中国电力企业联合会标准热电联产机组供热管网技术监督规程T/CEC190—2018*中国电力出版社出版、发行(北京市东城区北京站西街19号100005)北京传奇佳彩印刷有限公司印刷*2019年4月第一版2019年4月北京第一次印刷880毫米×1230毫米16开本0.75印张22千字*统一书号155198·1288定价13.00元版权专有侵权必究本书如有印装质量问题,我社营销中心负责退换T/CEC190—2018ICS27.100F20准T/CEC190—2018热电联产机组供热管网技术监督规程TechnicalSupervisioncodesforheatingnetworkofcogenerationunit2018-11-19发布2019-02-01实施中国电力企业联合会发布T/CEC190—2018I目次前言···································································································································································II1范围······························································································································································12规范性引用文件··········································································································································13术语和定义··················································································································································14总则······························································································································································25材料的监督··················································································································································26焊接质量的监督··········································································································································27管网布置与敷设条件的监督·······················································································································28制造、安装检验··········································································································································39管网供热期间的监督检验···························································································································510管网非供热期间的监督检验·····················································································································611年度检验····················································································································································612全面检验····················································································································································713供热管网技术监督管理·····························································································································8附录A(规范性附录)供热管网全面检验方法····························································································9T/CEC190—2018II前言本标准按照GB/T1.1—2009《标准化工作导则第1部分:标准的结构和编写》给出的规则起草。本标准由中国电力企业联合会提出。本标准由电力行业汽轮机标准化技术委员会归口(DL/TC07)并解释。本标准起草单位:大唐东北电力试验研究院有限公司、国网江西省电力公司电力科学研究院。本标准主要起草人:孙旭、宁玉恒、杨坚、赵勇、王翱、尹健、刘群、于宏辰、高杨、裴峰、宴涛。本标准为首次发布。本标准在执行过程中的意见或建议反馈至中国电力企业联合会标准化中心(北京市白广路二条一号,100761)。T/CEC190—20181热电联产机组供热管网技术监督规程1范围本标准规定了热电联产机组供热管网中供热出口至城市换热系统入口之间受监部件的材料质量、敷设条件、制造安装检验和定期检验方面的技术监督要求。本标准适用于热电联产机组供热管网中设计工作压力小于或等于1.6MPa,介质温度小于或等于350℃的蒸汽管网;设计工作压力小于或等于2.5MPa,介质温度小于或等于200℃的热水管网中的管道及与管道直接相连的阀门、补偿器、支吊架、法兰、螺栓等附属元件的技术监督。2规范性引用文件下列文件对于本文件的应用是必不可少的。凡是注日期的引用文件,仅注日期的版本适用于本文件。凡是不注明日期的引用文件,其最新版本(包括所有的修改单)适用于本标准。GB/T1576工业锅炉水质GB/T3091低压流体输送用焊接钢管GB/T5117非合金钢及细晶粒钢焊条GB5749生活饮用水卫生标准GB/T8163输送流体用无缝钢管GB/T9124钢制管法兰技术条件GB/T9125管法兰连接用紧固件GB/T9799金属及其他无机覆盖层钢铁上经过处理的锌电镀层GB/T13793直缝电焊钢管GB26164.1电业安全工作规程第1部分:热力和机械GB/T26480阀门的检验和试验GB/T27512埋地钢质管道风险评估方法GB/T29047高密度聚乙烯外护管聚氨酯泡沫塑料预制直埋保温管GB50025湿陷性黄土地区建筑规范GB50032室外给水排水和燃气热力工程抗震设计规范GB50112膨胀土地区建筑技术规范CJJ28城镇供热管网工程施工及验收规范CJJ34城镇供热管网设计规范CJJ159城镇供水管网漏水探测技术规程DL/T869火力发电厂焊接技术规程DL/T991电力设备金属光谱分析技术导则DL/T1113火力发电厂管道支吊架验收规程JB/T3223焊接材料质量管理规程3术语和定义下列术语和定义适用于本标准。T/CEC190—201823.1供热管网heatingnetwork由热源向热用户输送和分配供热介质的管道系统。3.2供热出口heatingexit与热电联产机组供热首站相连的一次网出口。3.3年度检验annualinspection管网运行过程中的常规检验,每年至少1次。3.4全面检验comprehensiveinspection按一定的检验周期对在用管道进行的基于风险评估的检验。4总则4.1拥有热电联产机组的电力集团(公司)和电力试验研究院(所)应建立健全的技术监督网,按照依法监督、分级管理的原则,对受监部件的制造、安装、运行、检修实施全过程技术监督和管理。4.2电力集团(公司)为设备主管单位,负责本标准各项条款的具体执行。电力试验研究院(所)为技术监督服务单位,负责对设备主管单位的技术监督管理工作进行定期检查、督导。4.3技术监督工作的安全要求按照GB26164.1执行。5材料的监督5.1受监管道应按质量检验证明文件进行验收。质量检验证明文件中应包括材料牌号、化学成分、热加工工艺、力学性能及必要的无损探伤结果。5.2支吊架、阀门、补偿器应有部件质量保证书,质量保证书中的技术指标应符合相关国家标准、行业标准或订货技术条件。5.3受监部件在检修、更换过程中应验证其质量检验证明文件。5.4受监部件应建立保管制度,并已有效执行。5.5受监部件的存放和领用应建立质量验收和领用制度。5.6存放时间超过一年(钢管除外)的受监部件应经检验合格后方可使用。受损部件使用前应修复、鉴定合格。6焊接质量的监督6.1焊接工作人员应具备相应焊接资质。6.2受监部件的焊接工艺、焊接质量检验及质量验收标准,应按DL/T869和相关技术协议的规定执行。6.3焊接材料的质量应符合GB/T5117的要求,焊条、焊丝等均应有制造厂的质量检验证明文件;焊材过期,应重新送检。6.4焊接材料的存放、管理应符合JB/T3223的规定。6.5受压组件不合格焊缝的处理原则,应按DL/T869执行。7管网布置与敷设条件的监督7.1在湿陷性黄土区、流砂区、腐蚀性土、冻土等地区和地震区、巷道区布置供热管网应符合GB50025、GB50032、GB50112等相关标准的要求。T/CEC190—201837.2管网的布置与敷设应符合CJJ34的相关要求。对于跨河流、公路和铁道的供热管道应消除由于冲击、压力脉动、机器共振、风荷载等引起有害的管道振动的影响。7.3地下敷设管道安装套筒补偿器、波纹补偿器、阀门、防水和除污装置等设备附件时应设检查室。7.4沟槽、检查室的主体结构经隐蔽工程验收合格及测量后应及时回填,回填材料及压实度应符合CJJ28的相关规定。8制造、安装检验8.1管道技术监督8.1.1钢制管道及管件如采用无缝钢管,应符合GB/T8163的有关规定;如采用电弧焊或高频焊焊接钢管,应符合GB/T13793和GB/T3091的有关规定。8.1.2管道及管件的吊装、运输和安装应按CJJ28标准要求执行。8.1.3设计单位应提供管道单线立体布置图。图中至少标明管道的材料牌号、规格、理论计算壁厚、壁厚偏差。8.1.4管道在安装前应进行如下检查和检验:a)钢管表面上的出厂标记(钢印或漆记)应与该制造商产品标记相符。管径、壁厚和材质
