河北师范大学硕士学位论文软实力对中国外交战略的影响姓名：刘永涛申请学位级别：硕士专业：国际政治指导教师：张骥20100315IIIIVVAbstractWithChina'ssustainedandrapideconomicdevelopmentandtheimprovementofinternationalstatus,ThereisagrowingneedtoplaytheroleofsoftpowerinChina'sdiplomaticstrategy.Togivefullplaytotheroleofsoftpower,weneedtostartthinkingseriouslyabouttheconceptandfeaturesofsoftpower,therelationshipbetweenthesoftpoweranddiplomaticstrategy,themeaningofthesoftpowerinChina’sdiplomaticstrategy,thepositiveimpactofsoftpowerforChina'sdiplomaticstrategy,andthelimitationsofsoftpowerinChina'sdiplomaticstrategy.Thepurposeofthethesisistolearnfromtheresultsofexistingresearch.AndtosystemlyanalyseandexplorethesoftpowerofChina'sdiplomaticstrategies.Thethesisisdividedintofourparts.Thefirstpartisabouttheanalysisintothebackgroundofsoftpowertheory,thebackgroundofthesoftpowertheoryfromeconomicdevelopmentofglobalization,socialformsofinformationtechnologytointernationalrelationsofmulti-polarperspectiverole,andtheagereasonsforitspowerdevelopment.Thesecondpartisaboutaclearconceptofsoftpower.Softpowerisdefinedasacountry’sabilitytosecureothercountries’understanding,approvalorcooperationbysomenon-mandatoryways,suchastheuseofcultural,political,diplomatic,values,andotherresources.Andthemainelementsofsoftpowerarepointedout.Softpowerissummarizedassixcharacteristics:non-mandatory,interactive,internaldisplacementandrelativenatureofcomprehensive.Thereisalsosimultaneousanalysisoftherelationshipbetweenthesoftpoweranddiplomaticstrategy.Thatis,diplomaticstrategyhasstrategicneedsofsoftpowerwhilesoftpowerhasamajorimpactonthediplomaticstrategy.ThethirdpartisaboutacleargoalofChina'sdiplomaticstrategy.AftertheColdWar,thestrategyaimsistosafeguardChina'sindependence,sovereigntyandterritorialintegrity;driveandcreateafavorableinternationalenvironmentforChina'sreformandopeningupandmodernization;tosafeguardworldpeaceandpromotecommondevelopment;andtobuildaharmoniousworld.China'sdiplomaticstrategydevelopmentaftertheColdWarcanbedividedintotwoperiods:“Keepingalowprofile,andthepeacefuldevelopment.ItisconcludedthatthepeacefuldevelopmentofChina'sdiplomaticstrategyofthenewcenturyVIhasfourcharacteristics:thenationalinterestsofChina'sdiplomaticstrategyisthedevelopingfoundationandbasicpremise;theroleoftheinternationalsystemisemphasized;multilateralismisameanstoachieveChina'sdiplomaticstrategy;andaharmoniousworldisthenewtargetofChina'sdiplomaticstrategyinthenewcentury.Thefourthpartisthefocusandbasisofthisthesis.ItmainlydealswiththecurrentsituationofChina'ssoftpower,thesignificanceofsoftpowerindiplomaticstrategy,itspositiveimpactonChina'sdiplomaticstrategy,itseffectlimitationsonChina'sdiplomaticstrategyandthereasonsforsuchlimitations.AndsomeoftherecommendationsaboutthedevelopmentofsoftpowerandthepromotionofChina'sdiplomaticstrategy,.Thepresentstatusofsoftpowerisanalyzedfromthecultural,politicalvalues,theChinesemodel,thecountry'simage,anddiplomaticpointofviewofnewconcepts.SoftpowerofChina'sdiplomaticstrategyhaspositivesignificance.IthaspositiveimpactonChina'sdiplomaticstrategy,improvesthelegitimacyofChina'sinternationalstatus,shapesagoodnationalimageforChinaandcanbeachievedtosafeguardnationalsecurityrequirements.SoftpowerhaslimitationsinChina'sdiplomaticstrategy:softpowerisdependentonpowerfulresourcesanddeterminationandwillintheuseofresourcesforitsparttoplayinthediplomaticstrategy.Itsroleindiplomaticstrategyreliesonapowerfulmassmedia’sbackinganditseffectdependsontherealityofthecountrybythemovementandcharacteristics.ThereasonsforlimitationsofitsimpactonChina'sdiplomacystrategicimpactarethatChina'ssoftpowerisnotverygreat,whichhasrestricteditsinfluenceonChina'sdiplomaticstrategy.And,theaccuratepositioning,systemsplanningandoverallarrangementsofChina'ssoftpowerneedtobestandardizedandunified.Besides,thereisalackofcoordinationbetweenoursoftpowerandhardpower,and,theireffectiveinteractionneedtobestrengthened.Finally,thefollowingproposalsonthedevelopmentofsoftpowerandthepromotionoftheChina'sdiplomaticstrategyareputforward:topromoteinnovationanddevelopmentofmainstreamvaluestoensurethebuildingofChina'ssoftpowerdirection,andtovigorouslyparticipateintheinternationalsystem,thedevelopmentandinnovation,inordertocontinuetoenhancethesoftpowertoprovideapowerfulimpetusandprotection.AsoundsoftpowerisresponsibleforplanningtheprofessionalinstitutionsandmechanismstoenhancetheeffectivenessoftheuseofsoftpowertoenhancetheskillsandtheabilityinusingthemediatoshowourgoodimageVIIofabigcountry,coordinatedatthenationallevelexchangeswithothercountriestostrengthentheimportanceofnon-governmentalorganizationsintheroleofsoftpowerbuilding,strengtheningChina'sdiplomaticstrategyintheuseofsoftpowerandhardpowerofcoordinationandbalanceandsoon.Keywords:SoftpowerChina'sDiplomaticStrategyNationalinterestsII121?2.-30312345.21[1][2].6[3][4][5][6][7].7[8]8..1.[9][10]92.3.104.5.[11][12]1.112.3.124.5.13[13]6.141.1[14]152[15][16]2.1162317.1.2.18200821203.[17]194.[18][19]201.2080901989[20][21]212.200512[22][23]221.[24]40%2.[25],WTO23[26][27]3.[28]-10+1—10+3[29]2410+3[30]4.
