1STANDARD4.2.2PRIMARYPRODUCTIONANDPROCESSINGSTANDARDFORPOULTRYMEAT(Australiaonly)PurposeandcommentaryThisStandardsetsoutanumberoffoodsafetyrequirementsfortheprimaryproductionandprocessingofpoultry,andpoultrycarcassesandpoultrymeatforhumanconsumption.Attheprimaryproductionstage,businessesthatproducepoultrymustimplementmeasurestocontrolthefoodsafetyhazardsandmustbeabletotracetheirproducts.Businessesthatprocesspoultrymustcontroltheirfoodsafetyhazardsandmustbeabletotracetheirproducts.ItistheresponsibilityofthesebusinessesnotonlytocomplywiththisStandardbutalsotobeabletodemonstratecompliance.ThisStandardis,inpart,intendedtoreducethecontaminationofpoultry,poultrycarcassesandpoultrymeatbypathogenicCampylobacterandSalmonella.TableofProvisionsDivision1–Preliminary1Interpretation2ApplicationDivision2–Primaryproductionofpoultry3Generalfoodsafetymanagement4Inputs5Wastedisposal6Healthandhygienerequirements7Skillsandknowledge8Design,constructionandmaintenanceofpremises,equipmentandtransportationvehicles9Traceability10SaleorsupplyDivision3–Processingofpoultry11Application12Generalfoodsafetymanagement13Receivingbirdsforprocessing14Inputs15Wastedisposal16Skillsandknowledge17Traceability18Saleorsupply19Requirementsforproducersofready-to-eatpoultrymeatClausesFederalRegisterofLegislativeInstrumentsF2012L002922Division1–Preliminary1Interpretation(1)Unlessthecontraryintentionappears,andsubjecttoStandard4.1.1,thedefinitionsinChapter3ofthisCodeapplyinthisStandard.(2)Thedefinitionof‘condition’inStandard3.2.2doesnotapplyinthisStandard.(3)InthisStandard–carcassmeansthewholedressedbodyofslaughteredpoultry,butexcludesanypartthathasbeenremovedfromthedressedbody,forexample,thehead,feathers,visceraandblood.foodsafetymanagementstatementmeansastatement,whichataminimum,hasbeenapprovedorrecognisedbytherelevantauthorityandsubjectedtoongoingverificationactivitiesbyapoultryproducerorpoultryprocessorandtherelevantauthority.Editorialnote:‘Authority’isdefinedindraftStandard4.1.1as–theState,TerritoryorCommonwealthagencyoragencieshavingthelegalauthoritytoimplementandenforceprimaryproductionandprocessingStandards.poultrymeanschicken,turkey,duck,squab(pigeons),geese,pheasants,quail,guineafowl,muttonbirdsandotheravianspecies(exceptratites).poultryhandlermeansapersonwhohandlesorsupervisesthehandlingofpoultry.poultrymeatmeansthepartsofthepoultrycarcassintendedforhumanconsumption.poultryproducermeansabusiness,enterpriseoractivitythatinvolves–(a)growing;or(b)livetransporting;ofpoultryforhumanconsumption.poultryprocessormeansabusiness,enterpriseoractivitythatinvolvestheprocessingortransportingofpoultryproductforhumanconsumption.poultryproductmeansthecarcassofpoultry,poultrymeatorpoultrymeatproduct,asthecasemaybe.premisesmeansapoultryprimaryproductionorprocessingpremises.processingofpoultryorpoultryproductincludesthe–(a)holdingbeforestunning;orFederalRegisterofLegislativeInstrumentsF2012L002923(b)stunning;orFederalRegisterofLegislativeInstrumentsF2012L002924(c)bleeding;or(d)scalding;or(e)defeathering;or(f)removingofheadorfeet;or(g)processingoffeet;or(h)removingofviscera;or(i)processingofoffal;or(j)trimming;or(k)washing;or(l)chilling:or(m)spinchilling;or(n)freezing;or(o)thawing;or(p)deboningorportioning;or(q)mincingordicing;or(r)marinating;or(s)injectingormassaging;or(t)partialcooking;or(u)crumbing;or(v)packaging;or(w)storage,associatedwithprocessing;ofpoultryorpoultryproduct,asthecasemaybe,forhumanconsumption.unsuitablemeansunsuitableasdefinedinStandard3.1.1,butincludespoultryorpoultryproductthatisinacondition,orcontainsasubstanceapersonwouldordinarilyregardasmakingthepoultry,afterprocessing,orpoultryproductunfitforhumanconsumption.Editorialnote:‘Suitable’aredefinedinStandard3.1.1.Clause2ofStandard3.1.1provides–Foodisnotsuitableifit–(a)isdamaged,deterioratedorperishedtoanextentthataffectsitsreasonableintendeduse;or(b)containsanydamaged,deterioratedorperishedsubstancethataffectsitsreasonableintendeduse;or(c)istheproductofadiseasedanimalorananimalthathasdiedotherwisethanbyslaughter,andhasnotbeendeclaredbyorunderanotherActtobesafeforhumanconsumption;or(d)containsabiologicalorchemicalagent,orothermatterorsubstance,thatisforeigntothenatureofthefood.However,foodisnotunsuitableforthepurposesoftheFoodSafetyStandardsmerelybecause–(a)itcontainsanagriculturalorveterinarychemicalinanamountthatdoesnotcontravenetheAustraliaNewZealandFoodStandardsCode;or(b)itcontainsametalornon-metalcontaminant(withinthemeaningoftheAustraliaNewZealandFoodStandardsCode)inanamountthatdoesnotcontravenethepermittedlevelforthecontaminantasspecifiedintheAustraliaNewZealandFoodStandardsCode;or(c)itcontainsanymatterorsubstancethatispermittedbytheAustraliaNewZealandFederalRegisterofLegislativeInstrumentsF2012L002925FoodStandardsCode.FederalRegisterofLegislativeInstrumentsF2012L0029262ApplicationThisStandarddoesnotapplytopoultryretailsaleactivitiesorpoultryproductretailsaleactivities.Division2–Primaryproductionofpoultry3Generalfoodsafetymanagement(1)Apoultryproducermustsystematicallyexamineallofitspri
