ConfuciusInstituteTheTimesBackgroundofEstablishmentofConfuciusInstitutes•Ininternationalarena,lotsofculturalinstitutionsandorganizationsfoundedinmanycountries•Inthedomestic,meetingthedemandofenhancement(增强)ofnationalculturalsoftpower•FollowingthetendencyofculturalglobalizationDefinitionConfuciusInstituteisnotageneralsenseoftheuniversity,butratherthepromotionofChineseculture,educationandculturalinstitutions,isanonprofitsocialwelfareinstitutions.ItalsohasanotherdefinitionthatConfuciusInstituteisnonprofitpublicinstitutionthataimtopromoteChineselanguageandculture,supportlocalChineseteachinginternationally,aswellasfacilitating(促进)culturalexchanges.Content•Organizesomeculturalexchangesandcooperationandholdsomeexhibitions;•ProvideprofessionaltrainingandgivingteachingresourcestoChineselanguageteachersinprimaryschools,highschoolsandcolleges;•AdministertheChinesetestandcertifyabilitytoteachChinese;•Sponsoracademicactivities,Chinesecompetitionsandotherculturalexchanges.ConfuciusInstituteHeadquartersHanban(汉办)/ConfuciusInstituteHeadquarters(孔子学院总部)locatedinBeijing,itgoesalloutinmeetingthedemandsofforeignChineselearnersandcontributingtothedevelopmentofmulticulturalism(多元文化)andthebuildingofaharmoniousworld.HistoryAfterestablishingapilotinstituteinTashkent(塔什干),Uzbekistan(乌兹别克斯坦),inJune2004,thefirstConfuciusInstituteopenedon21November2004inSeoul(首尔),SouthKorea.HundredsmorehavesinceopenedindozensofcountriesaroundtheworldwiththehighestconcentrationofInstitutesintheUnitedStates,Japan,andSouthKorea.AsofJuly2013,therewere327ConfuciusInstitutesin93countriesandregions.TheMinistryofEducationestimates100millionpeopleoverseasmaybelearningChineseby2010andtheprogramiscontinuingrapidexpansiontokeeppace.Hanban(汉办)aimstoestablish1,000ConfuciusInstitutesby2020.TherapidexpansionofConfuciusInstituteshasledtoabacklash,especiallyintheUnitedStatesandotherWesterncountries.DevelopmentInstituteFaculty•ProfessorsfromuniversitiesintheU.S.andChina•SeniorandexperiencedlocalChineselanguageteachers•ExpertsinteachingtechnologyandresourceTrainees(实习生)•ChineselanguageteachersatK-12schools(幼儿园到高中)•Chineselanguageteachersatweekend/eveningschools•ThosewhowanttoteachChineseinaforeigncountryFunctions•TomakepoliciesanddevelopmentplansforpromotingChineselanguageinternationally•TosupportChineselanguageprogramsateducationalinstitutionsofvarioustypesandlevelsinothercountries•TodraftinternationalChineseteachingstandardsanddevelopandpromoteChineselanguageteachingmaterialsScopeofactivities•OfferChinesecoursesondifferentlevels(forprimary,secondaryandcollegestudentsaswellasadults);•HoldlecturesonChineseculture,history,politics,economicsetc;•ShowChinesemoviesandTVprograms;•ProvideconsultingservicesforindividualswishingtostudyinChina;•Providereferencematerialsfortheeducationalandotherprofessionalindividuals;•OrganizeseminarsorworkshopsonChinesecalligraphy,music,go-chess,cookingandTai-chi-quan.SomeDirectors’Attitudes•AsoundplanisessentialtothesustainabledevelopmentoftheCI.•AllthedirectorsbelievethattheCIshouldHelpthelocalcommunitytodevelopChineseteaching•Deepeninternationalcooperationandimprovethequalityoffacultyandtextbooks•PromoteculturalandeconomicexchangeChallenges•In2012Visacontroversy(风波)U.S.stateDepartment(美国国务院)issuedapublicnotice:TheysaidtheinstitutesneedtoapplyforU.S.academicaccreditation.(美国学术评审机构)Italsosaidmanyteachersattheinstituteswereviolatedthetermsoftheirvisasandneedtoreturnhometoreapplyforproperaccreditation•In2014AmericanAssociationofUniversityProfessors(美国大学教授协会),anonprofitorganizationcommittedtopreservingAcademicFreedomandmaintaininghighstandardsofacademicandmoralexcellenceinAmericanuniversities.ItsaidCIviolatedtheAcademicFreedomandtheydidn’twantAmericanuniversitiescontinuecooperatingwithChina.Reasons•Firstofall,themostoftheboycottandcriticismsufferedbyConfuciusInstituteisduetothehighlypoliticizedaction,whichdoesnotfitwiththeAmericancustoms.•Secondly,theimmatureandineffectivecultureoutputmodemakesitharderforConfuciusInstitute.Foronething,theschool-runningpatterns,curriculumsettingsandteachingmaterialsindifferentConfuciusInstitutesarequitedifferent.•Thirdly,theimageofourcountryisthebiggeststumpingblockforConfuciusInstitute.DespitethehugegrowthofChineseeconomy,Chinesespeeddidn’tgetrecognitionfromtheworld.SolutionWeshouldsurmountourdifferencesinsocialsystemandideology,respectoneanother,seekcommongroundandshelvedifferencesandenhanceourmutuallybeneficialcooperation.Ourdisputesshouldbeappropriatelysolvedthroughdialogueonthebasisofequalityandmutualrespect.Thankyou!------ByYueyingLi
