InternationalJournalofBusinessandManagementOctober,2008107OntheConstructionandEvaluationofPowerSupplyEnterprise’sStrategicCapabilityShengmingHouBusinessAdministrationSchool,NorthChinaElectricPowerUniversity,Beijing102206,ChinaE-mail:kangwei63@yahoo.cnAbstractItisextremelyimportanttomakeascientificevaluationonenterprise’sstrategiccapability.Focusingonthepowersupplyenterprise,thispaperdesignsa“five-force”modecomposedbystrategiccapabilitiesandadvancesacompletestrategiccapabilityevaluationsystem.Inaddition,thispaperprovesthesystem’sfeasibilityandpracticabilitybycasestudy.Tosumup,thispaperprovideswithaneffectivemethodfortheevaluationofpowersupplyenterprise’sstrategiccapability.Keywords:Strategiccapability,Powersupplyenterprise,Analytichierarchyprocess(AHP)1.IntroductionInenterprisemanagement,inordertoadapttochangesofenvironmentandallocateresourceseffectivelyandobtainbettereffects,topossessstrongerstrategiccapabilityisanindispensablefactorfortheenterprise.Thestudyofenterprise’sstrategiccapabilityevaluationcanhelptheenterpriseevaluateitsstrengthsmoreexactlyandcomprehensively.Understanditsadvantagesanddisadvantages.Developtheadvantagesandimprovethedisadvantages.Enhancethestrengthsfromallaspectsinsteadofoneaspect.Finallyrealizetheenterprise’slong-termcoordinativedevelopmentandsustainitsinitiativesincompetitioninthelongrun.Asaresult,theenterprisecanobtainbettercorporateperformance.Therefore,theexactevaluationofenterprise’sstrategiccapabilityservesasthebaseofmanagement,whichprovideswitharelativelyrealandreliablebasisformanagersinmakingdecision.2.TheconnotationofstrategiccapabilityForanenterpriseinitswholedevelopmentprocess,astheenterprisecanmakeuprelevantenterprisestrategy,implementrelevantstrategicmanagementmethods,andguaranteeaneffectiveapplicationofenterprisestrategy,theenterprisepossessesstrategiccapability.Thecultivationandutilizationofenterprise’sstrategiccapabilityarethesufficientconditionsfortheenterprisecreatingsustainablecompetitiveadvantagesandthekeyensuringtheenterprise’ssustainabledevelopment(WensongZhang,2005;XiaopingXu&WeiLiu,2006).Differingfromcommonindustrialenterprises,thepowersupplyenterpriseisaspecialenterprisethataimsattransferring,distributing,andsellingelectricity.Itsproductionandoperationhaveuniquecharacteristicsandfollowspeciallaws.Basedontheenterprise’sstrategiccapabilitydiscussedaboveandtheoperationalcharacteristicsofpowergridenterprise,weconcludethefeaturesofpowersupplyenterprise’sstrategiccapabilityasfollow:(1)RegionalismAsakindofnaturalmonopolyindustry,themainbusinessoperationofpowersupplyenterpriseistotransfer,distribute,andsellelectricity.Itsoperationisaffectedapparentlybytheregion.Theeconomicandsocialdevelopmentofthecitywherethepowersupplyenterpriselocatesdeterminesitsdevelopmentrateandscaletoagreatdegree.(2)ComparabilityInordertostudythepowersupplyenterprise’sstrategiccapability,wecancomparethepresentstrategiccapabilitywiththeformerstrategiccapabilityormakecomparisoninthesameindustry,findoutthegap,explorethereasonsfortheincreaseofdecreaseofstrategiccapability,andmakeprogressesfromoneaspectorseveralaspects.Ontheotherhand,wecancomparethepowersupplyenterprisewithothersinthesameindustry,positionthepowersupplyenterpriseandmakeitlearnfromtheexcellententerprisesintheindustry.(3)DynamiccharacterThedynamiccharacterofpowersupplyenterprise’sstrategiccapabilitymeansthestrategiccapabilitychangesalongwiththechangesofmarketstructureandcompetitionbehaviours,andthechangesofenterprise’sorganizationalstructure.Inotherwords,theadvantagesordisadvantagesoftheenterprisearenoteternal.Vol.3,No.10InternationalJournalofBusinessandManagement108(4)IntegrityThestrategiccapabilityistheproductofenterpriseresourceallocationaswellastheproductofintegratingenterprise’sbusinesssystemandmanagementsystem.Thelackofanynecessaryresourceortheimperfectintegrationofcertainringinsystemswillaffectthecultivationandconstructionofstrategiccapability.(5)ProcesscharacterThecultivation,construction,development,anddeclinationofpowersupplyenterprise’sstrategiccapabilityneedaprocess.Asthepowersupplyenterprisecarriesoutitsstrategy,whatthestrategiccapabilityfocusesonisdifferentatdifferentstages.Therefore,thepowersupplyenterpriseshouldcompletelyrealizewhichstageitreachesinthelifecycleandchieflycultivatethecapabilitythataffectsthewholestrategiccapabilitygreatly.3.Theconstructionofpowersupplyenterprise’sstrategiccapabilityThestudyofstrategiccapabilityaimsatrealizingtheenterprise’ssustainablegrowthanddevelopmentbyconstantlyimprovingitsstrategicvalues.Thedecompositionofstrategiccapabilityistomakethestudyofstrategiccapabilitymorepracticalandoperational.Todecomposetheabstractandimplicitstrategiccapabilityintoquantitativeindexesandoperationalfactorsistohelptheenterpriseanalyze,evaluate,andsuperviseitsstrategiccapabilityandthechangesononehand.Ontheotherhand,itistocomparetheenterprise’sstrategiccapabilitywithothers’,providingwithoperationalwaysandmethodsfortheenterprisecultivating,improving,andperfectingitsstrategiccapability(BinYang&ChangtieZhao,2007
