《环氧树脂工业污染物排放标准》编制说明(征求意见稿)《环氧树脂工业污染物排放标准》编制组2008年3月附件五:目录1编制《环氧树脂工业污染物排放标准》的必要性·················11.1课题来源·········································································································································11.2我国环氧树脂生产状况················································································································11.3编制《环氧树脂工业污染物排放标准》的必要性····································································22《环氧树脂工业污染物排放标准》的编制原则和预期目标·············32.1编制原则········································································································································32.2预期目标········································································································································43环氧树脂生产方法及污染物控制情况······················43.1环氧树脂生产方法·······················································································································43.2环氧树脂污染物种类····················································································································63.3环氧树脂生产中污染物排放情况·······························································································64国、内外环氧树脂生产和污染物控制情况···················104.1国外环氧树脂生产和污染物控制情况·····················································································104.2国内环氧树脂生产和污染物控制情况·····················································································125《环氧树脂工业污染物排放标准》主要技术内容和指标的确定··········165.1适用范围······································································································································165.2术语和定义··································································································································165.3执行时段······································································································································165.4水污染物排放限值的确定·········································································································165.5大气污染物排放限值的确定·····································································································195.6污染物排放标准的先进性分析·································································································205.7监测方法······································································································································206《环氧树脂工业污染物排放标准》达标分析和环境效益分析···········206.1达标分析······································································································································216.2环境效益分析······························································································································221《环氧树脂工业污染物排放标准》编制说明1制订标准的必要性1.1课题来源《环氧树脂工业污染物排放标准》是国家环保总局对污染物排放标准体系进行战略调整的内容之一。2003年国家环保总局在全国范围内公开征集环境标准项目(第一批)编制单位,中国石油化工勘查设计协会申报后,通过评审。国家环保总局下发《关于公布2003年度环境标准编制单位名单的通知》(环办函[2003]508号)。《环氧树脂工业污染物排放标准》由中国石油化工勘查设计协会牵头,中国天辰化学工程公司、中蓝连海设计研究院等单位参与制订。1.2我国环氧树脂生产状况环氧树脂系指含有2个或2个以上环氧基,并以脂肪族、脂环族或芳香族的链段为主链的高分子缩聚物。20世纪50年代初期,环氧树脂在电气绝缘浇铸、防腐蚀涂料、金属粘接等领域首先取得突破性的应用进展,随后,环氧树脂作为合成树脂的一个分支行业即蓬蓬勃勃地发展起来了。环氧树脂由于具有优良的电性能和机械性能以及耐化学腐蚀、高粘合力、加工应用方便等优点,被广泛用于粘合、浇铸、密封、层压、涂料、浸渍等生产中。目前,环氧树脂已被广泛用于涂料、浇铸料、纤维增强塑料、胶粘剂、模压剂、注射料、泡沫材料等领域。环氧树脂的种类很多,在各类环氧树脂中,以双酚A(二酚基丙烷)型环氧树脂的产量最大,用途最广,有“通用环氧树脂”或“标准环氧树脂”之称,它是由双酚A和环氧氯丙烷在氢氧化钠的作用下缩聚而成。据统计,双酚A型环氧树脂约占环氧树脂总产量的90%,其次,还有改性环氧树脂、酚醛环氧树脂等。我国环氧树脂生产始于1956年,在沈阳和上海两地首先试验成功,1958年上海开始环氧树脂的工业化生产。经过40多年的努力,我国环氧树脂的生产和应用都得到了迅速的发展,迄今为止,我国已有环氧树脂生产企业200余家。根据全国环氧树脂行业协会的统计,目前2我国环氧树脂生产能力已达60万t。随着科学技术的发展,环氧树脂品种不断增加,应用领域也不断扩大,最近10年来环氧树脂以每年15~20%的速度快速增长,成为亚洲乃至全球瞩目的焦点和投资热点。我国环氧树脂生产企业以中小型企业为主,其特点是:生产规模小、品种规格少、产品质量差、生产成本高、物耗能耗大,当前我国环氧树脂工业正处于调整生产结构及企业重新整合的关键时期。大型环氧树脂生产企业是我国生产环氧树脂的主力军,我国主要的大型环氧树脂生产企业名录及其生产情况见表1。表1我国主要的大型环氧树脂生产企业一览表企业名称生产规模(万t/a)产品种类无锡树脂厂3.0液体及固体环氧树脂无锡迪爱生环氧有限公司1.5液体环氧树脂广东宏昌电子材料公司6.3液体及固体环氧树脂宜兴三木集团公司3.0液体及固体环氧树脂大连齐化集团公司6.0液体环氧树脂陶氏(张家港)化学公司4.1液体及固体环氧树脂中石化巴陵环氧树脂有限公司2.5液体及固体环氧树脂南亚昆山环氧树脂公司10.0液体环氧树脂建滔(番禺)石化有限公司6.5液体及固体环氧树脂国都化工昆山有限公司4.0液体环氧树脂1.3编制《环氧树脂工业污染物排放标准》的必要性1.3.1促进我国环氧树脂工业发展的需要我国环氧树脂工业普遍存在废水排放量较大的问题,据估算,我国环氧树脂工业每年排放的生产废水有数百万吨,废水中有机物浓度高,含盐量高。几十年来,经过国内有关科研院所和环氧树脂企业的不懈努力,我国绝大多数环氧树脂企业都建成了废水生化处理装置,由于废水的盐分较高,大多数装置不能稳定运行,处理后外排废水的COD指标普遍难以达到《综合污水排放标准》(GB8978-1996)的要求。此外,3我国环氧树脂企业的有机溶剂废气普遍不作处理,大量废气污染物直接排入大气环境之中,污染了厂址周围的大气环境。目前,我国环氧树脂企业废水和废气执行国家现行的废水和废气综合排放标准,这些标准针对性较差,不能真实反映环氧树脂生产的特殊性,尤其是不能反映环氧树脂企业水和大气污染物的排放总量问题。因此,根据我国环境保护相关法律和法规的要求,参照国内外环氧树脂企业控制污染物的先进经验,编制一部符合我国国情和环氧树脂行业特点、具有一定超前性和先进性的《环氧树脂工业污染物排放标准》是十分必要的。1.3.2强化环境保护管理工作的需要制订切实可行的《环氧树脂工业污染物排放标准》,对于环氧树脂行业实现生产与环境保护协调发展,增强我国环氧树脂企业的国际竞争力具有重要意义。《环氧树脂工业污染物排放标准》将促使我国环氧树脂企业的技术水平、污染控制水平和清洁生产水平提高到一个新的高度,同时,也为各级环境保护管理部门和环氧树脂企业的环境管理提供了重要的管理手段。《环氧树脂工业污染物排放标准》是依据我国环氧树脂生产工艺和污染物排放特点,以及国内环氧树脂生产企业目前已经达到的(或经过努力可以达到的)污染防治水平而制定的,因此,该标准必将对我国环氧树脂企业的生产技术和污染控制技术的进步起到推动和促进的作用。2《环氧树脂工业污染物排放标准》的编制原则和预期目标2.1编制原则执行《中华人民共和国环境保护法》、《中华人民共和国水污染防治法》、《中华人民共和国大气污染防治法》、《中华人民共和国固体废物污染环境防治法》、《中华人民共和国噪声污染防治法》和《中华人民共和国清洁生产促进法》等我国现行的环境保护法律和法规。体现我国环氧树脂产品高性能化和高附加值的发展方向。以我国环氧树脂目前的实际生产情况为依据,以适合我国环氧树脂企业实际情况的清洁生产技术和先进的污染防治技术为前提,制定对环氧树脂企业水和
