目录一、总体施工组织布置及规划·····························11施工管理·············································12施工现场总体布置·····································1二、主要工程项目的施工方案、方法与技术措施(尤其对重点、关键和难点工程的施工方案、方法及其措施)·················21施工工艺流程·········································22破除旧路面及砖石结构·································23复核测量数据、桩(网)··································34施工测量·············································35道路搭板施工·········································46路基工程施工·········································57水泥混凝土路面施工···································88沥青混泥土施工······································169示警桩··············································2010交通标线施工········································2011混凝土防撞护栏施工··································2212波形梁护栏施工······································2513交通标志施工········································2614桥涵施工············································3115涵洞施工············································3316排水管施工··········································3417施工技术措施········································3718工程重点、关键和难点工程的施工方案、方法及措施········41三、工期保证体系及保证措施·····························491目标················································492保证体系············································493保证措施············································49四、工程质量管理体系及保证措施·························521工程质量管理体系····································522管理措施············································533质量保证控制措施····································544冬季施工措施········································545高温季节施工措施····································62五、安全生产管理体系及保证措施·························641目标················································642安全生产管理体系····································643保证措施············································64六、环境保护、水土保持保证体系及保证措施················711环境保护、水土保持目标及保证体系·····················712保证措施············································71七、文明施工、文物保护保证体系及保证措施················731目标················································732文明施工、文物保护保证体系···························733文明施工保证措施····································734文物保护保证措施····································75八、项目风险预测与防范事故应急预案·····················761项目风险预测········································762事故防范············································763事故应急预案········································76九、廉政建设···········································77十、其他应说明的事项···································781工程施工保护措施····································782半成品保证··········································783模板成品保护········································804混凝土成品保护······································805工程保修措施········································806各种附表(附表一~附表八)····························811一、总体施工组织布置及规划1施工管理为了确保本工程优质、高速、安全、低耗、圆满地完成合同规定的各项指标,根据本工程特点,做好施工前准备工作,科学组织精心安排、计划在先,保证施工中各项工作的顺利开展。做好技术交底工作,在工程开工前项目技术负责人根据进度计划向施工员和作业班组交底,重点放在施工方案、技术措施、作业指导书、工艺标准、安全措施等方面。交底必须细致齐全并应结合具体操作部位,关键部位和施工难点的质量要求,操作要点,安全要点等进行详细的交底。根据本工程的具体情况,编制切实可行的单项施工工艺措施和施工方案,重点阐明重要项目的施工方法、施工工艺、工程进度安排、劳动力组织、质量及安全保证措施,以利于有效地指导现场施工。及时编制施工预算,充分反映工程所需要的各种费用,材料、劳动力等,有效指导进度计划、材料计划、劳动力安排、竣工决算和经济分析等工作的开展。认真做好材料的计划采购准备,编制各项材料计划,对多种材料的采购,入库、保管和出库,制定完善的管理方法,同时加强防盗和防火管理。2施工现场总体布置2.1施工总布置原则:根据本工程地形、地质条件及现场实际条件,进行工程施工场地的总平面布置。在具体布置中,利用现有的施工场地条件,合理布局,统筹安排确保各施工时段内的施工均能正常有序的进行。同时尽量少占耕地,对施工区及周围环境进行有效的保护。临建设施布置原则上力求合理、紧凑、厉行节约、经济实用,方便管理,确保施工期间我公司各项工程合理有序,安全有效地施工。22.2水、电及通讯系统布置2.2.1生活用水:生活用水采用大桶水。2.2.2施工供电:现场施工用电线路自行解决。我公司负责安装电缆,引接动力线到砼搅拌站区;分别在各辅助系统及搅拌站区设置简易配电柜,并根据安全用电要求,各配电柜都安装漏电保护器,并做到一机一扎一保护。施工现场低压动力线根据实际要求进行架设。2.3施工道路布置2.3.1对外交通:本标段对外交通方便,直接通过公路进入现场工地。2.3.2场内施工道路:封闭施工,道路交叉路口及村庄入口选择人员车辆少的时间施工,周边要封闭好。做好路面的排水设施,进行洒水除尘,将施工作业产生的扬尘公害减少至最低程度。2.4临时设施搭建:根据本工程作业区域划分为施工区和生活区两大部分。施工区即管沟、路面等施工工作面。在施工现场生活区搭设办公用房、食堂、水冲厕所等临时设施设置各种材料堆放场地,按消防要求,现场设置灭火器等,具体见施工平面布置图。生活及办公设施:生活区的职工宿舍、办公室等集中在噪音较少的地方。二、主要工程项目的施工方案、方法与技术措施(尤其对重点、关键和难点工程的施工方案、方法及其措施)1施工工艺流程搭建临时设施、修筑临时工程→破除原有路面→外运建渣→复核测量数据、桩(网)→施工测量→路基施工→水泥稳定碎石施工→混凝土面层→设置混凝土防撞护栏、波形梁钢护栏→标线→竣工清理→竣工验收。2破除旧路面及砖石结构施工前需将原有砼路面及砖石结构破除,机械破除,边破除边外3运,运输建渣的车要遮盖以防止扬尘,处理好施工现场,为排水工程创造条件。3复核测量数据、桩(网)3.1测量仪器的准备工程现场主要准备以下测量仪器:全站仪、经纬仪、水准仪、钢尺、塔尺以及其他测量必备的器具。其中全站仪、经纬仪、水准仪、钢尺需要经有资质的计量检测机构检定合格。仪器的准备工作必须在交接桩之前完成。3.2测量桩位的交接正式开工前,由建设单位主持,在现场由勘测单位向项目部的测量人员进行交桩。依照资料在现场进行指认。交接要求:各桩位完整稳固,交接桩测量资料齐全,现场标桩应于书面资料相吻合,同时应在相邻施工段多交接一个平面控制点和一个高程控制点。接桩后要保护好桩点,并进行标识。发现问题以后,及时与业主和交桩单位进行沟通,复测合格后及时向监理工程师提交复测报告,以使复测结果得到确认后方可使用。3.3测标高测出项目中心高程,标于边桩上(即“红印”),以供施工。4施工测量4.1测量依据4.1.1根据业主提供的平面控制点与水准点为基准进行复测,按业主提供的有关测量资料、设计结构图、复测资料进行计算和测量放样。4.1.2以现行的施工规范(如《工程测量规范》、《精密工程测量规范GB/T15314—94》、《国家一、二等级水准测量规范》)中的有关规定作为精度标准。4.2测量方案4进场后,立即组织人员对地下管网进行调查,工程技术人员在开工前要全面熟悉图纸资料、施工技术规范、复拟图表中各个数据的正确性,了解设计意图,然后按照图纸资料,施工技术规范的要求进行施工测量。测量前要求设计单位到施工现场进行技术交底,沿线等线点、路基转角桩、管道、涵洞位置及控制桩,水准基点桩以及一些其它重要桩橛,都要交待清楚,然后根据这些桩橛,全面复核无误后,可照图纸放样施工。如复核与设计误差较大者,用书面形式报告业主、设计院及监理工程师,得到批准后方可进行放样施工。组织技术人员对设计单位现场移交的导线点和水准点进行复测,复测前,对测量仪器(全站仪、水准仪)进行检验标定,并熟悉设计文件中提供的水准点的编号、位置及数据,熟悉直、曲线转交点或导线点分布情况。4.3导线复测设计导线点不能满足施工要求时,进行加密,保证在管道施工的全过程中,相邻导线点间能互相通视。对有碍施工的导线点,施工前加以固定,所设护桩要牢固可靠,桩位便于架设测量仪器,并设在施工范围以外。导线闭合的加密桩精度满足规范要求。4.4中线复测工程施工前用坐标法恢复中线并固定路线主要控制桩,如交点、转点、圆曲线和缓和曲线的起迄点等。恢复中线时注意与结构中心、相邻施工段的中线闭合,发现问题
