67449CFRCh.V(10–1–02Edition)§571.219[38FR22391,Aug.20,1973,asamendedat39FR3554,Jan.28,1974;45FR15181,Mar.10,1980;53FR11288,Apr.6,1988;53FR12529,Apr.15,1988]§571.219StandardNo.219;Windshieldzoneintrusion.S1.Scope.Thisstandardspecifieslim-itsforthedisplacementintothewind-shieldareaofmotorvehiclecompo-nentsduringacrash.S2.Purpose.Thepurposeofthisstandardistoreducecrashinjuriesandfatalitiesthatresultfromoccupantscontactingvehiclecomponentsdis-placednearorthroughthewindshield.S3.Application.Thisstandardappliestopassengercarsandtomultipurposepassengervehicles,trucksandbusesof4,536kilogramsorlessgrossvehicleweightrating.However,itdoesnotapplytoforwardcontrolvehicles,walk-invan-typevehicles,ortoopen-VerDate0ct31200214:20Dec13,2002Jkt197204PO00000Frm00674Fmt8010Sfmt8010Y:\SGML\197204T.XXX197204TEC01AU91.134/GPH/EXTRACT675Nat’lHighwayTrafficSafetyAdmin.,DOT§571.219body-typevehicleswithfold-downorremovablewindshields.S4.Definitions.DaylightOpening(DLO)meansthemaximumunob-structedopeningthroughtheglazingsurface,includingrevealorgarnishmoldingsadjoiningthesurface,asmeasuredparalleltotheoutersurfaceoftheglazingmaterial.S5.Requirement.Whenthevehicletravellinglongitudinallyforwardatanyspeeduptoandincluding48km/himpactsafixedcollisionbarrierthatisperpendiculartothelineoftravelofthevehicle,undertheconditionsofS7,nopartofthevehicleoutsidetheoccu-pantcompartment,exceptwindshieldmoldingandothercomponentsde-signedtobenormallyincontactwiththewindshield,shallpenetratethepro-tectedzonetemplate,affixedaccordingtoS6,toadepthofmorethan6mm,andnosuchpartofavehicleshallpen-etratetheinnersurfaceofthatportionofthewindshield,withintheDLO,belowtheprotectedzonedefinedinS6.S6.Protectedzonetemplate.S6.1Theloweredgeoftheprotectedzoneisdeterminedbythefollowingprocedure(SeeFigure1).(a)Placea165mmdiameterrigidsphere,withamassof6.8kginaposi-tionsuchthatitsimultaneouslycon-tactstheinnersurfaceofthewind-shieldglazingandthesurfaceofthein-strumentpanel,includingpadding.Ifanyaccessoriesorequipmentsuchasthesteeringcontrolsystemobstructpositioningofthesphere,removethemforthepurposesofthisprocedure.(b)Drawthelocusofpointsontheinnersurfaceofthewindshieldcontactablebythesphereacrossthewidthoftheinstrumentpanel.Fromtheoutermostcontactablepoints,ex-tendthelocuslinehorizontallytotheedgesoftheglazingmaterial.(c)Drawalineontheinnersurfaceofthewindshieldbelowand13mmdis-tantfromthelocusline.(d)TheloweredgeoftheprotectedzoneisthelongitudinalprojectionontotheoutersurfaceofthewindshieldofthelinedeterminedinS6.1(c).S6.2Theprotectedzoneisthespaceenclosedbythefollowingsurfaces,asshowninFigure1:(a)Theoutersurfaceofthewind-shieldinitsprecrashconfiguration.(b)Thelocusofpoints76mmout-wardalongperpendicularsdrawntoeachpointontheoutersurfaceofthewindshield.(c)Thelocusoflinesforminga45°anglewiththeoutersurfaceofthewindshieldateachpointalongthetopandsideedgesoftheoutersurfaceofthewindshieldandtheloweredgeoftheprotectedzonedeterminedinS6.1,intheplaneperpendiculartotheedgeatthatpoint.S6.3AtemplateiscutorformedfromStyrofoam,typeDB,cutcell,tothedimensionsofthezoneasdeter-minedinS6.2.Thetemplateisaffixedtothewindshieldsothatitdelineatestheprotectedzoneandremainsaffixedthroughoutthecrashtest.S7.Testconditions.TherequirementofS5.shallbemetunderthefollowingconditions:S7.1TheprotectedzonetemplateisaffixedtothewindshieldinthemannerdescribedinS6.S7.2Thehood,hoodlatches,andanyotherhoodretentioncomponentsareengagedpriortothebarriercrash.S7.3Adjustablecowltopsorotheradjustablepanelsinfrontofthewind-shieldareinthepositionusedundernormaloperatingconditionswhenwindshieldwipingsystemsarenotinuse.S7.4Theparkingbrakeisdis-engagedandthetransmissionisinneu-tral.S7.5Tiresareinflatedtothevehiclemanufacturer’sspecifications.S7.6Thefueltankisfilledtoanylevelfrom90to95percentofcapacity.S7.7Thevehicle,includingtestde-vicesandinstrumentation,isloadedasfollows:(a)ExceptasspecifiedinS7.6,apas-sengercarisloadedtoitsunloadedve-hicleweightplusitsratedcargoandluggagecapacityweight,securedintheluggagearea,plusa50th-percentiletestdummyasspecifiedinpart572ofthischapterateachfrontoutboarddesignatedseatingpositionandatanyotherpositionwhoseprotectionsystemisrequiredtobetestedbyadummyundertheprovisionsofStandardNo.208.Eachdummyisrestrainedonlybymeansthatareinstalledforprotectionatitsseatingposition.VerDate0ct31200214:20Dec13,2002Jkt197204PO00000Frm00675Fmt8010Sfmt8010Y:\SGML\197204T.XXX197204T67649CFRCh.V(10–1–02Edition)§571.220(b)ExceptasspecifiedinS7.6,amul-tipurposepassengervehicle,truckorbusisloadedtoitsunloadedvehicleweight,plus136kgoritsratedcargoandluggagecapacity,whicheverisless,securedtothevehicle,plusa50th-percentiletestdummyasspecifiedinpart572ofthischapterateachfrontoutboarddesignatedseatingpostionandatanyotherpositionwhosepro-tectionsystemisrequiredtobetestedbyadummyundertheprovisionsofStandardNo.208.Eachdummyisre-strainedonlybymeansthatarein-stalledforprotectionatitsseatingpo-sition.Theloadisdistributedsothatthemassoneachaxleasmeasuredatthetire-groundinterfaceisinpropor-tiontoitsGAWR.Ifthemassonanya
