I.J.Image,GraphicsandSignalProcessing,2017,4,22-29PublishedOnlineApril2017inMECS()DOI:10.5815/ijigsp.2017.04.03Copyright©2017MECSI.J.Image,GraphicsandSignalProcessing,2017,4,22-29MappingUrbanExpansionDuetoSpecialEconomicZonesintheUnitedArabEmiratesUsingLandsatArchivalData(CaseStudyDubai)Dr.NaeemaAlhosaniDepartmentofGeographyandUrbanPlanningCollegeofHumanitiesandSocialSciencesUnitedArabEmiratesUniversityAl-Ain,AbuDhabi15551,UAEEmail:[e-mail]—Therearepresentlyabout40specialeconomiczones(SEZs)acrossthesevenfederatingemiratesoftheUnitedArabEmirates.TheseSEZsincludebusinessestechnologyhubs,sciencecities,recreationalparks,andmediaparks.ThisstudyaimstodocumenthowtheSEZschangeoraffectthetransformationofurbanexpansionandlandusepracticesintheUAE.ThestudyaimstoshowthenewindustrialgrowthandexpansionrelatedwithlandusethatemergearoundtheSEZscomparedtobeforetheirestablishment.TheresearchisbasedonsequentialanalysisoftemporalgeospatialdigitalmapsgeneratedfromarchivalLandsatTMin2000andLandsat8OLIof2015.ThestudyareaislocatedaroundAlqouzandAlbarshalocalitiessituatedinthewesternsideofthecityofDubaiwithavibrantSEZs.Theanalysisresultsshowremarkableexpansionof23.6%ofindustrialandwarehouseinfrastructurecoupledwithmajorresidentialexpansionof18.6%.Thefindingsofthisresearchwouldhelplocalauthoritiesandcorporationinplanningforthefutureoftheseglobalbusinessesandlocalsustainabilityinthecontextofenvironmentalplanningandsustainability.IndexTerms—Specialeconomiczones,urbanexpansion,Landuseanalysis,LandsatdataI.INTRODUCTIONLandcoverandlandusechangeshavedependablybeenarangeofenthusiasmforgeographersandurbanplannersfortheinvestigationofspatialpatternsinurbanareas.Inrecentdecades,researchonlanduse/landcoverchangehasturnedintoanessentialpartofworldwidechangesbecomeanimportantaspectofglobalchange,andglobalwarmingstudies,becauseofitsassociationswithatmosphere,biologicalsystemforms,biogeochemicalcycles,biodiversity,and,muchmorevital,humanexercises(L'opezetal.,2001;Aguilaretal.,2003).Inthelast10years,muchmoreconsiderationhasbeenpaidtourbanareause/landspreadchangesincebiologicalcommunitiesinurbanregionsareunequivocallyinfluencedbyhumanexercisesandhavecloserelationswiththelifeofalmosthalfofthetotalpopulation(StowandChen,2002.)Thewayoftheurbanextensionisnotjustbythedevelopmentofthebuilt-upareas,additionallyhasobservedstrikinglybyindustrialexpansion,economicdevelopmentalandsocialdevelopmentalexercisesandcommonassetsutilization.Hencethedirectionofanygrowingurbansocietyinvolvescautiousanalysis,preciousplanningandtimelyimplementationofdifferentstrategicplans,keepinginviewtheconstraintsimposedbyresources,spaceandtime(Sebastianetal.,1998).Forecastingandunderstandingurbandevelopmentandchangearebasictocityplannersandadministratorsparticularlyinquicklychangingsituations(Knox1993,Turneretal1993).Therearemanyfactorsinfluencingtheurbanexpansionofanareasuchashistoricalfactors,culturalfactors,socialvalues,sitefactors,economicforces,economicaccessibility,andinfluenceofgovernment.SEZshavebeendistinguishedasoneofthevitalfactorsforurbanlandscapechangeinAsiannations,particularlyChinaandmiddleeastcountries.Sincethe1980s,theAsianmainlandareashavebeenrelatedtoextensionanddevelopmentofSEZsofvarioussizesandeconomicadvancementangrowthtargets(FaroleandAkinci2011).TheSEZsarecreatedofacquiringtheaccompanyingmainlyfourfourpolicypurposes(FIAS2008,suchasattractforeigndirectinvestment(FDI):Toserveaspressurevalvestomitigateexpansivescaleunemployment,Insupportofamoreextensivemonetarychangeprocedure,Asexperimentallaboratoriesfortheutilizationofnewstrategiesandmethodologies.TheexpansionoftheSEZsinAsiatoagreatextenttakesafterapproachesandgoalsofdifferentnationstoattracttheforeigninvestmenttoactuatenationaldevelopmentandadvancement(Wanetal.2014).Specialeconomiczoneestablishedapplyingadifferentofinstitutionalstructuresacrosstheworldrangingfromfullypublic(governmentoperator,governmentdeveloper,governmentregulator)to'fully'private(privateoperator,privatedeveloper,publicregulator).Forcertain,theSEZshaveimplementedanicheforthemselvesbyvirtueofbeingvehiclesforsustainabilitystressesandeconomictransformationinAsia(ChaudhuriandYabuuchi2010,Wang2013).Interestingly,aportionoftheSEZsarebeingcreatedinviewofenthusiasmforsustainabilityandcommunicatedsupportforstandardsofgreendevelopment(ShengandTang2013).MappingUrbanExpansionDuetoSpecialEconomicZonesintheUnitedArabEmirates23UsingLandsatArchivalData(CaseStudyDubai)Copyright©2017MECSI.J.Image,GraphicsandSignalProcessing,2017,4,22-29DubaiisthehighestcrowdedcityandemirateintheUnitedArabEmirates(UAE),andthesecondlargestemirateaftertheemirateofAbuDhabi.ItislocatedonthesoutheastcoastofthePersianGulfontheArabianpeninsulaandisoneofthesevenemiratesthatmakeupthecountry.TheDubaimetropolisisfastrisingasglobalentertainmentdestinationwithitsmediafriendlycosmopolitanlifestyle.OverthelastdecadesDubaiEmiratehasseenanextraordinaryfinancialrestorationbringingaboutgiganticurbanizationthattransformedthedesertintoresidential,commercia
