******REQUESTFORPROPOSAL*****TheChinaInternationalCentreforEconomicandTechnicalExchanges(CICETE),MinistryofCommerceofthePeople’sRepublicofChinaProjectNo.andTitle:00062179/CPR/09/G02PHASING-OUTOFINCANDESCENTLAMPS&ENERGYSAVINGLAMPSPROMOTION(PILESLAMP)Sub-ContractScopeofWork1.IntroductionThePhasing-OutofIncandescentLamps&EnergySavingLampsPromotion(PILESLAMP)isaninternationalco-operationproject,whichissponsoredbytheChineseGovernmentrepresentedbyNationalDevelopmentandReformCommission(NDRC),theUnitedNationsDevelopmentProgram(UNDP)andtheGlobalEnvironmentFacility(GEF).TheobjectiveofthePILESLAMPprojectistheenhancedpromotionandresultinghigherutilizationofenergysavinglamps(ESLs)inChinathroughthetransformationofthelocallightingproductsmarketandthephasing-outofincandescentlampproductionandsale.ItisexpectedtocontributetothereductionofGHGemissionsthroughthetransformationoftheChineselightingmarkettowardsmoreenergy-efficientlightingproducts,technologies,andpractices.Thiswillbeaccomplishedthroughthreeprimaryactivities:-LightingIndustryCapacityEnhancement–supportingtheconversionofILmanufacturerstoESLlines,activitiestoimprovethesupplyofhighqualityESLs,andreductionintheenvironmentalwasteinproductionanddisposalofESLs.-ESLMarketDevelopmentandProductPromotion–activitiestoimproveawarenessaboutESLoptionsandapplications,especiallyinlowerincome,ruralareas.-ESLPolicyandInstitutionalSupport–supportpolicyandinstitutionalactivitiesthatlockintheprogressmadethroughtheothertwocomponents,includingpolicyproposalsregardingILmanufacturersbusinessconversionandincreasingmarketshareofESLs,alongwitharoadmapforILphase-outandexpandedESLpromotion.ThebudgetofthePILESLAMPisUS$14,000,000grantedbyGEF.Theprojectwillbeimplementedforaperiodofthreeyears.PILESLAMPisunderNationalExecution.TheNationalExecutiveAgencyofPILESLAMPistheDepartmentofResourcesConservationandEnvironmentalProtectionofNDRC.PILESLAMPProjectManagementOffice(PMO)isresponsibleforprojectmanagementandimplementation.ChinaInternationalCenterforEconomicandTechnicalExchanges(CICETE)isresponsibleforselectionandbiddingprocessofsubcontractsunderthisproject.PILESLAMPPMOwillberesponsiblefortheevaluationoftheprovidedproposal.2.PurposeoftheRFPThepurposeofRFPistoprovideoverallguidancetooffersonthetechnicalrequirementsandmethodforsubmissionofoffers/proposals.3.TasksofSubcontractors2TheTermsofReferences(TOR)ofsubcontractors,RFPandtheInvitationLetterareregardedasawholesetofdocument.ConditionsofthisRequestforProposals4.ConfirmationofSubmissionOffers,whoreceivetheRFP,arerequestedtoconfirmthereceiptoftheRFPandtoindicatewhetherornotyouintendtosubmitaproposalbyfax([phone])before5:00pm,Aug312010tothefollowing:Attention:NDRC/UNDP/GEFPHASING-OUTOFINCANDESCENTLAMPS&ENERGYSAVINGLAMPSPROMOTION(PILESLAMP)Mr.MaXiaochenChinaInternationalCenterforEconomicandTechnicalExchangesNo.28,AnDingMenDongDaJie,EasternDistrict,Beijing100007,P.R.ChinaTel:[phone]Fax:[phone].ProposalInquiriesAllinquiriesconcerningthisRFPshallbemadeinwriting,citingtheRFPTitle,Page,SectionandParagraph,andsubmittedto:Attention:NDRC/UNDP/GEFPHASING-OUTOFINCANDESCENTLAMPS&ENERGYSAVINGLAMPSPROMOTION(PILESLAMP)Mr.MaXiaochenChinaInternationalCenterforEconomicandTechnicalExchangesNo.28,AnDingMenDongDaJie,EasternDistrict,Beijing100007,P.R.ChinaTel:[phone]Fax:[phone]Offersareencouragedtosubmitquestionsviafax.AllinquiriesmustbereceivednolaterthanAug31,2010at5P.M.(BeijingTime)Writtencopiesoftheorganization’sresponse(includinganexplanationofthequerybutwithoutidentifyingthesourceofinquiry)willbesenttoallprospectiveoffersthathasreceivedtheRFP.InquiriesreceivedafterthisdateandtimewillbeaddressedonlyiftheyaredeemedbyPILESLAMPPMOandCICETEtobecriticaltothecompetitiveselectionprocess.6.CostofproposalTheOffershallbearallcostsassociatedwiththepreparationandsubmissionoftheProposal,CICETEwillinnocaseisresponsibleorliableforthosecosts,regardlessoftheconductoroutcomeofthesolicitation.7.ContentsoftheproposalsProposalsmustbesubmittedseparatelyforeachcontract.EachOffermayapplyforanynumberofavailablecontracts.ProposalsmustofferservicesforthetotalrequirementspecifiedineachrespectiveTOR.Proposalsofferingonlypartoftherequirementwillberejected.TheOfferisexpectedtoexamineallcorrespondinginstructions,forms,termsandspecificationscontainedintheRFP.FailuretocomplywiththesedocumentswillbeattheOffer’sriskandmayaffecttheevaluationoftheProposal.8.AmendmentsoftheRFPAtanytimepriortothedeadlineforsubmissionofProposals,thePILESLAMPPMOandCICETEmay,foranyreason,whetheratitsowninitiativeorinresponsetoaclarificationrequestedbyaprospectiveOffer,modifytheRFPbyamendment.3AllprospectiveOffersthathavereceivedtheRFPwillbenotifiedinwritingofallamendmentstotheRFP.9.CombinedproposalForimplementingthecontractworks,theOffermaycreateaconsortiumorsub-contractothercompanies.Incaseofconsortium,relevantagreementshouldbeincludedintotheProposal.TheOffershouldbetheleaderoftheconsortiumandmusthavetheauthoritytodecideonallissuesofbindingcharacteronbehalfofallconsortiummembers.Proposalsubm
