PERFORMANCEMANAGEMENTPOLICYTheGoverningBodyofHomertonChildren’sCentreadoptedthisperformancemanagementpolicyon31October2007.APPLICATIONOFTHEPOLICYThepolicyappliestotheheadteacherandtoallteachersemployedbytheschoolexceptteachersoncontractsoflessthanoneterm,thoseundergoinginduction(ieNQTs)andthosewhoarethesubjectofcapabilityprocedures.PURPOSEThispolicysetsouttheframeworkforaclearandconsistentassessmentoftheoverallperformanceofteachersandtheheadteacherandforsupportingtheirdevelopmentneedswithinthecontextoftheschool'simprovementplanandtheirownprofessionalneeds.Whereteachersareeligibleforpayprogression,theassessmentofperformancethroughoutthecycleagainsttheperformancecriteriaspecifiedinthestatementwillbethebasisonwhichtherecommendationismadebythereviewer.Thispolicyshouldbereadinconjunctionwiththeschool'spaypolicywhichprovidesdetailsofthearrangementsrelatingtoteacher'spayinaccordancewiththeSchoolTeachers'PayandConditionsDocument.LINKSTOSCHOOLIMPROVEMENT,SCHOOLSELFEVALUATIONANDSCHOOLDEVELOPMENTPLANNINGTocomplywiththerequirementtoshowhowthearrangementsforperformancemanagementlinkwiththoseforschoolimprovement,schoolself-evaluationandschooldevelopmentplanningandtominimiseworkloadandbureaucracytheperformancemanagementprocesswillbethemainsourceofinformationasappropriateforschoolself-evaluationandthewiderschoolimprovementprocess.Similarly,theschoolimprovementanddevelopmentplanandtheschool'sselfevaluationformarekeydocumentsfortheperformancemanagementprocess.Allreviewersareexpectedtoexplorethealignmentofreviewees'objectiveswiththeschool'sprioritiesandplans.Theobjectivesshouldalsoreflectreviewees'professionalaspirations.CONSISTENCYOFTREATMENTANDFAIRNESSTheGoverningBodyiscommittedtoensuringconsistencyoftreatmentandfairnessintheoperationofperformancemanagement.Toensurethisthefollowingprovisionsaremadeinrelationtomoderation,qualityassuranceandobjectivesetting.QualityassuranceTheheadteacherhasdeterminedthatshewilldelegatethereviewerroleforsomeorallteachersforwhomsheisnotthelinemanager.Inthesecircumstancestheheadteacherwillmoderatealltheplanningstatementstocheckthattheplansrecordedinthestatementsofteachersattheschool:•areconsistentbetweenthosewhohavesimilarexperienceandsimilarlevelsofresponsibility•complywiththeschool'sperformancemanagementpolicy,theregulationsandtherequirementsofequalitylegislationTheGoverningBodywillreviewthequalityassuranceprocesseswhentheperformancepolicyisreviewed.OBJECTIVESETTINGTheobjectivessetwillberigorous,challenging,achievable,time-bound,fairandequitableinrelationtoteacherswithsimilarroles/responsibilitiesandexperience,andwillhaveregardtowhatcanreasonablybeexpectedofanyteacherinthatpositiongiventhedesirabilityoftherevieweebeingabletoachieveasatisfactorybalancebetweenthetimerequiredtodischargehisprofessionaldutiesandthetimerequiredtopursuehispersonalinterestsoutsidework,consistentwiththeschool'sstrategyforbringingdownwardpressureonworkinghours.Theyshallalsotakeaccountoftheteacher'sprofessionalaspirationsandanyrelevantpayprogressioncriteria.Theyshouldbesuchthat,iftheyareachieved,theywillcontributetoimprovingtheprogressofchildrenattheschool.Thereviewerandrevieweewillseektoagreetheobjectivesbutwhereajointdeterminationcannotbemadethereviewerwillmakethedetermination.Inthisschool:allteachers,includingtheheadteacher,willhavenomorethan3objectivesteachers,includingtheheadteacher,willnotnecessarilyallhavethesamenumberofobjectivesallteachers,includingtheheadteacher,willhaveawholeschoolobjectiveThoughperformancemanagementisanassessmentofoverallperformanceofteachersandtheheadteacher,objectivescannotcoverthefullrangeofateacher'sroles/responsibilities.Objectiveswill,therefore,focusontheprioritiesforanindividualforthecycle.Atthereviewstageitwillbeassumedthatthoseaspectsofateacher'sroles/responsibilitiesnotcoveredbytheobjectivesoranyamendmenttothestatementwhichmayhavebeennecessaryinaccordancewiththeprovisionsoftheregulationshavebeencarriedoutsatisfactorily.ReviewingProgressAttheendofthecycleassessmentofperformanceagainstanobjectivewillbeonthebasisoftheperformancecriteriasetatthebeginningofthecycle.Goodprogresstowardstheachievementofachallengingobjective,eveniftheperformancecriteriahavenotbeenmetinfull,willbeassessedfavourably.Theperformancemanagementcycleisannual,butonoccasionsitmaybeappropriatetosetobjectivesthatwillcoveraperiodovermorethanonecycle.Insuchcases,thebasisonwhichtheprogressbeingmadetowardsmeetingtheperformancecriteriafortheobjectivewillbeassessedattheendofthefirstcycleandwillberecordedintheplanningandreviewstatementatthebeginningofthecycle.APPEALSAtspecifiedpointsintheperformancemanagementprocessteachersandheadteachershavearightofappealagainstanyoftheentriesintheirplanningandreviewstatements.Wherearevieweewishestoappealonthebasisofmorethanoneentrythiswouldconstituteoneappealhearing.Detailsoftheappealsprocessarecoveredintheschool'spaypolicy.CONFIDENTIALITYThewholeperformancemanagementprocessandthestatementsgeneratedunderit,inparticular,willbetreatedwithstrictconfidentialityatalltimes.Onlythereviewee'slinema
