华中科技大学博士学位论文核电站专业化运营管理研究姓名:贺禹申请学位级别:博士专业:管理科学与工程指导教师:张金隆20041020IIIEDRCRSMARTPSAIIIAbstractNuclearpowerisregardedasakindofpromisingenergywithitscharacteristicsofsafe,clear,stableandhighefficient.NuclearpowerindustrybeginstodevelopfasterthaneverinChinaandnewchallegencesareraisedtowardsthemanagementmodeofnuclearpowerrelatedenterprises.Intermofmanagementpracticeinnuclearpowerindustry,differentcountriesmayhavedifferentcharacteristicsandexperience.Itisanewtrytomanagenuclearpowerstaionsbyprofessionaloperationsandmanagement(POM)companies,whichmakestheresearchfieldofnuclearpowerindustryrelatedmanagementpracticeextendedtoanewarea.BasedonthepracticeofDayaBayNuclearPowerOperations&ManagementCompany(DNMC),thisdissertationisfocusedontheinstitutionalnatureofPOM,theformationprocessofPOMcompaniesandtheirstability,thesafesystemandknowledgemanagementsystemofPOMcompaniesafteranalyzingandabstractingtheDNMC’spractice.Apparently,thisdissertationischaracterisedbyitsconcernsandemphasisontechnicalandpracticalissuesrelatingtoPOMofnuclearpowerstations.Sixpartsareincludedinthisdissertation,whichwillbeintroducedindetailsasfollows:Infirstpart,afteranalyzingthedefinitionsofPOMandinternationalanddomestricpracice,severalcharacteristicsofPOMaredrawnwhichindicatesthatPOMisthetrendencyofnuclearpowermanagementmode.Afterdescribingthescope,fundamentalfactorsandsafetycharacteristics,thetrusteeshipmanagementispresentedasthebasicmodeofnuclearpowerstationprofessionaloperationsandmanagement.Basedonorganizationtheoryandindustryorganizationtheory,themodeofnuclearpowerstationprofessionaloperationsandmanagementisregardedasatransformativeprocessfromself-createdtoself-gatheringandfromroughmanagementtosubtlemanagement.Insecondpart,institutionanditsefficiencyofnuclearpowerstationprofessionaloperationsandmanagementarethecoreissuesstudied.AfteranalyzingthetransformationofDNMCintermsoforganizationstruture,capticalstructure,thenatureofnuclearpowerstationprofessionaloperationsandmanagementisprovedtobeakindofmulti-behaviorandinternalcompetionsituation.Ontheassumptionoftwostuations-uncooperationandcooperation,theinstitutionefficiencyisanalyzedforthenuclearpowerstationprofessionaloperationsandmanagement.Especially,threedifferentcriteriaoftransactioncostsarepresentedtoanalyzethesituationofcooperationbetweenownersindetails.Aconclusionisdrawnthatthecooperationofownersisthefundamentalrequirement.IVInthirdpart,thegeneralprocessofforminganuclearpowerstationprofessionaloperationsandmanagementcompanyandtheselectionofpartnersamongthepotentialnuclearpowerstationownersarestudied.Afteranalyzingthepartnerspickingprocessfromaresource-basedview,theformofPOMcompanyisatask-basedintergrationprocessofprofessionalcompanies.Thestabilityofthepartnershipisalsodiscussed.Therelationbetweendecisionrightallocationandopportunismisanalyzedandseveraleffectivewaystokeepthepartnershipstableareproposedincludingtheextendedmodelofknowledgeanddecision-makingrightsallocation,trustmechanismandmixedculture.Fromthetechnicalstandpoint,bydefiningthedegreeofagilityandreliabilityinnuclearpowerstationprofessionaloperationsandmanagementcompany,theimportanceoftheEDRandCRmechanismisdiscussed.Infourthpart,theresearchsubjectisconcernedwiththesafety-relatedissuesofnuclearpowerstationprofessionaloperationsandmanagement.Afterreviewingthebasicprinciples,toolsandmethodologiesofnuclearsafetysystem,aSMART-basednuclearsafetyevaluationindicatorsystemisdevelopedandthemethodsofsettingtheattributes’valuesarepresented.APSA-basedmethodisillustratedbyaninstanceindetails.Finally,asafety-focusedgreyevaluationmodelfornuclearequipmentsuppliersispresentedandbyraisinganexampleofoneprocumentcasetheapplicationofthemodelisillustratedindetails.Infifthpart,theissueofknowledgemanagementofnuclearpowerstationprofessionaloperationsandmanagementandtheframeworkofknowledgemanagementsystemarestudied.Fist,thebasicdefinitionan,principleandcontentsofenterpriseknowledgemanagementarereviewed.Second,acommonsystemframeworkispresentedaftercomparingtheinformationmanagementsystemandknowledgemanagementsystem.Asanexample,thesystemframeworkofmaintenanceknowledgemanagementsystemispresentedincludingtheknowledgestructure,designeofknowledgemodelandsystemarchitecture.Finally,anoverviewofthisdissertationisgeneralizedbesidesindicatingthepromosingreasearchfields.Keywords:Professionaloperations&ManagementNuclearPowerStationInstitutionAnalysisEnterpriseOperationsNuclearsafetyKnowledgeManagement111.1[1][2,3][4,5]8701.6%40021200150040003.6%[6]3000400201060%1.3-1.53[7]19992002790%[8]5050NEIINPOIAEAWANORINPO[9,10,11]20024300020001.21.2.151.2.212346561.31.3.12070901992[12][13]7[14][15][16][17][18][19][20][21][22]81.3.2[23,24]JohnNashJohnHarsanyiReinhardSeltonKennethArrowAmartyaSen[25]LeonidHurwiczEricS.MaskinTheodoreGrovesBuchananJamesKenBinmoreRonaldCoaseF.A.Hayek[26,29]DouglasNorth[27,28,30]Gametheory[31][32],91.3.3[33,34]904000GeorgiaAlabama[35,36]NMC1999NMCNMCNMCNMC10SYNERGIE10%SYNERGIE[37,38]1.41.4.1192030203050205011[25,29,30,39,40]1.4.2[41,42]1920“”[43,44]?“”12——“”“”“”
