***项目施工现场安全生产事故预防措施及应急救援预案**总公司2013年1月目录1方针与原则以及编制依据···········································································································21.1方针与原则·························································································································21.2编制依据····························································································································22应急策划·······························································································································22.1工程概况·····························································································································22.2本工程存在的危险源分析········································································································32.3事故预防措施······················································································································33应急准备·······························································································································83.1组织机构的设置和职责···········································································································83.2应急资源···························································································································123.3教育、训练与演练···············································································································124应急响应······························································································································124.1接警与通知························································································································124.2指挥与控制························································································································134.3警报和紧急公告··················································································································164.4事态监测与评估··················································································································165应急恢复······························································································································176预案管理与评审改进···············································································································177安全事故报告制度··················································································································17附录1安全事故应急处理工作领导小组成员、职责及联络方式附录2救援器材设备统计表施工现场安全生产事故预防措施及应急救援预案为贯彻实施《安全生产法》、《建设工程安全生产管理条例》和“安全第一预防为主综合治理”的基本方针,加强安全生产管理,执行安全生产责任制度,采取有效措施,防止伤亡和其他安全生产事故的发生,以及当施工中发生事故时,项目部能采取紧急措施减少人员伤亡和事故损失,根据总公司、分公司的《生产安全事故应急救援预案》并结合本工程项目的特点,制定工程项目的施工现场事故应急救援预案。1方针与原则以及编制依据1.1方针与原则项目经理部是总公司安全生产的基层单位,为了保证建筑施工事故应急处理措施的及时性和有效性,本着“以人为本,安全第一,预防为主,常备不懈、自救为主,统一指挥,高效协调,减少损失,保护环境”的原则,充分发挥各级部门在事故应急处理中的重要作用,保障人身与财产的安全,使事故造成的损失和影响降至最低程度。1.2编制依据1.2.1《中华人民共和国建筑法》1.2.2《中华人民共和国安全生产法》1.2.3《建设工程安全生产管理条例》1.2.4《生产安全事故报告和调查处理条例》2应急策划2.1工程概况**•****地块位于某市**路号;工程地上总建筑面积平方米;建筑层数为住宅别墅层,层高米,总高度m;建筑占地面积平方米。主体结构合理使用年限50年。上部结构体系框架结构、抗震设防烈度7度。本工程主楼结构质式为框架结构。序号项目内容1工程名称**·****地块2工程地址某市**路号3建设单位****(福建)房地产开发有限公司序号项目内容4设计单位公司5监理单位6勘察单位司7质量监督站量监督站8工程总承包公司9合同性质总承包合同10总建筑面积m211合同工期天12合同质量目标国家现行《工程施工质量验收规范》合格标准2.2本工程存在的危险源分析2.2.1触电事故2.2.2高处坠落及物体打击事故2.2.3机械伤害事故2.2.4坍塌事故2.2.5中毒事故2.2.6火灾事故2.2.7职业病危害2.2.8环境、文物遭破坏事故2.2.9易燃、易爆危险品引起火灾、爆炸事故2.2.10暴风雨、地震、水灾针对以上存在的危险源分别制定专项施工方案。2.3事故预防措施2.3.1触电事故1施工现场可能发生触电伤害事故的环节:在建工程与外电高压线之间未达安全操作距离或防护不符合安全要求;临时用电架设未采用TN-S系统,未按“三级配电两级保护”要求;雨天、露天电焊作业;不遵守手持电动工具安全操作规程;设备、照明灯具金属外壳末作保护接零,高大机械设备末设防雷接地;非专职电工操作临时用电等。2预防措施:(1)编制施工用电专项方案,并经企业技术负责人审批。施工现场做到临时用电的架设、维护、拆除等要严格按照技术规范、规程、专项方案要求进行,由专职电工完成。(2)在建工程的外侧防护与外面高压线之间必须保持安全操作距离,达不到要求的,要增设屏障,遮拦或保护网并挂警示牌,避免施工机械设备或钢架触高压电线。无安全防护措施时,禁止强行施工。(3)综合采用TN-S系统和漏电保护系统,组成防触电保护系统,形成防触电二道防线。(4)在建工程不得在高、低压线下方施工、搭设工棚、建造生活设施或堆放构件、架具、材料及其他杂物。(5)坚持“一机、一漏、一闸、一箱”。配电箱、开关箱要合理设置,避免不良环境因素损害和引发电气火灾,其装设位置应避开污染介质、外来固体撞击、强烈振动、高温、潮湿、水溅以及易燃易爆物等。(6)雨天禁止露天电焊作业。(7)按照《施工现场临时用电安全技术规范》的要求,做好各类电动机械和手持电动工具的保护接零,保证其安全使用。凡移动式照明和潮湿场所施工,必须采用安全电压。(8)坚持临时用电定期检查制度。2.3.2高处坠落及物体打击事故1施工现场可能发生高处坠落和物体打击事故的环节:高处作业防护不到位及物料堆放不平稳;临边、洞口防护不严;架上嬉戏、打闹、向下抛掷料;不使用劳保用品,酒后上岗,不遵守劳动纪律;起重、吊装工不按安全操作规程操作,龙门、井架吊篮乘人。2预防措施:(1)凡在距地2m以上,有可能发生坠落的楼板边、阳台边、屋面边、基坑边、基槽边、楼梯口、电梯井口、预留洞口、通道口等高处作业时,都必须设有效可靠的防护设施,防止高处坠落和物体打击。(2)施工现场使用的人货电梯,必须制定安装和拆除施工方案,严格遵守安装和拆除顺序,配备齐全有效限位装置。在运行前,要对超高限位、制动装置、断绳保险等安全设施进行检查验收,经确认合格有效方可使用。(3)脚手架外侧边缘用密目式安全网封闭。搭设脚手架必须编制施工方案和安全技术措施,操作层的脚手板必须满铺,并设置踢脚板和防护栏杆或安全立网。在搭设脚手架前,必须向工人作详细的交底。(4)模板工程的支撑系统,必须进行设计计算,并制定有针对性的施工方案和安全技术措施。(5)塔吊在使用过程中,必须具有力矩限位器和超高、变幅及行走限位装置,并灵敏可靠。塔吊的吊钩要有保险装置。(6)严禁架上嬉戏、打闹、酒后上岗和从高处向下抛掷物块,以避免造成高处坠落和物体打击。(7)人员进入施工现场必须按规定配戴好安全帽。应在规定的安全通道内出入和上落,不得在非规定通道位置行走。(8)安全通道上方应搭设双层防护棚,防护棚使用的材料要能防止高空坠落物穿透。2.3.3机械伤害事故1施工现场可能发生机械伤害的环节:机械设备未按说明书安装、未按技术性能使用;机械设备缺少安全装置或安全装置失效;对运行中的机械未进行维修、保养、调整,未按操作规程操作;机械设备带病运作。2预防措施:(1)机械设备应按其技术性能的要求正确使用。严禁超负荷工作。缺少安全装置或安全装置已失效的机械设备不得使用。(2)按规范要求对机械进行验收,验收合格后方可使用。(3)机械操作工持证上岗,工作期间坚守岗位,按操作规程操作,遵守劳动纪律。(4)处在运行和运转中的机械严禁对其进行维修、保养或调整等作业。(5)机械设备应按时进行保养,当发现有漏保、失修或超载带病运转等情况,有关部门应停止其使用。2.3.4坍塌事故1施工现场可能发生坍塌事故的环节外架手架;模
