EnglishTranslationVersionforReferenceOnlyNumber:CTSO-C209Dateofapproval:Apr29,2019Approvedby:XuChaoqunChinaCivilAviationTechnicalStandardOrder-1-ThisChinaCivilAviationTechnicalStandardOrder(CTSO)isissuedaccordingtoPart37oftheChinaCivilAviationRegulations(CCAR-37).EachCTSOisacriterionwhichtheconcernedaeronauticalmaterials,partsorappliancesusedoncivilaircraftmustcomplywithwhenitispresentedforairworthinesscertification.ElectronicFlightInstrumentSystem(EFIS)Display1.Purpose.ThisChinaCivilAviationTechnicalStandardOrder(CTSO)isformanufacturersapplyingforElectronicFlightInstrumentSystem(EFIS)DisplayCTSOauthorization(CTSOA).ThisCTSOprescribestheminimumperformancestandards(MPS)thatElectronicFlightInstrumentSystem(EFIS)DisplaymustfirstmeetforapprovalandidentificationwiththeapplicableCTSOmarking.2.Applicability.ThisCTSOaffectsnewapplicationsubmittedafteritseffectivedate.MajordesignchangestoarticleapprovedunderthisCTSOwillrequireanewauthorizationinaccordancewithsection21.353ofCCAR-21-R4.EnglishTranslationVersionforReferenceOnlyCAACCTSO-C209-2-3.RequirementsNewmodelsofEFISidentifiedandmanufacturedonoraftertheeffectivedateofthisCTSOmustmeettherequirementsinSocietyofAutomotiveEngineers(SAE)AerospaceStandard(AS)6296ElectronicFlightInstrumentSystem(EFIS)Displays,datedMarch16,2016andsection4of(AS)8034B,MinimumPerformanceStandardsforAirborneMultipurposeElectronicDisplays,datedJune27,2011.Note:Thehardware,physical,andoptical(ocular)requirementsofEFISdisplaysareaddressedinSAEAS8034B.TheEFISdisplayrequirements,forabroadsetofaircraftfunctions,areaddressedinSAEAS6296.a.Functionality.ThisCTSO’sstandardsapplytoequipmentintendedforuseasanelectronicdisplayintheflightdeckbytheflightcrewinCCAR23,25,27,and29aircraft.ThisCTSOcoversbasicdisplaystandards(SAEAS8034B)andspecificdisplayedfunctionsrequirements(SAEAS6296).Specificdisplayedfunctionscaninclude,butarenotlimitedto,flightinstrumentation,navigation,engineandsystemstatus,alerting,surveillance,communication,terrainawareness,weather,and/orotherdisplays.ThisCTSOdoesnotprovidestandardsforhead-updisplays.TwofunctionscoveredwithinSAEAS6296arerequiredasaminimum.ThisCTSOdoesnotaddresssensorrequirements.ThisCTSOdoesnotEnglishTranslationVersionforReferenceOnlyCAACCTSO-C209-3-addressthedisplayofsinglefunctionequipment(e.g.,airspeed).SensorrequirementsandsinglefunctionequipmentrequirementsarelocatedintheirrespectiveCTSO.b.FailureConditionClassifications.ThereisnostandardminimumfailureconditionclassificationforthisCTSO.Thefailureconditionclassificationappropriatefortheequipmentwilldependontheintendeduseoftheequipmentinaspecificaircraft.Documentthelossoffunctionandmalfunctionfailureconditionclassificationsforwhichtheequipmentisdesigned.c.FunctionalQualification.ThisCTSOdoesnotdefinethetestprocedurestoverifyfunctionalperformance.Themanufacturermustdefinetheappropriateteststoverifycompliancewithsection4ofSAEAS6296andsection4ofSAEAS8034B.d.EnvironmentalQualification.DemonstratetherequiredperformanceunderthetestconditionsspecifiedinSAEAS6296,Section5,andSAEAS8034B,Section5,usingstandardenvironmentalconditionsandtestproceduresappropriateforairborneequipment.ApplicantmayuseadifferentstandardenvironmentalconditionandtestprocedurethanRTCA/DO-160G,providedthestandardisappropriatefortheEFIS.Note:TheuseofRTCA/DO-160D(withChanges1and2only,EnglishTranslationVersionforReferenceOnlyCAACCTSO-C209-4-withoutChange3incorporated)orearlierversionsisgenerallynotconsideredappropriateandwillrequiresubstantiationviathedeviationprocessasdiscussedinparagraph3.gofthisCTSO.e.SoftwareQualification.Ifthearticleincludessoftware,developthesoftwareaccordingtoRTCA,Inc.documentRTCA/DO-178B,SoftwareConsiderationsinAirborneSystemsandEquipmentCertification,datedDecember1,1992,orRTCA,Inc.documentRTCA/DO-178C,SoftwareConsiderationsinAirborneSystemsandEquipmentCertification,datedDecember13,2011,includingreferencedsupplementsasapplicable,toatleastthesoftwarelevelconsistentwiththefailureconditionclassificationdefinedinparagraph3.bofthisCTSO.f.ElectronicHardwareQualification.Ifthearticleincludescomplexcustomairborneelectronichardware,thendevelopthecomponentaccordingtoRTCA,Inc.DocumentRTCA/DO-254,DesignAssuranceGuidanceforAirborneElectronicHardware,datedApril19,2000,toatleastthedesignassurancelevelconsistentwiththefailureconditionclassificationdefinedinparagraph3.bofthisCTSO.Forcustomairborneelectronichardwaredeterminedtobesimple,RTCA/DO-254,paragraph1.6applies.g.Deviations.ForusingalternativeorequivalentmeansofcompliancetotheEnglishTranslationVersionforReferenceOnlyCAACCTSO-C209-5-criteriaintheMPSofthisCTSO,theapplicantmustshowthattheequipmentmaintainsanequivalentlevelofsafety.Applyforadeviationundertheprovisionof21.368(a)inCCAR-21-R4.4.Marking.a.Markatleastonemajorcomponentpermanentlyandlegiblywithalltheinformationin21.423(b)ofCCAR-21-R4.b.Also,markthefollowingpermanentlyandlegibly,withatleastthemanufacturer’sname,subassemblypartnumber,andtheCTSOnumber:(1)Eachcomponentthatiseasilyremovable(withouthandtools),and(2)Eachsubassemblyofthearticleth
