20045ii1.爲2.19983.CEPA爲4.9+25.6.爲産7.8248.9.爲10.11.iv産12.爲13.ExecutiveSummary1.Sinceeconomicreformandopening-up,Guangdonghasfocusedondevelopinganexport-orientedeconomy,whilepayinglittleattentiontoitseconomicco-operationwithotherregionswithinthecountry.GuangdongleadersdidnotrealisethelackofhinterlandsfordevelopmentofGuangdonganditslooseeconomicconnectionwithneighbouringprovincesuntiltherapidriseofYangtzeRiverDelta(YRD)inthemid-1990’s,whichposedseriouscompetitivepressure.2.In1998,GuangdongstudiedthepossibilityofestablishingaSouthChinaEconomicCo-operationZone,coveringGuangxi,Hainan,Hunan,JiangxiandFujian,whichareadjacenttoGuangdong,aswellasHongKongandMacau.ButthiswasadifferentideatotheoneproposedbytheNinthFive-YearPlanofdividingthecountryintoseveneconomicregions.Moreover,sinceco-operationbetweenGuangdong,HongKongandMacauwasnotprogressingwellatthattime,thesuggestionofestablishingtheSouthChinaEconomicCo-operationZonewasshelved.3.OneofthemainideasofthenewleadershipoftheCentralGovernmentistoco-ordinateregionaldevelopmentandtograduallyreversethetrendofwideningregionaldisparities.TheCentralGovernmenthopesthattheeastern,centralandwesternregionscanbetterinteract,complementandsupporteachother,anddeveloptogether.AftersigningtheCEPA,Guangdong,HongKongandMacauhavemadeanenormousbreakthroughinco-operation,andreachedconsensusontheintegrationofGreaterPearlRiverDelta(PRD).ThisprovidestheconditionsforGuangdong’sproposedideaofPan-PRD.GuangdonghopesthatPan-PRDandYRDeconomiccirclescanbethetwoimportantgrowthenginestoleadtoChina’smodernisation.4.TheareaofPan-PRD,whichcomprisesnineprovincesplusHongKongandMacau,islargerthanthatofthepreviouslyplannedSouthChinaEconomicCo-operationZone.Amongthenineprovinces,Fujian,Jiangxi,Guangxi,HainanandHunanareadjacenttoGuangdong;YunnanandGuizhouarealongthePearlRiver,whileSichuanisincludedduetoitscloseeconomictieswithGuangdong.vi5.GuangdongofficialsandscholarshavenothadaconsistentideaaboutwhetherPan-PRDisaneconomicco-operationzone,aneconomicregionoraneconomiccircle.Currently,theGuangdongProvincialGovernmentadoptstheconceptof“Pan-PRDregionalco-operationanddevelopment”inofficialdocuments,toavoidtheissueofwhichprovincewouldactasthecoreorhinterlandofPan-PRDanddemonstratethespiritofequalparticipation.6.GuangdongconsidersthatPan-PRDregionalco-operationshouldfocusonfiveareas,i.e.resourcesutilisation,capitalutilisation,infrastructuraldevelopment,technologyexchange,anddevelopmentofnaturalandtravelresources.Pan-PRDregionalco-operationshouldalsoadopttheprinciplesofvoluntaryparticipation,equalityandmutualbenefit,market-orientationandmaximisationoffunctionalinterdependence.Co-operationinPan-PRDshouldfollowmarketmechanism,andbestepbystepwitheasytaskscomingfirstanddifficultoneslater.Thefirstpriorityshouldbeco-ordinationofinfrastructuresuchastransportationandestablishmentoftrans-provincialco-ordinatingmechanism.7.SinceAugustlastyear,Guangdonghaspromotedco-operationinPan-PRDfromfiveaspects.First,Guangdonghasheldtrans-provincialconferencesondevelopmentplans,ITindustry,technology,transportation,etc.,andsetupaco-operationsystemofdirectorsofmajorgovernmentdepartmentsintheformofjointconferences.EvenChongqingattendedoneofthoseconferencesondevelopmentoftransportation.Second,Guangdonghasworkedwiththemediaandtheacademicsinsocialsciencestoholdtrans-provincialactivities,inpromotingPan-PRDasaverywellknownbrandlastyear.Third,Guangdonghasspeededupconstructionofrailwaysandsuperhighwaysconnectingitsneighbouringprovinces.GuangdonghasstrivedforsupportfromMinistryofRailwaysandMinistryofCommunicationstospeedupconstructionofhighwaysandrailwaysinPan-PRDandimprovePearlRivertransport.Fourth,Guangdonghasstrengtheneditsconnectionswithitsneighboringprovinces.AfterseniorGuangxiofficialsvisitedGuangdonginFebruarythisyear,aGuangdongpartyandgovernmentaldelegationalsovisitedGuangxiandHunaninApril.Variousbilateralco-operationagreementsweresignedandconsensuswasreachedonmanyissues.Fifth,Guangdonghasarrangedhigh-levelPan-PRDconferences,includingaPan-PRDCo-operationandDevelopmentForum.8.SincePan-PRDiscrucialtothefuturedevelopmentofGuangdong,HongKongandMacau,theCentralGovernmenthasadoptedapositiveattitudetowardsit.9.EconomicdevelopmentofdifferentprovincesinPan-PRDhasbeenveryunbalanced,buteachcancomplementtheother.HongKong’sadvantageliesinitsaffluentcapitalandservicesectors;Guangdong’sadvantageisitsmanufacturingindustry;whileotherprovinceshaverichnaturalandhumanresources.ThedifferenceofeconomiccomparativeadvantageprovidetheinherentdrivingforceforPan-PRDregionalco-operation.10.TheideaofPan-PRDwasproposedbyGuangdong,andalotofthetrans-provincialactivitiessincelastyearhavebeenalllaunchedbyGuangdong.InordertointegratethewholePan-PRDregion,GuangdongmustbringinHongKongandMacau.ThemainpurposeforotherprovincestoactivelyrespondtotheideaofPan-PRDistoincreasetheirowndevelopmentbyacceptingtheradiatinginfluenceofGreaterPRD.SincePan-PRDistheextensionfromGreaterPRD,itisnaturalforGuangdong,HongKongandMacautobethedrivingforceindevelopmentofPan-PRD.However,itisunnecessarytoar
