福建省工程建设地方标准DBJ13-99-2008建设部备案号:J11184-2008建设工程质量检测数据信息管理技术规程TechnicalStandardforDataInformationManagementofConstructionQualityTest2008-03-29发布2008-05-01实施福建省建设厅发布福建省工程建设地方标准建设工程质量检测数据信息管理技术规程TechnicalStandardforDataInformationManagementofConstructionQualityTestDBJ13-99-2008建设部备案号:J11184-2008主编单位:福建省建设工程质量安全监督总站批准部门:福建省建设厅施行日期:二OO八年五月一日2008年福州福建省建设厅关于批准发布省工程建设地方标准《建设工程质量检测数据信息管理技术规程》的通知闽建科[2008]16号各设区市建设局、厦门市市政园林局、泉州市公用事业局:由福建省建设工程质量安全监督总站主编的《建设工程质量检测数据信息管理技术规程》,经审查,批准为福建省工程建设地方标准,编号为DBJ13-99-2008,自2008年5月1日起施行。施行中有什么问题和意见请函告省厅科技处。该标准由省厅负责管理,省工程建设科学技术标准化协会组织出版发行。福建省建设厅二○○八年三月二十九日关于同意福建省《建设工程质量检测数据信息管理技术规程》等三项地方标准备案的函建标标备便[2008]55号福建省建设厅:你厅《关于福建省〈建设工程质量检测数据信息管理技术规程〉等三项工程建设地方标准申请备案的函》收悉。经研究,同意该三项标准作为“中华人民共和国工程建设地方标准”备案,其备案号为:《建设工程质量检测数据信息管理技术规程》J11184-2008《建设工程质量检测信息监管系统技术规程》J11185-2008《水泥土配合比设计规程》J11186-2008该三项标准的备案公告,将刊登在近期出版的《工程建设标准化》刊物上。建设部标准定额司二○○八年四月二十四日前言本标准是根据省建设厅闽建科[2006]38号文件的要求,由福建省建设工程质量安全监督总站主编而成。在编制过程中,编制组进行了广泛调查和论证,总结了我省应用信息技术进行建设工程质量检测管理的实践经验,参考了国内有关技术标准,编制了本技术规程。本标准规定了建设工程质量检测数据信息管理技术的适用范围,建设工程质量检测管理信息数据的基本要求和检测数据信息编码、基础信息、管理信息、检测项目基本信息等。在执行本技术规程中,请各单位认真总结经验,注意收集资料,随时将有关意见和建议函告省建设厅科技处(地址:福州市北大路242号,邮编:350001)。主编单位:福建省建设工程质量安全监督总站参编单位:福建省建设工程检测鉴定中心主要起草人:张作秦鄢飞林树勋柯国生林立军徐百荣施峰吴镝阮民全吴武玄张秀义苏忠高主审人员:黄文巧钟进章审定人员:刘忠群蔡栋松林芬李晓斌夏世林张海红杨德章目录1总则····························································································12术语····························································································23基本规定····················································································34检测数据信息编码规定·····························································45基础信息····················································································65.1检测机构信息·································································65.2检测机构资质信息·························································65.3人员信息·········································································65.4信用档案信息·································································75.5仪器设备信息·································································75.6检测技术标准·································································76管理信息····················································································87检测项目基本信息·····································································97.1通用信息·········································································97.2建筑地基基础工程检测·················································97.3建筑主体结构工程现场检测·······································127.4建筑幕墙工程检测·······················································167.5建筑钢结构工程检测···················································177.6建筑工程材料检测·······················································217.7建筑工程室内环境检测···············································307.8建筑智能化系统工程质量检测····································317.9建筑工地特种设备检测···············································357.10市政工程材料检测·····················································417.11市政桥梁工程检测·····················································447.12建筑工程可靠性鉴定检测·········································467.13建筑节能工程质量检测·············································467.14建筑门窗检测·····························································497.15建筑安装设备检测·····················································50附录:检测项目编码表·································································56条文说明························································································6211总则1.0.1为规范建设工程质量检测数据信息分类划分及信息编码,加强检测数据信息管理,推进建设工程质量检测工作的信息化建设,制定本规程。1.0.2本规程适用于建设工程质量检测活动的数据信息管理。1.0.3建设工程质量检测数据信息除应执行本规程外,尚应符合国家和福建省现行有关标准的规定。22术语2.0.1检测数据testdata对检测样品所作的描述、检测过程及结果的有关信息。2.0.2样品sample具体的检测对象,如试件、构件、整体结构等。2.0.3样品检验相关信息sampletestaboutinformation与检测有关的样品类型、名称、规格、抽样、实验过程、生产、设计、施工等有关参数。33基本规定3.0.1建设工程质量检测机构应有适合自身具体情况并符合现行标准规范的记录制度。所有工作应及时予以记录。每次检测记录应包括足够的信息以保证其能够再现,记录应包括参与抽样、样品准备、检测人员的标识。3.0.2所有的检测报告、原始观测记录、计算和导出数据等书面或电子存储的技术记录信息应采取有效的保管措施,并按现行的档案管理规定归档和保存时限保存。3.0.3数据信息包括基础信息、管理信息和检测项目信息,相应编码应符合本规程的规定。3.0.4数据信息编号应包括检测机构编号、人员编号、设备编号、检测项目与参数编号、合同编号、委托编号、检测样品编号、检测报告编号。3.0.5本规程所列的各类信息凡涉及到的均应如实记录,不得篡改。44检测数据信息编码规定4.0.1检测机构编号应按照检测机构法人代码执行。4.0.2工程地点编号按福建省行政区划代码进行编号。4.0.3人员编号应按照人员身份证号码执行。4.0.4设备编号宜由检测机构自行按照流水号进行编号,长度应不大于8个字节,由字母、符号与数字组成,不应包含中文,且在本机构内不应重复与重用。4.0.5检测项目编号的规则为“检测类别编号”+2位数流水号,新增的检测项目按流水号续编,详见附录“检测项目编码表”。4.0.6合同编号的规则为HT+2位数年份+5位数流水号。4.0.7委托编号的规则为WT+检测项目编号+2位数年份+6位数流水号。4.0.8检测样品编号的规则为YP+检测项目编号+2位数年份+6位数流水号。4.0.9检测报告编号的规则为BG+检测项目编号+2位数年份+6位数流水号,例如:BGC0108000005。4.0.10检测项目中的通用信息编号、样品检验相关信息编号和检测参数信息编号的规则为本规程相应的汉字拼音首字母,如字数超过5个则按前4个汉字加末一个汉字的拼音首字母。若有重复,在字母编号后增加流水序号。例如:极限承载力对应沉降量对应的编号为jxczl,极限承载力对应上拔量对应的编号为jxczl1。4.0.11检测项目中的通用信息、样品检验相关信息和检测参数信息应有单独的修改标识与时间戳,修改标识编号为布尔值,已修改用“True”,未修改用“False”。54.0.12检测参数信息应有单独的判定标识,判定标识编号为字符串型值,符合设计要求或规范要求的检测结果用“A”,不符合设计要求或规范要求的检测结果用“B”,仅提供检测参数且不参与检测结果判定的用“C”。4.0.13检测报告应有单独的判定标识,判定标识编号为字符串型值,符合设计要求或规范要求的检测结果用“A”,不符合设计要求或规范要求的检测结果用“B”,仅提供检测参数且不参与检测结果判定的用“C”。4.0.14被修改的报告编号后缀应加标识“G”+1位数流水号,例如报告编号为“BGC0108000005”第一次修改后的报告编号为“BGC0108000005G1”。65基础信息5.1检测机构信息检测机构信息应包括机构编号、机构名
