INTERNATIONALTELECOMMUNICATIONUNIONCCITTD.91THEINTERNATIONALTELEGRAPHANDTELEPHONECONSULTATIVECOMMITTEEGENERALTARIFFPRINCIPLESCHARGINGANDACCOUNTINGININTERNATIONALTELECOMMUNICATIONSSERVICESTRANSMISSIONINENCODEDFORMOFMARITIMETELECOMMUNICATIONSACCOUNTINGINFORMATIONRecommendationD.91Geneva,1991FOREWORDTheCCITT(theInternationalTelegraphandTelephoneConsultativeCommittee)isapermanentorganoftheInternationalTelecommunicationUnion(ITU).CCITTisresponsibleforstudyingtechnical,operatingandtariffquestionsandissuingRecommendationsonthemwithaviewtostandardizingtelecommunicationsonaworldwidebasis.ThePlenaryAssemblyofCCITTwhichmeetseveryfouryears,establishesthetopicsforstudyandapprovesRecommendationspreparedbyitsStudyGroups.TheapprovalofRecommendationsbythemembersofCCITTbetweenPlenaryAssembliesiscoveredbytheprocedurelaiddowninCCITTResolutionNo.2(Melbourne,1988).RecommendationD.91waspreparedbyStudyGroupIIIandwasapprovedundertheResolutionNo.2procedureonthe22ofMarch1991.___________________CCITTNOTEInthisRecommendation,theexpression“Administration”isusedforconcisenesstoindicatebothatelecommunicationAdministrationandarecognizedprivateoperatingagency.©ITU1991Allrightsreserved.Nopartofthispublicationmaybereproducedorutilizedinanyformorbyanymeans,electronicormechanical,includingphotocopyingandmicrofilm,withoutpermissioninwritingfromtheITU.RecommendationD.911RecommendationD.91RecommendationD.91TRANSMISSIONINENCODEDFORMOFMARITIMETELECOMMUNICATIONSACCOUNTINGINFORMATION(Melbourne,1988,revised1990)1Introduction1.1UndertheprovisionofRecommendationD.90,Administrationsengageininternationalaccountingforradiocommunicationshandledeachmonth.1.2AgrowingnumberofAdministrationsareprocessingthismonthlyinternationalaccountingdatausingcomputerbasedaccountingsystems.Informationisdrawnfromtraffichistorytapesormanuallyencodedfromdatasuchasinwardinternationalaccountsandstatisticalsummariespreparedbymanualabstractionfromcopiesoftraffictickets.1.3ItisusualatpresenttocompletecomputerprocessingbyproducingconventionalprintedaccountsfollowingthespecificationsdescribedinthevariousaccountingRecommendations(D.90).WherethereceivingAdministrationalsousescomputerfacilities,however,thisinformationhastobere-encodedforprocessingthroughitssystem.1.4Transmissionofdatainencodedformavoidsthedecoding/re-encodingstep.Italsooffersafastertransferofinformationthanbyprintedformsthroughthemail.ThelatterremainstrueeveniftheforwardingAdministrationhaspreparedthedatabymanual/mechanicalmeans.2Aim2.1TheaimofthisRecommendationis:2.1.1ToenableAdministrationsusingcomputerbasedaccountingsystemstotransferinformationtoeachotherinencodedform,withouttheneedfordecodingintoconventionalprintedformandsubsequentencodingintomachine-readableform.2.1.2ToenableotherAdministrations,iftheysodesire,tobenefitfromthegreaterefficiencyofspeediertransferofinformationtothemandtopreparethemselvesfortheintroductionofcomputerworkingbyintroducingtransmissionofdatainencodedforminadvanceofinstallationofacomputer.2.1.3Tofacilitateprovisionofprintedoutputfromcomputerbasedsystemsinaformatsuitableformanual/mechanicalprocessingwhereitistobeforwardedtoAdministrationsnotusingcomputerfacilities.2.1.4Tofacilitateprovisionofprintedoutputfrommanual/mechanicalaccountingsystemsinaformatsuitablefordataencodingwhereitistobeforwardedtoAdministrationsemployingcomputerprocessing.2RecommendationD.913Method3.1Datarecord3.1.1TheaimofthisRecommendationcanbemetbyuseofastandarddatarecordformatforthevariouselementsofinformationtobetransferred.TheinformationelementsandtheirsequencemustbecompatiblewiththeprovisionsofthevariousaccountingRecommendationssothatdecodingtoandencodingfromprintedoutputforexchangeofinformationwithAdministrationsusingmanual/mechanicalsystemswillbeassimpleaspossible.3.1.2BetweenAdministrationsoperatingcomputerbasedaccountingsystems,adherencetothestandarddatarecordformatfordatatransmissionpurposeswillensurethatonlyoneinterfaceprogrammewillbeneededtoenableanyonecomputerinstallationtogeneratesuitableinputfor,andacceptoutputfrom,othercomputerinstallations.3.2Datatransfer3.2.1Proceduresalreadyexistfortransferofdatainconventional(printed)formthroughthemails.Datainencodedformcouldbetransferredbymailingofmagneticorpapertapes,papertapetransmissionbytelexordatatransmissionovercircuitsutilizedforthispurpose.3.2.2WhilemailingoftapesavoidstheencodingtaskforthereceivingAdministrationtherecanbedelaysandlossintransit.Inaddition,therecanbedifficultiescausedbythefragilityofpapertapeandincompatibilityofvariousformsofmagnetictaperecording.3.2.3TransferofdataviathetelexserviceusingpapertapetransmissionandreceptioncanbeadvantageousforAdministrationswhethertheyhavecomputerbasedaccountingsystemsormanual/mechanicalsystems.Asbothpagecopyandpunchedpapertapecanbegeneratedatthereceivingpoint,usersofeithertypeofaccountingsystemcanbenefit.Pagecopycanbeusedforcheckingpapertape,withthelatterbecominginputtoacomputer.Pagecopycanalsobeusedastheincominginternationalaccountavoidingtheneedforuseofthepostalservice.3.2.4Wherelargevolumesofdataaretobeexchanged,t
