem.Further,DORisinterestedinimprovingitscurrentbusinessprocesses,organizationstructure,andinformationtechnologyinordertodevelopacustomer-focuseddepartment.Inordertoachieveitscustomer-focusedvision,DORhasinitiatedadepartment-wideprojectcalledBusinessReengineering/IntegratedTaxSystem(BRITS).TheBRITSPhaseIeffortinvolvedareviewofDOR'scurrentbusinessprocesses,organizationalstructureandtechnologies,thedevelopmentofaclearbusinessvision,andthepreparationofthisrequestforproposaltobeusedinprocuringnewautomationsystemstosupportthenewbusinessvision.Thissolicitationsupportstheeffortsofthedepartmenttoreengineeritsorganization,processesandtechnologyinsupportofPhaseII(implementationphase)oftheBusinessReengineeringIntegratedTaxSystem(BRITS)project.Currently,mainframebusinessapplicationsarefunctioningwithinaconsolidatedArizonaDepartmentofAdministrationDataCenter.However,businesspartnersmayprovidealternativenetworkdesignsthatrepresentabettervaluetotheState.Ifanalternativedesignisproposed,thebusinesspartnershallprovideevidence(e.g.,cost/benefitandtotalcostofownershipanalyses)thatthealternativedesignisindeedabettervaluefortheState.1.1PartnerApproachtotheProjectTheterm“businesspartner”referstocooperativeandamicablerelationshipandtoasharedefforttoachievecommongoals.Thebusinesspartnerwillshareourvaluesandcommittoarelationshipbasedonmutualtrust,honestandopencommunicationsandteamwork.Todevelopthatrelationship,bothpartiesofthecontractmustagreeto:•Developamutuallybeneficiallong-termbusinessrelationship,whichproducesmeasurableresultsinanenvironmentofintegrity,ethics,andtrust.•Supportthemutualstrategicgoalswhileplanningandimplementingcontinuousimprovementinproducts,services,processes,andhumaninvolvement.•Activelypursueprojectsthatfocusonreengineeredprocessesandautomatedsolutionsforthepurposeofprovidingimprovedservices,revenuecollectionsandefficienciestotheState,whiledevelopingandimprovingproductsformarketonasharedrisk/rewardbasis.•Promoteacooperativerelationshipinwhichconflictsareresolvedthroughnegotiationinsteadoflegalremedies.•Openlycommunicaterequirements,makespecialeffortstounderstandthem,considerthecapabilitiesoftheotherpartner,andagreetostrivetomeetrequirements100%ofthetime.BRITSR.F.PNote:TheRFPisclosedandtheDepartmentisevaluatingtheproposalssubmitted.•Beaccountablefortheircommitmentsandfollowthroughbysupportingtheverbalandwrittencommitmentstheymake.•Anticipate,meet,andexceedmutualinternal/externalcustomers'needs.•Committhemselvestoaprogramofcontinuousimprovement.•Recognizeandrewardthecontributionsofeachpartner.1.2PartnerApproachtoProjectManagementThepotentialbusinesspartnermusthaveskillsinprojectmanagementforlarge,multi-phasedprojects.DORmustunderstandthepotentialbusinesspartnersapproachtoprojectmanagement,includingthefollowingspecificareas:1.ProjectManagementMethodology1.ProjectMethodologiesandTools2.CommunicationsPlanning3.CulturalChangeManagement4.QualityAssurance5.SoftwareDevelopment6.Testing7.Training8.ImplementationAnexplanationofthepotentialpartner'sapproachtoeachoftheaboveareasmustbeincludedintheproposal.Inaddition,theproposalmustdescribecommunicationandinteractionlinesbetweenthepotentialbusinesspartnerandDORthroughouttheprojectlifecycle.1.2.1ProjectManagementMethodologyThepotentialbusinesspartnershallindicateitsintendedprojectmanagementmethodologyforthisproject.ThepotentialbusinesspartnershoulddiscussProjectManagementInstitute(PMI)methodology,IEEEProjectManagementmethodology,variousApplicationDevelopmentProjectManagementmethodologiesandcompareandcontrastitsintendedmethodologywiththese.Thepotentialbusinesspartnershoulddemonstrateknowledgeofvariousmethodologiesandshowhowitsproposedmethodologyistheappropriatemethodologyforthisproject.1.2.2ProjectMethodologiesandToolsDORenvisionsthispotentialbusinesspartnershipusingasystemdevelopmentmethodology,associatedComputerAidedSoftwareEngineering(CASE)tools,aprojectmanagementmethodology,relatedprojectmanagementtools,andapplicationdevelopmentenvironment.DORmustunderstandthepotentialbusinesspartner'sapproachtothesystemdevelopmentlifecycle,includingadetailedunderstandingofhoweachphaseorcomponentofthelifecyclewouldbeappliedtothisdevelopmentproject,aswellasthepotentialbusinesspartner'ssimilarexperienceinotherlargemulti-phasedprojects.Sp
