新建“伏象山生态住宅区”项目环境影响报告书简本1伏象山生态住宅区项目环境影响评价报告书(简本)建设单位:云南正源房地产有限公司评价单位:云南大学二〇〇六年十二月新建“伏象山生态住宅区”项目环境影响报告书简本2目录1、项目概况·····················································································31.1项目简况·····························································································31.2工程内容·····························································································32、环境影响预测及评价·····················································································42.1施工期环境影响分析··············································································42.2运营期环境影响分析··············································································83、环境保护对策与措施····················································································153.1施工阶段的污染防治措施及要求······························································153.2项目建成后运营期的污染防治措施···························································183.3绿化措施····························································································213.4水土保持措施······················································································213.5地质灾害防治措施················································································243.7其他··································································································254、评价结论···································································································274.1产业政策相符性···················································································274.2符合规划及选址合理性··········································································274.3达标排放····························································································274.4总量控制····························································································274.5评价区域环境质量现状··········································································274.6污染物排放及污染防治措施结论······························································284.7环境影响分析结论················································································314.8公众参与调查······················································································324.9总体结论····························································································32新建“伏象山生态住宅区”项目环境影响报告书简本31、项目概况1.1项目简况项目名称:伏象山生态住宅区建设单位:云南正源房地产有限公司建设地点:呈贡县洛羊镇水海子社区伏象山项目建设性质:新建建设项目类别:房地产占地面积:290725m2总建筑面积:171525m2总投资:8800万元工程建设期限:20个月1.2工程内容本项目为云南正源房地产有限公司开发的生态住宅区,项目总投资为8800万元人民币,总用地面积290725m2,总建筑面积171525m2,计划建盖住宅162栋,住宅总户数720户,住宅总建筑面积167560m2,容积率0.59,覆盖率24.7%,绿化率48.6%。工程内容包括住宅楼、会所、休闲中心、幼儿园、游泳池、停车位、公厕、值班室等。新建“伏象山生态住宅区”项目环境影响报告书简本42、环境影响预测及评价2.1施工期环境影响分析2.1.1空气环境施工期对区域大气环境的影响主要是地面扬尘污染,施工工程中土方的挖掘及土方现场堆放、建筑材料搬运和搅拌、运输车辆的停放都会产生不同程度的扬尘。扬尘呈无组织排放,散落在施工场地和周围地表,并随降水冲刷而转移至水体,造成水土流失。呈贡县的年平均风速为2.9m/s,在每年的5~10月,是昆明的雨季,这期间风速较小,加之降雨的影响,空气湿度较大,施工扬尘发生的频率相对低。但是在冬春季节,受气象条件的影响,扬尘的产生在施工场地将比较明显,尤其是在开挖、回填土方阶段较为突出,特别是位于主导风向下风向,空气环境指标可能超标,对伏象山二期的施工工作人员会造成一定影响,项目北向的伏象山庄和世林别墅也会受到一定程度的影响。但粉尘的排放特点为非连续性的瞬间排放,仅在施工期超标严重,虽然对周围环境有一定的影响,但影响程度是可以接受的。随施工结束,该影响随之终止。建设期扬尘的产生还是无法根除的,故将会对周围环境产生一定的短暂影响。对此,应加强建设期的环保管理,尽量减少扬尘的产生。应实施标准化施工,首先,要加强施工管理,工地配置滞尘防护网,地面硬化处理;其次采用商品混凝土;第三应对粉尘发生量较大的部位采用喷淋降尘,对运输交通道路及时清扫、洒水。此外,在运输、装卸建筑材料时,尤其是泥砂运输车辆,须采用封闭车辆。施工机械和运输车辆作业期间产生的尾气,也是影响空气环境的主要污染物之一。由于施工期不长,作业范围相对较大,施工机械和运输车辆外排尾气量均不是很大,尾气排放随运输车辆移动呈不固定方式排放,且使用汽油或柴油作能源,外排尾气中主要为CO、碳氢化合物等,并且项目场地较为空旷,区域平均风速大,有利于尾气的扩散稀释。所以在空气环境中经一定距离的自然扩散、稀释后,污染物浓度较低,对评价区域空气质量影响不大。新建“伏象山生态住宅区”项目环境影响报告书简本5施工期排放的废气量不大,经加强管理及采取有效的防治措施,并在空气环境中经一定距离的自然扩散、稀释后,污染强度不大,因此本项目施工期产生的废气对评价区域空气质量影响不大,并随施工期的结束而消除。2.1.2地表水环境施工期产生的废水包括施工人员的少量生活污水和施工本身产生的废水。施工时产生的废水含大量泥沙、水泥等,建筑施工虽然需水量较大,但废水的排放量并不多。施工人员的生活废水主要污染物为CODcr、氨氮、磷酸盐及悬浮物等。污水排放方式为随机分散,无组织间断排放。施工废水的直接向外任意排放,会对项目区环境造成负面影响。施工废水在施工期设置沉淀池进行处理,处理后废水可用于工具清洗和混泥土养护,以减少排放废水。施工中的生活及施工废水总体排放量不大,根据昆明市滇池管理局排水许可,项目施工废水排放必须按临时排水许可证要求达标排放。施工人员的生活污水数量虽然小,但也要加强管理。若施工废水处理不当或直接任意排放,则会造成附近水体污染,故应加强对施工人员生活污水的管理,可考虑租用环卫部门的流动厕所或设置临时化粪池、隔油池进行熟化处理后,再和施工废水一起集中到施工沉淀池沉淀后回用或排入马料河,禁止将施工中产生的废水排入果林水库或不经处理直接排入马料河。由于施工废水产生量较少,通过处理后对区域环境影响不大,并随施工期的结束而消除。为了更好的保护果林水库水质不受污染,在项目施工初期,沿果林水库退让35m的项目保护线修建一条截流沟,从项目修建一条排水沟至果林水库出口河流马料河,由于项目与马料河相对高差约20m,通过截留沟和排水管道将项目收集的雨水和沉淀后多余的施工废水排入马料河,以确保项目产生的污水不得以任何形式排入果林水库。由于施工期产生的废水量不大,尽量用于场地洒水或施工用水,剩余废水通过处理后排放至马料河;但由于该项目处于地表水环境较敏感的区域,必须建设完善的废水处理池,并加强管理,确保施工废水不排入果林水库。在采取严格的措施后,施工期废水对区域地表水环境影响不大,并随施工期的结束而消除。2.1.3固体废物新建“伏象山生态住宅区”项目环境影响报告书简本6施工期固体废物为施工活动产生的各种建筑垃圾及施工人员的生活垃圾。建筑垃圾能回收利用的部分,交回收商进行收购处置,重复利用;不能回收利用的建筑垃圾,加强管理,工程完工后,要及时收集,统一清运,委托有资质的专业部门运至指定的建筑垃圾处置点处置,禁止与生活垃圾混合处置,禁止随意丢弃。施工期生活垃圾分类收集堆放,及时清运,妥善处置,则不会对环境造成大的影响。只要项目加强管理,妥善处置各种施工期固体废物,禁止在果林水库一侧堆放垃圾,及时清运垃圾,确保施工期固体废弃物不进入果林水库,则项目施工期固体废物不会对环境造成大的影响。2.1.4噪声施工期间由于使用施工机械和运输车辆,会产生一定的噪声污染,其特点是具有突发性和间歇性。通过预测分析可知,项目施工期噪声在离项目200米处才能达到2类区标准要求,在离项目50米距离处,噪声昼间噪声为65.7dB(A),夜间为47.7dB(A),昼间不能满足标准要求,在离项目20米距离处,噪声昼间噪声为79.7dB(A),夜间为65.9dB(A),昼间、夜间均不能满足标准要求,存在不达标排放情况,对北向的伏象山庄会产生不利影响。因此施工期要加强对产噪设备的管理,要求本工程在施工期间,尽可能将噪声较大的机械设备集中在白天作业,对于大噪声机械设备应安装消音减振设施,应做到合理安排施工时间、施工场地布局合理和车辆进出时间,在晚二十二时至次日六时不得作业,昼间运行机械的时间也应避开人们的休息时间,同时应采取必要的隔声降噪措施,在靠北向伏象山庄一侧设置移动隔声屏,以使项目施工噪声对敏感点影响降到最低。同时,加强管理,避免人为
